Sterling fell sharply below $1.50 for the first time in nearly a year amid fears that Britain will be left with a weak government unable to cut spending and balance the budget. Fears that no party would gain an overall Commons majority led to warnings that the pound was staring into the abyss and would fall further still. Figures suggest that traders are placing huge bets on more declines. A sharp deterioration in the results of the Main Market and principally those of the three major banks and Advantage Capital, were largely responsible for the steep fall in profits. Football star Real Madrid top football rich list for 5th year Real Madrid have topped the league table of the world s richest football clubs for the fifth straight year, according to Deloitte s annual Money League report. Real Madrid and Barcelona have pulled away from Manchester United and other Champions League rivals in the rankings of Europe s top money-making clubs, and will continue to do so because of lucrative individual television rights deals. Real Madrid leads the rankings for the fifth year in a row, with turnover in the season up 10% to EUR mln - the first team in any sport globally to top EUR 400mln. Recent surveys have put the Tory lead as low as two percentage points. An Ipsos MORI poll last week suggested that Labour could cling on as the biggest party in the Commons. At one point, sterling fell as low as $1.4781, the lowest level since May 1 last year. If Greece is rescued, investors believe Britain is the European economy most exposed to market concerns about government deficits. Gordon Brown angrily disputes comparisons between the UK and Greece, but independent analysts point out that the UK budget deficit this year is forecast to be 12.8% of gross domestic product, comparable to Greece s. As the pound falls, the interest rate on gilts, British government bonds, is rising. That will ultimately push up the interest rates households and businesses pay for mortgages and other loans. Data from the Bank of England also showed that foreign investors sold off the most British bonds for nine months in January. Foreign investors sold GBP 1.5 bln of gilts more than they bought during January, the figures showed. Even before the weekend polls an increasing number of hedge funds and speculators were betting against the pound. According to data published by the US Commodity Futures Trading Commission, at the start of the year net short positions in sterling stood at 29,475. That has now more than doubled, according to figures released late on Friday night, with 62,884 net short positions. The pound has now fallen more than 8.5% against the dollar since the start of the year. But if the weight of speculative money is right, it will fall a lot further in the coming months. Bank of Cyprus headed the list reporting a net profit of EUR 313 mln, followed by Marfin Popular Bank with EUR 174 mln and Hellenic Bank with profits amounting to EUR 27 mln. Cyprotels were the other major loss making companies as they reported respective losses of EUR 35.5 mln and EUR 16.8 mln for NEGATIVE PROSPECTS The CSE General Index, composed of the Main, Parallel and Shipping sectors is down 12.5% since the beginning of this year amid concerns that the deterioration in corporate results will continue well into 2010, limiting the ability of listed companies to pay sufficient dividend or produce capital appreciation. With no prospects of a rebound in Cyprus two main areas of economic activity (tourism and construction/property) that were hurt badly in 2009 offers no respite to corporate chiefs looking for new business. Also worrisome is the dire situation of state finances, with the deficit and public debt rising sharply as state revenue continues to stay low while total expenditure remains high and still rising. In such a dismal business environment, corporate chiefs usually turn to cost cutting to maintain profitability or to ensure their survival, but since most of the cost cutting measures were made in 2009, there is very little left to cut in 2010, leaving most corporations at the mercy of the downturn. And the majority of Money League clubs maintained average match attendances when comparing 2008/09 with 2007/08. However, there were warnings that many clubs now face increased pressure on ticket pricing strategies and all clubs will continue to face challenges in managing match day returns. The Deloitte review does not include the cost of transfer fees or player wages, or VAT and other sales taxes, and concentrates solely on day-to-day income from football business. Speaking at a press briefing presenting the 2009 preliminary results, Eliades said of the EUR 2.2 bln in new loans, about EUR 650 mln were attractively priced housing loans, which helped the badly bruised construction sector. Another 300 businesses received EUR 75 mln from the EIB special loan package. Consumer, manufacturing and trade sectors improved marginally from -39 in January to -38, from -13 to -12 and from -26 to -24, respectively. The services sector remained unchanged. Despite some improvement in the business sentiment in construction, the level of economic activity may remain in the red in the first quarter of 2010 as all other sectors (except construction) did not mark any material improvement so far, according to an analysis by Marfin CLR Research. However, some improvement in the growth level of economic activity should not be excluded vis-à-vis 4Q09 (but still a negative reading is anticipated)

3 FINANCIAL MIRROR, March 3-9, 2010 CYPRUS 3 Legal, accounting services defy recession Turnover in the general services sector dropped by 3.4% in October - December 2009 compared with the same period of 2008 and by 4% for the whole of 2009 according to the Statistical Service, with hotels, travel agencies, architects and computer programmers bearing the brunt of the downturn. However, legal and accounting services defied the recession with growth both in the fourth quarter and in 2009 as a whole. The general turnover index does not refer to the whole services sector of Cyprus economy. Decreases were recorded in the following sectors. Accommodation Services (Hotels): down by 9.5% in the fourth quarter and 13.1% for the year. Travel Agencies: down 9.6% in the fourth quarter and 16.8% for the year. Architectural & Engineering Activities: down 9.8% in the fourth quarter and 4.9% for Computer Programming and related activities: down 15.8% in Q4 and 10.3% for the year. The broader sector of Accommodation and Food Service Activities (Hotels & Restaurants) recorded a decrease of 5.3% in the fourth quarter and 6.3% for the year. Food and Beverage Service Activities were up by 2.6% in the fourth quarter but had fallen by 0.9% for the whole of Cyprus to have natural gas network by 2014 Cyprus will have its own natural gas network according to Giorgos Shammas, Chairman of the Cyprus Energy Regulatory Authority who was briefing the House Finance Committee on the regulator s budget for Meanwhile, the Natural Gas Public Company (DEFA) announced a call for tenders for the provision of consultancy services for the development of a gas pipeline network, Cygas. DEFA is the administrator of the government s natural gas energy policy, and among other things is tasked with inviting and evaluating tenders for the supply of natural gas. Last December it received expressions of interest for the supply of liquefied natural gas Cygas calls for pipeline tenders (LNG) from 13 companies, and has now compiled a short list of these. The gas pipeline grid will provide LNG to industry and households. DEFA chairman Costas Ioannou said they would have an idea of the cost of the network after the engineering consultants furnished information about the work that needed to be done feasibility and environmental impact studies, which would then determine the specifications. The call for tenders ends on April 16. In a separate but parallel process, the Electricity Authority of Cyprus is seeking strategic partners for the development, financing, operation and management of an LNG processing terminal. The quasi-official expected time of arrival for the facility is Loans up 8.6% in January, deposits decline Total loans by the end of January increased by 8.6% or EUR 592 mln to EUR bln compared to EUR 55.4 bln a year ago in January 2009 according to the Monetary Survey by the Central Bank of Cyprus. Loans to domestic residents, a key indicator of economic activity increased by 7.3% year-on-year or EUR 531 mln to EUR 46.2 bln in January, while on a month-onmonth basis, the growth in lending to domestic residents was EUR 500 mln. Cyprus gets new Russian language TV channel Cyprus first Russian-language television channel, RTCY was officially launched last week aimed at the Russian speakers in Cyprus, while a complimentary travel channel on satellite television called Cyprus Travel Guide TV was also inaugurated. RTCY is aiming to fill the gap in entertainment and information to Russian-speaking residents of Cyprus and the Russian citizens who choose Cyprus either for tourism or investment activities. This is attributed to new attractively priced lending packages aimed at the housing/property sector, which were up 0.6% MoM and 21.6% YoY basis. In absolute terms, consumer lending and corporate lending deteriorated in January by EUR 1.38 bln and EUR 44mln respectively. UK MoD delays Cyprus contract decision till March 17 The British Ministry of Defence (MoD) has delayed the awarding of a GBP 200mln contract to support British servicemen in Cyprus as officials take extra time to evaluate the bids. Project Wavell, which includes a number of support services such as looking after grounded aircraft, was due to select a preferred bidder on February 19. However, the decision will now be finalised on March 17. Landmarc, a joint venture between Britain s Interserve and America s CSC, the FTSE 100 giant Serco, and, VT Group, which is currently the subject of a takeover attempt, are in the running for the contract. An MoD spokesman said: We are delaying this decision Deposits decline Total deposits to domestic and nonresidents amounted to EUR bln in January 2010, for a 0.1% decline compared to EUR bln in January On a monthly basis, total deposits increased by 1% or EUR 200 mln from December 2009 levels. Electricity supply rose in 2009 by 2.7%, less than the 4.4% recorded in 2008, while water supply and materials recovery leapt by 25.1%, after a drought-induced fall of 18.1% in In December alone, the index of industrial production reached (base 2005=100), recording a decrease of 6.5% compared with December Meanwhile, industrial output prices inched up by 0.5% in January compared with December 2009, with manufacturing prices decreasing by 0.2%. Compared with the same month of 2009, the industrial output price index rose by 0.2%. Outbound travel up 6.5% in January Outbound travel showed signs of recovery in January as the number of residents of Cyprus returning from a trip abroad rose by 6.5% over the corresponding month of 2009 to reach , compared with 73,550 in January There was an increase of 16.9% in the number of trips of residents to Greece (from 20,904 in January 2009 to 24,431 in January 2010). There was an increase of 18.8% increase from the United Kingdom (from 16,988 to 20,187 this year). Water transport rises 4.1% in 2009 The Statistical Service has announced provisional turnover indices for various branches of transport by activity for January - December The main developments by activity for the period of January - December 2009 were as follows. 4 4 CYPRUS FINANCIAL MIRROR, March 3-9, 2010 Greek debt costs fall as new savings expected Greece s borrowing costs fell to their lowest level in weeks on Tuesday amid growing expectations that the government will announce new austerity measures this week to secure European financial support. Prime Minister George Papandreou, who has called a cabinet meeting for Wednesday, is under pressure to meet European Union demands to identify up to EUR 4.8 bln in additional savings before he visits Germany on Friday. Government sources said he was looking at measures such as raising value added tax (VAT), increasing duty on fuel and cutting public sector pay, and could reach a decision after a meeting with members of his PASOK Socialist party later on Tuesday. Greek sources said EU, European Central Bank and IMF experts had assessed the additional gap at up to EUR 4.8 bln in the most pessimistic growth scenario, but Greece has argued that the real shortfall is likely to be much smaller. The government says a two percentage point increase in VAT to 21% would bring in about EUR 2 bln in extra revenue, but economic analysts say it would yield only about EUR 1.4 bln because the hike would depress consumption. If the government were to cancel a 14th month salary payment to public employees, that would save about EUR 1.4 bln. However, such a move would be unpopular and might undermine public support for the austerity plan. Ministers are considering higher taxes on fuel, tobacco, alcohol and luxury goods. A proposed pensions freeze would save about EUR 300 mln indirectly, but would not count toward reducing this year s deficit. There is considerably more confidence now that there will be some form of support mechanism to help Greece, said Kornelius Purps, a strategist at UniCredit in Munich. However, German Foreign Minister Guido Westerwelle said it was inappropriate to talk about financial aid until Athens had done more to clean up its public finances. Before there are discussions about aid, we expect Greece to complete its homework on consolidation policy, Westerwelle, who is also vice-chancellor, told reporters. His liberal Free Democratic Party has led voices opposed to bailing out the highly indebted euro zone country, but his comments did not preclude eventual financial support. CONTINGENCY PLAN European government sources have said Germany and France are working on contingency plans involving state-owned financial institutions guaranteeing or buying Greek bonds. Credit rating agency Moody s said in a research note the reported plan could involve the purchase of about EUR 30 bln in Greek debt by French and German state-owned banks, and by private investors. Details might be announced on Friday when Papandreou meets German Chancellor Angela Merkel in Berlin, it added. That might give Greece a window to issue a syndicated 10-year bond which the market expects by mid-march, when EU finance ministers will review its progress in cutting the budget deficit by four points to 8.7% of gross domestic product this year. Without waiting for the announcement of more austerity, Greece s main public sector union called a 24-hour strike for March 16 in protest against the new measures, expected to deepen cuts in civil servants pay and benefits. The strike will be the third protest ADEDY has staged this year against cost cutting plans needed to reduce the country s budget deficit and bring it back in line with EU rules. ADEDY and its sister private sector union GSEE represent about 2.5 mln workers, half of Greece s workforce. Polls show relatively strong support for plans to tackle a crippling EUR 272 bln debt but taxi drivers brought traffic to a halt as they drove through Athens en masse in protest against a tax clampdown. In Brussels, European Socialists proposed setting up an emergency fund to prevent defaults by euro zone countries such as Greece and ward off a locust swarm of speculators. The fund would be part of the European Investment Bank (EIB), the European Union s government-owned soft lending arm, which issues bonds to secure cash for projects such as energy and motorway construction. The current crisis has revealed the lack of a solidarity mechanism in the EU, said former Danish Prime Minister Poul Nyrup Rasmussen, leader of the Party of European Socialists. However, the EIB said its charter barred it from any role in financial rescues and countries such as Germany, the Netherlands and Finland strongly oppose a bailout fund. After EU Economic and Monetary Affairs Commissioner Olli Rehn held talks in Athens on Monday, the European Commission declined to say how much more Greece needed to save to achieve its ambitious deficit-cutting target. Retail trade down provisional 3.3% in December Retail sales in Cyprus dropped in volume terms by 3.3% over the year earlier in December 2009, according to provisional figures from the Statistical Service. This was a milder drop than the fall of 6.6% in November and the 4.2% in October. For the period January-December 2009 retail sales volume is provisionally estimated to have decreased by 3.5% compared with the corresponding period of According to revised figures for November, retail trade volume fell by 6.6% over the same period of Meanwhile, by value, retail sales fell by 3.0% in December over the year earlier according to provisional figures. A considerable decrease was recorded in the sales of Asphalt, Unleaded Motor Gasoline, Gasoil, Gasoil Low Sulphur and in the supplies of Gasoil for marine use. Total stocks of petroleum products at the end of the month recorded a significant increase of 34.8% compared to the previous month. During January 2010, the total sales of petroleum products recorded a decrease of 6.0% compared to the corresponding month of the previous year. Turkey is willing to assume its share of responsibility to solve the division of Cyprus and could pull its troops off the island if there was a deal, Prime Minister Tayyip Erdogan was quoted as saying on Tuesday. In a rare interview with three Greek Cypriot newspapers published on Tuesday, Erdogan Turkey could pull troops off Cyprus, says Erdogan said: Our goal is to achieve a lasting comprehensive settlement to the problem in Cyprus. We are ready to do our share to achieve that goal, and no one should or can doubt Turkey s sincerity, he said. Turkey has about 30,000 troops in northern Cyprus, a breakaway Turkish Cypriot state only Ankara recognises. Ankara would consider a troop withdrawal if there was a deal, but would not respond to calls for an immediate pullout, Erdogan said. Over a period of time, those troops can be withdrawn, Erdogan was quoted as saying. The Greek and Turkish Cypriot sides started peace talks in September 2008, but progress has been slow. Prospects for an immediate breakthrough are hampered by Turkish Cypriot leadership elections a hardliner could win in April, and simmering dissent within the Greek Cypriot community on power-sharing proposals made by its leadership at the talks. 5 FINANCIAL MIRROR, March 3-9, 2010 CYPRUS 5 Cyprus company sues Genzyme biotech over Ukraine deal gone sour A Cyprus company is suing the world s third-largest biotechnology company, Genzyme Corp. of Massachusetts, over a major pharmaceuticals supply deal to the Ukraine that it claims went sour 13 years ago when Genzyme had changed the particulars of a drug, making it non-marketable. In a statement of claim filed in Nicosia District Court that is being heard this week, Kayat Trading Ltd., is seeking damages from the U.S. company for failing to deliver tablets of the brand MelaPure containing melatonin, a powerful antioxidant that also helps regulate the sleep-wake cycle by chemically causing drowsiness and lowering the body temperature. In 1996 the melatonin hormone was considered the wonder drug of that time as its properties were studied for the treatment of cancer, immune disorders, cardiovascular diseases, depression, seasonal affective disorder (SAD), circadian rhythm sleep disorders and even sexual dysfunction. According to the claim, although MelaPure was not manufactured directly by Genzyme, it was made under license and the company wanted to break into the European and CIS markets, where unlike its description as a dietary supplement in the U.S., it was still considered as medicine and needed to have the appropriate permits from the authorities. National carrier Cyprus Airways swung to a net loss of EUR 3.28 mln in 2009, with operations crimped by a fall in passenger and cargo traffic, it said. The airline, majority controlled by the state, posted a EUR 1.74 mln net profit in Revenue fell 20% last year on the back of a decline in passenger numbers and fare yields, and a fall in cargo business. The airline s operational costs were 16.7% lower, pulled down by a steep decline in the cost of fuel. CAIR said it could not give guidance for 2010 because of uncertainty surrounding the duration of the global economic downturn and the effect it would have on the aviation industry. The group has adequate liquidity to meet any commitments which may arise, without the need to resort to short-term banking facilities, the airline said. However, it is doubling flights to Beirut in summer, will be adding two more to Tel Aviv and raising the Brussels schedule from two to five weekly from November. Moscow flights will increase by one and new routes will be added to the network to include Dublin and Kiev. Airline bosses are confident they can maintain their present 45% market share on the Athens route, despite the recent merger announcement from Aegean and renewed Olympic Air. Doubles flights to Beirut CAIR chairman Kikis Lazarides said the airline would double its daily flights to Beirut from June to September, but kept its pricing unchanged, making the 20-minute journey to the neighbouring country the most expensive. A return In 1997 Genzyme and Kayat came to an agreement for exclusive sales rights in the Ukraine and Russia, where there was a need for the melatonin-based drug. Genzyme encouraged Kayat to widely promote MelaPure, and declared their interest in large sales volumes of the product. Having secured the necessary certification in Kiev, Kayat placed substantial orders with Genzyme from August 1997 but the U.S.-based biotech company, after extensive delays, could only deliver a small part of the orders. However, the particulars and quality of the tablets were completely non-conforming with the certified product and, as a result, the Ukrainian authorities rejected them and ordered their destruction. The deal between Kayat and Genzyme should have lasted until May 2000, but in January 1998, just seven months after the new tablets were shipped to the Ukraine, Genzyme announced that as part of its restructuring plans it would focus on the development of other medicines and would move away from a number of bulk chemicals and nutritional supplements, including MelaPure melatonin, causing Kayat to file for breach of contract with damages estimated to run into the tens of millions of dollars. The action was initially filed in July 2002, CAIR posts 2009 loss as passengers, cargo fall fare to the Lebanese capital costs EUR 190 per person for a 20- minute flight compared to EUR 50 on the heavily competitive Athens route, which takes one-and-half hours. However, a senior marketing executive told a press briefing that the fare on the additional flights would be lower, but could not elaborate. Cyprus Airways shares a bilateral air traffic agreement with Middle East Airlines, but competition from newcomer Aljazeera on the same route could eventually help reduce the air fare on this route. By operating turnaround flights, CAIR would also reduce costs as its crew has to stay overnight in Beirut for the return flight the following morning. During the past three years, the number of passengers who chose to fly Cyprus Airways to and from Beirut has recorded a significant increase, despite the world economic crisis. In 2007, CAIR carried 48,000 passengers to and from Beirut, 56,000 in 2008 and in 2009 a total of 65,000 passengers. Cutbacks and savings Lazarides said that the Swissport cooperation at Larnaca airport earned the airline some mln euros in savings and reduced its workforce by 137. Also, CAIR would continue with its freeze on new hirings and would recruit personnel only to replace retirements. The airline is also reducing its overseas costs by closing down several offices and handing over the business to general sales agents (GSAs). The Brussels office has been closed and the Athens team of 28 staff will be reduced to 20, helping to save some 304 mln euros more. Efficiencies will also be achieved through the introduction of newer aircraft, as part of the plan to revitalise the fleet and lower its average age from the present years, Lazarides said. He added that a new Airbus A319 was delivered in November 2008, two A320s in February this year and another A320 in May, with an option on another three A320s between November and February However, Lazarides said that looking ahead to the next five years, we are open to reviewing all types of aircraft. Cyprus Airways has in recent years dismissed all its Boeings and maintained an Airbus-only fleet. The chairman also said that in 2009 the airline sold 150,000 tickets online, nearly a quarter of all its direct sales, and added that bar coded ticketing should be available by the end of Easyjet, Jet2 launch new flights Meanwhile, Jet2 and Easyjet, are both launching additional flights to Paphos in summer. Easyjet will kick off the first set of new routes from April 14 and will fly from Edinburgh twice per week and fly from Bristol four times per week. A selection of other flights already exists from Stansted, Gatwick and Manchester airports. Jet2 will fly out to Paphos once a week from both Newcastle and East Midlands airports from the beginning of May. The news of the new flights was announced by the Cyprus Tourism Organisation when Chairman Alecos Orountiotis was in the UK as part of a promotional House reviews CSE budget The Cyprus Stock Exchange was especially affected by the world economic crisis last year, according to statements made at the House Finance Committee by its chairman, George Koufaris and its Director General Nontas Metaxas, who said that adverse developments in the markets and the real estate sector in Greece have been transferred to Cyprus due to the joint platform which the two stock exchanges maintain. The CSE budget for 2010 provides for income of 8.73 mln euros, compared to 8.64 mln last year while expenses remained at the same levels, around 9.12 mln euros in 2010 compared to 9.13 mln in after the plaintiff obtained leave from the court to serve a writ outside its jurisdiction, because the contract involved a deal made outside of Cyprus. Genzyme appeared under protest and tried to have the case dismissed on grounds that Cyprus was considered a forum of non-convenience. The first statement of claim was filed in late 2004 and following advice from co-counsel in the U.S., filed for a discovery order in Massachusetts that was followed by the deposition of nine witnesses in Kiev, some of whom were top government officials who confirmed Kayat s claims, two in Nicosia and three top officers of Genzyme s pharmaceutical division in Cambridge, Massachusetts. The final hearing began in December 2009 with the evidence deposed by Mrs. Achkar, the founding director of Kayat who secured the initial contract with Genzyme. Testifying this week is Konstantin Meshkov, present-day director of Kayat. Genzyme works towards finding drugs that would cure enzyme deficiency conditions considered essential to human survival and which usually afflict a very small percentage of the world s population. Drugs used to treat such conditions are considered to be orphan drugs. campaign for the island. 6 6 COMMENT FINANCIAL MIRROR, March 3-9, 2010 EDITORIAL Chasing the (tax evading) ghosts Members of parliament and potential candidates have embarked on a which hunt, assisted by part of the media, to trace and root out the dreaded tax evaders who are depriving the state of millions in lost tax revenue. So, what are these blood-sucking criminals (whether real or imaginative) supposed to be doing? Are they funneling money out by the plane-load, just as the Milosevic millions made it into legitimate bank accounts here? Are they packing cases of cash and taking them off to Caribbean or African jurisdictions where no one will find them? As far as we know, Cyprus government officials are not corrupt (by Asian or African standards) and are supposedly doing a good job with tax collection. The problem arises when companies face a dilemma of paying a disputed tax and never being able to challenge or reclaim the amount, or finding creative ways to park profits in loss-making operations simply to avoid giving the moral satisfaction to the Tax Man. A state of unequal benefits has prompted private individuals and family-run companies to cry out, Why should we pay taxes when we have no benefits, such as the civil servants do? This creates a chain of growing mistrust towards the government and people seek ways to dupe the system. The same argument is true of blue-collar professionals (plumbers, electricians, etc.) who work hard to make a living and then pay a fortune in taxes, while white-collar professionals (doctors, accountants, lawyers, etc.) hire experts to show them how to avoid paying taxes. It has been suggested that the amount in unclaimed taxes in Cyprus could reach as high as EUR 1 bln, which begs the question, Why was it never collected? Two of the best things that happened to Cyprus were the abolition of the onshore-offshore discrimination and the subsequent introduction of an affordable flat tax rate for all, and the abolition of tax discounts and raising the personal taxable amount to about 19,000 a year. What these reforms failed to do was narrow the gap between taxes paid by private sector workers and civil servants, with the first group losing many benefits and the second class losing nothing as they enjoy other perks as well. For this administration to gain the trust of all taxpayers and punish the true tax evaders, it must first remove the two-class system of taxable employees, while introducing the occasional tax amnesty by groups of interest as was the case of the successful amnesty a few years ago and the property amnesty that could generate millions of fresh tax euros for the state. MARTIN FELDSTEIN How Safe Are Your Dollars? Chinese officials and private investors around the world have been worrying aloud about whether their dollar investments are safe. Since the Chinese government holds a large part of its $2 trillion of foreign exchange in dollars, they have good reason to focus on the future value of the greenback. And investors with smaller dollar holdings, who can shift to other currencies much more easily than the Chinese, are right to ask themselves whether they should be diversifying into nondollar assets or even shunning the dollar completely. The fear about the dollar s future is driven by several different but related concerns. Will the value of the dollar continue its long-term downward trend relative to other currencies? Will the enormous rise of United States government debt that is projected for the coming decade and beyond lead to inflation or even to default? Will the explosive growth of commercial banks excess reserves cause rapid inflation as the economy recovers? But, while there is much to worry about, the bottom line is that these fears are exaggerated. Let s start with the most likely of the negative developments: a falling exchange rate relative to other currencies. Even after the dollar s recent rally relative to the euro, the trade-weighted value of the dollar is now 15% lower against a broad basket of major currencies than it was a decade ago, and 30% lower than it was 25 years ago. Although occasional bouts of nervousness in global financial markets cause the dollar to rise, I expect that the dollar will continue to fall relative to the euro, the Japanese yen, and even the Chinese yuan. That decline in the dollar exchange rate is necessary to shrink the very large trade deficit that the US has with the rest of the world. Consider what a decline of the dollar relative to the yuan would mean for the Chinese. If the Chinese now hold $1 trillion in their official portfolios, a 10% rise in the yuan-dollar exchange rate would lower the yuan value of those holdings by 10%. That is a big accounting loss, but it doesn t change the value of the American goods or property investments in the US that the Chinese could buy with their trillion dollars. The Chinese (or Saudis or Indians or others outside the euro zone) should, of course, be concerned about the dollar s decline relative to the euro. After all, when that decline resumes, their dollar holdings will buy less in European markets. While it is hard to say how much the decline might be, it would not be surprising to see a fall of 20% over the next several years from the current level of about 1.4 dollars per euro. But the big risk to any investor is the possibility that inflation will virtually annihilate a currency s value. That happened in a number of countries in the 1970 s and 1980 s. In Mexico, for example, it took 150 pesos in 1990 to buy what one peso could buy in That is not going to happen in the US. Large budget deficits have led to high inflation in countries that are forced to create money to finance those deficits because they cannot sell longerterm government bonds. That is not a risk for the US. The rate of inflation actually fell in the US during the early 1980 s, when the US last experienced large fiscal deficits. Federal Reserve Chairman Ben Bernanke and his colleagues are determined to keep inflation low as the economy recovers. The Fed has explained that it will sell the large volume of mortgage securities that it now holds on its balance sheet, absorbing liquidity in the process. It will also use its new authority to pay interest on the reserves held by commercial banks at the Fed in order to prevent excessive lending. This is, of course, a formidable task that may have to be accomplished at a time when Congress opposes monetary tightening. Looking forward, investors can protect themselves against inflation in the US by buying Treasury Inflation-Protected Securities (TIPS), which index interest and principal payments to offset the rise in the consumer price level. The current small difference between the real interest rate on such bonds (2.1% for 30-year bonds) and the nominal interest rate on conventional 30- year Treasury bonds (now 4.6%) implies that the market expects only about 2.5% inflation over the next three decades. So the good news is that dollar investments are safe. But safe doesn t mean the investment with the highest safe return. If the dollar is likely to fall against the euro over the next several years, investments in euro-denominated bonds issued by the German or French governments may provide higher safe returns. Even if the dollar is perfectly safe, investors are well advised to diversify their portfolios. Project Syndicate, Don t cut spending re-think it The strikes in Greece against budget cuts are a warning to all the other governments which have dug themselves into deep debt. But the good news is that budget reform can be done: Canada did it the mid- 90s. Eamonn Butler explains the reform of governance, not savage cuts, is the workable model pioneered in Canada which can be copied by anyone. EAMONN BUTLER The strikes in Greece against the government s austerity package must worry the leaders of any country running big budget deficits which is most countries. After all, the package was not particularly austere: minor trimming of Greece s notoriously bloated and corrupt public sector, a nudge upward of the pension age to 67, but not enough to redeem Greece any time soon. The good news is that governments can, however, cut budgets without civil unrest and without losing anything that voters really value. But as Canada showed it can only be done through a reform strategy, not a cuts strategy. Huge rises in taxation in the USA and Europe in the last decade bought plenty of intrusive new agencies, more expensive doctors and teachers, and superlative pay and pensions for growing number of bureaucrats. But taxpayers don t believe they have bought better services. And entrepreneurs complain that the rise in regulation and bureaucracy prevents them generating the economic growth needed to save faltering economies. Yet talk of spending cuts always alarms voters. Even in Big bad mayor Britain, with one of the world s worst debt problems and a deficit nearing 15%, neither Gordon Brown s Labour government nor David Cameron s Conservative opposition are willing to talk budget cuts in advance of the May election. After a ten-year public spending spree, Britain s debt was shockingly deep even before the financial crisis. Indeed, such profligacy by Britain and the USA caused the very boom that led to an inevitable and disastrous bust. The last time Britain was so far in the red was when it was fighting off Napoleon and Hitler. Governments with debt problems might buy themselves a little time with across-the-board budget and salary freezes but that is no long-term solution: it just breeds resentment among public workers many of whom are low paid and would be hit disproportionately while ministers squabble about their share of a diminishing pie. Canada found this when trying to cut its deficit in the late 80s and 90s. There were strikes and plummeting morale. Important services were cut along with marginal ones. Efficiency drives had little impact. The incoming Liberal government of 1993 faced a huge budget problem but managed to cut the Dear Sir With reference to your last week s editorial (Who s afraid of the big bad mayor), I would like to add that Nicosia does not seem to fare well as regards its public communication skills, especially when it comes to cleanliness and complaints or suggestions about rubbish and other collection in neighbourhoods. All it has, according to the Environment Commissioner, is an address, while Lakatamia, Larnaca and Strovolos are praised as municipalities that have a specific online complaints form for this service (even though in some cases, officers in charge do not bother to answer the phone). M. Georgiou, Strovolos LETTERS TO THE EDITOR deficit from 9.1% of GDP to zero in just five years by working out how to run government a lot cheaper and without increasing taxes. The Canadians first move was to appoint a minister for public service renewal a single figure with the authority to drive change and make sure all ministers did their bit. They put nothing off limits, not even healthcare. There were no spending targets because they knew that departments simply spend up to such limits. But there was a complete review of all government activity. Ministers had to define what their department was for and did that really need civil servants, or could it be done better by private bodies or by the public themselves? With a reform rather than a finance minister in charge, everyone bought into this as a complete rethink of how the government served citizens not just an exercise in penny-pinching. There was no place to hide from the hard decisions. Pressure was kept up through cabinet retreats at which ministers progress was assessed and new targets set. They had to speak with one voice, with no departmental squabbling. A ministerial task force took successful techniques from one ministry to the next. They recognised that some public services remained vital, while others could be completely redesigned or even eliminated. The end result was small cuts (or even increases) in some departments but large savings in others massive cuts in transport and farm subsidies, for example, but rises in benefits for the elderly. Within three years, Canada s budget deficit was eliminated and the debt was coming down. Within five years, the size of the civil service had fallen by nearly a quarter (23%) with no strikes or civil unrest. With so many governments now so deep in debt, Canada s strategy seems exactly the right model. Appoint a senior minister to conduct a complete review of what government does, what it needs to do, how to do that better, and what to leave to other people. Re-think government and the savings will follow. I live in Limassol but it seems the same problems haunt us wherever we go. In the heart of my town, the government has set up the Technical University (TEPAK) which is good for the area but is soon expected to cause havoc to the neighbourhood, as no public transport means that uni students will increasingly use their cars and clog up the centre. On an unrelated municipal issue, I have always wondered why municipalities never issue day-permits to truck drivers and construction companies that use the roads as they like and create long traffic jams or block people from entering their own parking space. During the last quarter of 2009, house prices rose in 22 countries, of the 34 countries for which quarterly house-price statistics are available, and fell in only 11 countries. However, if we look at year-on-year figures, 2009 has not been a happy year 18 countries housing markets saw price declines, while only 16 experienced increases. In other words, though the last two quarters suggest that recovery is now taking place, most countries house prices are still down on the year, due to earlier declines. The Global Property Guide s statistical presentation uses price-changes after inflation, giving a more realistic picture than the (more upbeat) nominal figures usually preferred by real estate agents. RECOVERY UNEVEN Even in the limited sense described above a Q3 and/or Q4 recovery - the present recovery is uneven. Some countries in Asia are rapidly recovering. But housing markets in some of the world s worst-hit countries have continued to decline. Hard-hit Lithuania and Ireland s housing markets fell sharply in 2009 (-29.29% in Lithuania, and % in Ireland), and during 2008 (-19.22% in Lithuania, and % in Ireland). The last quarter offered no respite to either country (-5.83 in Q4 in Ireland, and % in Q4 in Lithuania). Ireland s latest quarterly drop of -5.83% is the worst since the Irish time-series began. Back in the boom years, Ireland enjoyed steep house price appreciations, peaking at 26% during the year to Q Now there is still no sign of respite. The but the situation is patchy economy shrank 7.4% y-o-y to Q Irish unemployment increased to 11.6% in 2009, from 6.4% in Bulgaria s housing market was badly hit during 2009 (-26.36%), and its house-price decline conti- Financial Mirror on YouTube (This could be YOUR video!) nued during Q4 (-2.26% on the quarter). Slovakia is another country which experienced a steep decline during the year 2009 ( %), and whose housing markets were still heading down in Q4 (-2.09%). Spain is a similar case, added to which Spanish statistics are widely believed to understate its house-price declines. By end-2009, Spanish houses were back to their 2004 values. House prices fell 6.42% during 2009 and 1.62% during the last quarter. Portugal s recovery in mid 2009 proved to be short-lived. House prices were up by a meagre 0.91% in But over the last quarter of the year, house prices were down by 1.06%. Portugal, like Italy and Germany, is something of a special case, because these countries entirely missed the housing boom that swept through the world. In Kiev, Ukraine, house prices fell 30.22% during the year and 3.67% during Q Kiev had enormous increases during the boom years, peaking at 75% y-o-y to Q Figures for Ukraine are in nominal terms. Russia s housing market has been in crisis since Q Over the year to Q (the latest quarter for which data is available data), house prices in Russia dropped by 19.97%. House prices in Greece (data is for cities outside Athens) declined by 1.39% y-o-y to Q (the latest quarter for which data is available). RESPITE FROM CATASTROPHE The biggest price-declines in the world during this crisis have taken place in Riga, Latvia (down 50.22% in 2009, after a fall of 36.98% in 2008), and in Dubai, UAE (down 43.29% in 2009, after a surge of 42.66% in 2008). Both Latvia and UAE are now enjoying modest recoveries, with rises of 4.61% in Q4 in Riga and 0.88% in Dubai. Dubai s figure is stated in nominal terms because inflation-adjusted quarterly figures are unavailable. Israel s house prices have been rising strongly ever since Q During 2009, prices rose 15.52%, the highest increase in 10 years. Israel ranked third in this quarter s survey. Lebanon is also enjoying a house price boom, though it has not yet published figures for SLOW RECOVERY IN AMERICA In the United States, house prices fell by 0.31% (seasonally-adjusted and inflation-adjusted) in Q4, or by -2.61% over the year 2009, according to the FHFA s purchase-only index, the most authoritative US index. This downward movement was something of a surprise. However what really matters is that the annual house price depreciation was less during the year to this quarter, than in the year to each of the previous four quarters i.e., the direction of change has been increasingly positive. The seasonally-adjusted Case-Shiller index rose by a meagre 0.14% in the last quarter of 2009, and fell 3.87% during the entire year of But again, this was in the context of an overall improvement in momentum, as measured by y-o-y figure as taken each quarter, so that the Case-Shiller index also shows an improving situation in the US. Canada experienced a house price decline of 2.23% during the year to end However, the house price index stopped falling in September 2009, so recovery is in progress. Much of Latin America is experiencing a house price boom, but, with the partial exception of Colombia and Argentina, Latin American countries publish no house-price data. THE RISK WATCH COLUMN DR ALAN WARING I was once threatened with arrest by a local manager of a UK client who had failed to read communications from his national director that I would be visiting. They had had a lot of adverse media attention and this chap just assumed wrongly that I was an investigative journalist trying to infiltrate the organization. I could see what he was thinking but knew that I had a cast iron authority to be there even if he disputed it. In the 1990s in Iran, I found myself in the office of the Editor-in-Chief of the government s official journal (the OJ) when I should have been in the office of the Director of the Ministry of Economic Affairs as invited. They both had the same name and recently they had both moved offices in adjacent buildings. An easy mistake for a foreign visitor to make. However, the OJ crowd represented the hard-line anti-western faction in the government so initially they were understandably suspicious of who I was and what I was doing there. The tension was palpable. Nevertheless, a truly incredible, courteous and educative exchange then took place over half an hour which I still dine out on but that s another story. In both cases, tensions were eventually diffused through calm discussion and commonsense prevailed. I am still here as living proof. I was not arrested in London and I did not end up in Evin prison in Tehran. It Takes Two to Tango Quite often in disputes, a lot of unpleasant accusations are lobbed between the parties in conflict. Quite often, too, angry exchanges degenerate into character assassinations and he said-she said evidence of the other party s supposed lack of integrity. Bad motives are ascribed to the other party and autistic hostility (imagined hostility) builds up. In Cyprus, this kind of melodrama is all too common and often takes on a Clochemerle character that is quite laughable, however serious the issues in dispute. People tend to take up positions too quickly and dig themselves into corners with no way out. There is a well-known principle of psychology that behaviour begets behaviour. In other words, if you are aggressive you are more likely to evoke aggression in others. If you are calm, talk respectfully and make clear you want to be open and want to understand them and their concerns, you are more likely to be treated similarly. Spiralling out of Control In my experience, unresolved disputes suddenly get out of control because either (a) the parties do not really understand each other or their respective motivations, priorities and rights, or (b) at least one of the parties is afraid that they will lose control in some form or (c) at least one of the parties introduces intemperate language or behaviour. Maybe they perceive that they will have to change their attitude, position, policy or procedures or do something faster or differently than previously. They may fear loss of face, loss of dignity, loss of assumed authority or loss of money or assets. However ludicrous it seems to the rest of us, parties to disputes do tend to take themselves very seriously and quite often unrealistically. The recent spat in Peyia between the mayor and a local Belgian woman campaigning about rubbish is an example of how not to do it. Let me say that I do not know either of these individuals and I am only responding to press reports describing the dispute. The Great Peyia Rubbish War of 2010 The Belgian lady apparently has lived in Peyia for 23 years, speaks Greek and knows the mayor. Her husband is on a council committee. She claims that she turned up to a council meeting expecting to present her case but was rudely turned away into the rain by the mayor as the agenda had been suddenly switched to accommodate the Bishop and the church committee. She then complained to the municipality that the mayor and council had shown racism and lack of respect. He in turn has threatened to sue her unless she retracts. For someone who has lived in Peyia for 23 years, speaks Greek, knows the mayor and is familiar with the local council, it is hard to believe that she has not, apparently, learned the basics of local culture. The Bishop is a very important person and I can see immediately why the mayor, on this occasion, felt it necessary to change the agenda and put the Bishop first. Her insistence on being heard that night seems unreasonable. It was hardly the end of the world as far as Peyia rubbish is concerned and the issue was not being dismissed, merely postponed temporarily. Was the mayor rude? I do not know but, when a VIP visits, the mayor as top man is bound to focus his attention on the VIP and someone complaining about local rubbish is likely to be seen as a distraction, if not an irritant. I cannot see where or how the mayor and council were being racist. Apparently, one of the council referred to her as Anglezou, a derogatory term for British people, although she is Belgian. Shorthand, sometimes dismissive and jokey terms are often used for all sorts of other peoples by most of us. In China and the Far East, I and any other person who looks Caucasian or European are referred to as gweilos or ghosts. The gweilos even refer to themselves as gweilos. Do I get upset? Of course not! Many of my Anglo-Chinese friends laugh and call themselves bananas yellow on the outside, white on the inside. Uncle Napoleon In Iran, on several occasions government officials have made fun of my name by mispronouncing it Warring and demanding to know if I have come to wage war on Iran! I take this is harmless fun and laugh it off. Despite the British Empire being extinguished some 50 years ago, there is an enduring belief (even among some Cypriots!) that Britain is the arch-schemer who is behind every problem that befalls them. Although there was some basis for this belief in Iran some 50 years ago (MI6, the CIA and the Anglo-Iranian Oil Company engineered a plot to overthrow the democratically elected government of Dr Moussadegh in 1953), British power and influence have diminished substantially since then. Yet, the shetan-e inglisi (British devils) are still ascribed miraculous powers of causing storms, creating economic crises, being behind every bit of skulduggery, real or imagined, and generally walking on water. If the Tehran Stock Exchange index falls, inglis hastan it s the Brits. If a power plant fails yes, you ve guessed it, inglis hastan. There is even a popular TV series called Uncle Napoleon with the central character as a kind of Iranian Alf Garnett nationalist who rants continuously against the Brits. If his milk is off, inglis hastan! If his car won t start, yes inglis hastan! The rest of his family are normal and spend their whole time trying to convince him he is talking nonsense. When you see Iranian leaders making wild accusations about Britain trying to take over their country, remember this background. However daft and paranoid it sounds to us, to them it is real. I have learned to take such jibes and ludicrous comments as harmless fun. It is, after all, very amusing to be thought of like this. Also, the Iranians do actually like the Brits and the miraculous powers they wrongly think we have show a kind of admiration and respect. Whatever it is, it is not racist. In Conclusion Getting back to Peyia, I think Anglezou sounds quite nice to the ear. Let all the Brits make it a rallying cry from now on: Anglezou! Anglezou! If it really is being used in Cyprus as a derogatory term against Brits, then if the Brits themselves use it all the time its power as an insult diminishes greatly among any Cypriots who use it. The mayor is probably a proud man and feels indignant and backed into a corner by the complaint from this diligent lady who is focussed on rubbish removal. She, no doubt, believes that she too has right on her side. Cypriots are renowned for rarely apologizing (although I just received one twice from someone!) so she will need to think of a way out of this storm in a teacup before it escalates. Both sides need to get a sense of proportion. The Peyia rubbish saga is a small example of how poor communication, lack of savvy, injured pride, discontent and ingrained beliefs about self and others can create disputes that can get out of control unless calm and commonsense prevail. Dr Alan Waring is an international risk management consultant with extensive experience in Europe, Asia and the Middle East with industrial, commercial and governmental clients. waringa@cytanet.com.cy Alan Waring ERPIC seminar raises importance of Rule of Law, protection for EU citizens The European Rim Policy and Investment Council (ERPIC) hosted a seminar on February 12 on the Rule of Law where the speakers focused on the Judicial Protection of Fundamental Rights in the light of the Lisbon Treaty, and also elaborated on the concept of the Rule of Law in relation to the Cyprus Issue following the recent Apostolides vs. Orams case. Dr. Klearchos Kyriakides initiated the first session by describing the Rule of Law as one of the key values on which western democracies are built. As part of this process, the new Lisbon Treaty enhances the importance of the Rule of Law within the EU by making it, as a separate legal entity in its own right, a party to the European Convention of Human Rights. In addition, the Lisbon Treaty reinforces the status of fundamental human rights by proclaiming the provisions in the European Convention as general principles of EU law. The Lisbon Treaty has, therefore, made the Rule of Law alongside other values such as respect for human dignity, freedom, democracy, respect for human rights and rights of minorities, a crucial and fundamental right which belongs to all citizens of the EU. The Rule of Law places constraints on anyone, including political leaders who may seek to erode its importance by means of politically motivated decisions which purport to legitimise past illegal actions or strip citizens of their fundamental rights and freedoms. Solicitor Costas Frangeskides initiated the second session by highlighting that the Rule of Law is not just a legal concept, but also the citizen s ultimate guard against injustice, and the sword with which the citizen enforces its rights. Today, the concept of the Rule of Law implies that the powers exercised by politicians and officials must be based on authority conferred by law backed by an independent judiciary, and that the state is not allowed to interfere with the rights and liberties of individuals other than in extreme situations. Within the context of Cyprus, the recent Apostolides vs. Orams case has clearly shown the importance of the Rule of Law, and how it provides justice within well developed democratic states. It was also stressed that a solution to the Cyprus problem, which disregards the Rule of Law in favor of a solution based purely on political parameters, would undoubtedly strip Cypriots of legal rights granted to them both as citizens of a democratic society and the Lisbon Treaty.

10 10 COMMENT FINANCIAL MIRROR, March 3-9, 2010 Editor Patrick Skinner Writing about it The most convenient way to enjoy food and wine without suffering from indigestion, gout, obesity or hangovers, is to read about them. But not always is one successful. Often, when reading a biography, a novel or a travel book, I look up from the page and mutter crossly: Very interesting but what did they eat and drink? Fortunately for people like me, however, there is a fulsome and active branch of literature which concerns eating and drinking from the earliest times of recorded writing to the present day. As well as full-length narratives or collections of pieces by one author, there are many anthologies which gather together diverse essays, poetry, reminiscences and reports of meals or wines or occasions enjoyed or endured, from many sources and authors. I have enough of these on my shelves always to have one to read or re-read and as I shall show on this page next week, new collections well worth buying are coming along every year. For your sainted editor an even bigger thrill is that Cyprus Gourmet now attracts people to write about their experiences for us. This week, a 2009 summer visitor from South Africa recalls a memorable lunch experience in Paphos and an old English friend accounts for a very gentlemanly (and slightly unusual) piss-up. Who knows? One day not too far away we may even publish an anthology of our own. Lunch in a bower We all have a meal-time idyll to remember one of mine is of a simple lunch of gorgeously fresh fish by the sea in glorious June sunshine at Monemvasia in Peloponessos with my wife and daughter. It being a weekday and before the holiday season, we were the only diners, looked after by the daughter of the house father was grilling the fish. Nothing could dispel it. However hard I tried imagining a healthy bowl of salad or a really decadent sandwich, grilled chicken and potatoes was all I had on my mind. I was on my own, but I detest fast food so had no desire for a takeaway meal eaten on my own. At once I dressed and stepped out into the harsh glare of the August sun, intent on finding you-know-what. In the old part of Paphos town, every taverna was closed either for the summer holidays, or the Sunday. All had the abandoned air of a hot Sunday afternoon hanging about them. Then I remembered an advertisement I had seen for the Kiniras Hotel in Makarios Street, Ktima, and I hurried there. I stuck my head in at the entrance to the 19th-century hotel, but no sooner had George Gregoriou, the owner, spotted me than he drew an arm through mine and led me into a cool courtyard adorned with trees and statues. He seated me in the draft of two fans at a round stone table, from where I could watch both the souvla turning, and the other guests. I was in an oasis totally unpretentious, with quaint touches of architecture such as old places possess, to keep the eye busy. In this atmosphere, I felt completely relaxed even on my own. The small courtyard is intimate without bringing one s neighbours too close. On an elevated level, there is a gazebo with one large table for family occasions. The dappled sunlight, the trees and pots of flowers on each table added up to the happy illusion of being seated in a bower, and I could see the party next to me were also basking in the beauty and simplicity of our surroundings. George poured me a delicious dry white wine from the village of Statos and left me with a basket of bread and the menu. I was going to have chicken and potatoes at last! I did notice a meze for two which combined kleftiko, various kinds of souvla and a host of other delights for a very reasonable 12.00, and my neighbours choices of steak and salmon seemed so good that I almost wavered, but no, I ordered the Send food and wine news, events etc. to publisher@cyprus-gourmet.com copyright Palskinner publishing, 2010 chicken souvla at (Lamb souvla costs exactly the same.) When my plate arrived, it was a feast for eye, nose and palate. Three very generous portions of grilled chicken were accompanied by the most delicious spiced rice, a mound of crisp chips, the freshest of salads and a goodly helping of tzatziki. I sat back and savoured the moment. I could not believe the bill when I finally decided to step back into the hot afternoon. It came to no more than 10.93, and I had had two glasses of wine, a bottle of water, fruit from George s own garden served attractively as a dessert, and an offer of a parting brandy which I declined. It had been one of the best Sunday afternoons of my stay in Cyprus and I thanked my lucky stars for remembering the advertisement. Later, on closer inspection I found that it stated that the Kiniras is the only hotel in the Paphos area to have been awarded the CTO s coveted Vakhis certification for authentic Cypriot cuisine. That it richly deserves. Contributed by Estelle du Toit W is for Whisky (and Waterloo, Weybridge, Wimbledon, West Byfleet, Woking and Worplesdon) A hazard of commuting When I began travelling daily in the 70 s between Surrey and London, Waterloo, I had no idea of the hazards that could befall the uninitiated rail commuter. It began one morning when the phone rang in my office in Piccadilly. A cheery cultured voice said, Hello old chap, I hear you ve joined the Surrey commuting brigade, I must introduce you to the whisky run! Whisky run, I exclaimed, what s that? You ll see, he replied and I detected what I was sure was a sly chuckle. Meet me in the bar at the Loo (Waterloo) tonight. At the bar overlooking the busy concourse, I was greeted with Ah, there you are old chap, as a large whisky was shoved into my hand. My friend, a jovial creative director of an advertising agency, was resplendent with a gold watch chain hanging from his waistcoat over a protruding stomach, the result of too many good lunches. Ah, that s laid the dust to settle, he said as he downed his large scotch in two gulps, at which point my glass had barely reached my lips. Then he whispered, When you have finished, slip the glass into your pocket. A bit bewildered, I did just that, feeling guilty and sure many eyes were watching. Out on the concourse we made for the off-licence, where we bought a large bottle of Bells (which should have rung a warning) and we made our way to the train to Farnham, which would stop at my station at West Byfleet. With the precious bottle under his arm my friend found an empty first class compartment. But I ve only got a second class ticket, I exclaimed. No problem old chap, I always travel first. If an inspector comes along you just pay him the extra fare! Settled comfortably into our window seats, the whisky run really began! Out came the bottle and glasses. W for Waterloo, said my companion pouring two very healthy measures. Quarter of an hour later we pulled into Wimbledon with empty glasses, where they were generously replenished. This was repeated at Walton-on-Thames where the Ws became more frequent. Weybridge, then West Byfleet, where I was supposed to get off; but at his insistence I agreed (reluctantly, of course) to complete the onward run, which were Woking and Worplesdon. We arrived at Guildford with the Bells bottle empty. Well done old chap, you ve passed the test, my friend murmured as I stumbled out of the carriage, and with an incoherent sheerio staggered off in search of a train back to West Byfleet, leaving him to continue his journey to Farnham. We had drunk a large bottle of scotch between us on a journey of around an hour, replenishing our glasses at each of seven W stations, plus of course the two large ones in the bar at the Loo. I eventually arrived home with a supercilious grin on my face and the glass still firmly in my hand, which my wife had to prise out of my fingers. Frequently, until I retired, I met my friend the fat man from Farnham for lunch, and even at the Loo for the occasional drink, but vowed never to do a whisky re-run! UK firms climate spending to rise to $5.3 bln in 2010 Much of companies expenditure so far has been done on a voluntary basis. A mandatory government plan to cut corporate energy use starting in April could spur more climate spending, though a report last week said firms were unprepared for the scheme. On average, large UK firms with annual revenues greater than $1 bln will spend 0.16 percent of revenue on their climate change and sustainability program in This equates to an average of $11.7 million per firm, David Metcalfe, director of Verdantix, told Reuters.. Ruling kills Romanian OTC carbon permit trading Romania s securities regulator have defined European Union carbon permits as financial instruments, a move which will force all its emissions trading onto one of the country s exchanges. Emissions traders in eastern Europe said the unilateral ruling is possibly illegal and effectively kills off Romania s over-the-carbon (OTC) permit trading market under the EU s $100 bln emissions trading scheme. Under the scheme, polluting companies receive greenhouse gas emission permits, called EU Allowances (EUAs), which can be freely traded with other firms, including utilities and banks, in other EU member states. As the European market is still very fragmented with up to 10 different exchanges trading EUAs, the OTC market, composed of traders and brokers scattered across the EU s 27 member states, makes up a significant portion of trade. The ruling prevents foreign firms from trading Romanian EUAs without joining the Sibiu Monetary-Financial and Commodities Exchange (SIBEX), currently the only Romanian exchange licensed to trade EUAs, the exchange s deputy director told Reuters. Foreign traders can no longer intermediate in Romania with such certificates unless they become members of the markets that can trade, meaning SIBEX at the moment, said Darius Cipariu. As securities, they are brought on a transparent, organized market where quotations are visible for all participants... there are no more OTC transactions, he added. SIBEX currently boasts just 38 authorized members. The Commission was aware that this step might be taken, but the Commission was not consulted on any details, a European Commission press officer said. As we are not aware of the details, it is too early yet to comment on the lawfulness or scope of the measure. LEGAL PROVISIONS Romania s National Securities Commission have classified carbon credits as securities and said legal provisions under the country s capital markets now apply to any firm trading EUAs. The commission limits trading in capital market to financial investment firms authorized by the National Securities Commission, lending institutions authorized by the Romanian Central Bank... as well as similar entities authorized in EU and non-eu member states. Romania will issue its 2010 quota of over 70 mln EUAs to industry this week, a trader said, but the ruling prohibits any unregulated Romanian firm not allocated EUAs under the EU scheme from trading them. It s disgraceful that this was not discussed with industry, said James Atkins, chairman of Budapest-based Vertis Environmental Finance. We ve submitted a complaint to the Romanian courts as this appears to break a number of laws. EUA futures, the staple of the EU market, are already considered financial instruments throughout Europe while EUAs traded on the spot market are normally considered ordinary goods that command value-added tax (VAT) when traded. SIBEX s Cipariu said the ruling reduces the threat of VAT fraud, a scam that Europol said cost the EUR 5 bln in lost tax revenues last year. (EUAs) are now exempt from VAT. This facilitates transactions between Romanian operators and transactions with foreign partners, he said. U.N. says emissions vows not enough to avoid rise of 2 degrees C Emission cut pledges made by 60 countries will not be enough to keep the average global temperature rise at 2 degrees Celsius or less, the United Nations says. Scientists say temperatures should be limited to a rise of no more than 2 degrees Celsius (3.6 F) above pre-industrial times if devastating climate change is to be avoided. Yearly greenhouse gas emissions should not be more than 40 and 48.3 gigatonnes of CO2- equivalent in 2020 and should peak between 2015 and 2021, according to new modeling released on Tuesday by the United Nations Environment Programme (UNEP). Keeping within that range and cutting global emissions by between 48 percent and 72 percent between 2020 and 2050 will give the planet a medium or chance of staying within the 2 degree limit, said the report, which was based on modeling by nine research centres. Green campaigners and consumers have turned up the heat on European firms such as Unilever, saying these companies palm oil suppliers are responsible for deforestation and peatland clearance that can speed up climate change. Unilever s decision comes after a BBC documentary showed footage of Duta Palma staff clearing rainforests for oil palm estates that produce the vegetable oil used in Unilever products such as Dove soap and Stork margarine. The documentary also cited Unilever as saying it would stop buying palm oil from Duta Palma. Industry watchers say Unilever s latest action could make it difficult for buyers and planters to work together in the main industry body aimed at improving palm oil s green standard, the Roundtable on Sustainable Palm oil (RSPO). But converted farmland fields will no longer be eligible for any incentives at all from July 1, the source said. The measure still has to pass cabinet, expected next week, and the parliament. UK government to pay 25% of electric car price The British government is to give up to GBP5,000 to anyone who buys an ultra-low carbon car from next year and will build recharging hubs, the Department of Transport said. The Plug-in Car Grant of 25 percent toward the purchase price, capped at GBP5,000, will be available across Britain for both private and business fleet buyers from January 2011, by which time a range of eligible vehicles should be on sale. Only battery electric, plug-in hybrids with emissions of less than 75 g/km, or hydrogen fuel cell cars will be eligible for part of the GBP230 mln total fund. The electric vehicles must have a range of at least 70 miles, or 113 km, while hybrids must be able to run for at least 10 miles without using fuel, and all vehicles must be able to go faster than 60 miles per hour. The government also plans to spend GBP30 mln on a network of electric vehicle hubs, called Plugged-In Places, in car parks, supermarkets and selected streets. The program is a key part of British efforts to cut emissions of climate-warming carbon from transport, which accounts for about a fifth of the country s total emissions. Recharging electric vehicles overnight is also expected to help use up any excess electricity produced by the thousands of wind turbines that the government wants to be built over the next decade. Spain s FCC to plant wind turbines on UK dumps Spanish industrial giant FCC plans to plant wind turbines on British rubbish dumps in a move to produce more green energy with less public protest. Many proposed onshore wind farms have been blocked or delayed for years in Britain by strong opposition from local residents, forcing developers to build more expensive offshore projects, while Spain s onshore wind industry has flourished. FCC plans to spend up to EUR114 mln on installing up to a total of 80 megawatts (MW) of wind turbines at some of the 100 landfill sites it owns through its Waste Recycling Group subsidiary across Britain. FCC already has 533 MW of wind capacity installed across Spain, Austria and Britain. Al Gore takes aim at climate change sceptics Former Vice President Al Gore on took aim at sceptics who doubt the reality of human-caused climate change, saying he wished it were an illusion but that the problem is real and urgent. Gore, who has made the fight against climate change his signature issue since leaving the White House in 2001, specifically addressed challenges to the accuracy of findings by the U.N. Intergovernmental Panel on Climate Change. I, for one, genuinely wish that the climate crisis were an illusion, Gore wrote in an op-ed piece in The New York Times. But unfortunately, the reality of the danger we are courting has not been changed by the discovery of at least two mistakes in reports by the U.N. Intergovernmental Panel on Climate Change. Climate change sceptics have pointed to errors in the panel s landmark 2007 report an overestimate of how fast Himalayan glaciers would melt in a warming world and incorrect information on how much of the Netherlands is below sea level as signs that the report s basic conclusions are flawed. The panel s report said that climate change is unequivocal and that human activities contribute to it. Gore s defense of the panel s findings came two days after the United Nations announced that an independent scientific board would review the panel s work in light of the errors. Ο Γιούνκερ υπενθύµισε ότι οι Έλληνες πρέπει να παραµείνουν αυστηρά προσηλωµένοι στους στόχους τους για µείωση του ελλείµµατος, ώστε να πείσουν τις χρηµαταγορές, οι πρόσφατες κερδοσκοπικές ενέργειες των οποίων επιδείνωσαν την κρίση. Τις τελευταίες ηµέρες όντως παρατηρούνται έντονες πολιτικές διαβουλεύσεις µεταξύ ελλήνων και ευρωπαίων αξιωµατούχων µε απώτερο σκοπό την αποτροπή χρεοκοπίας της ελληνικής οικονοµίας. Είδη οι φήµες οργιάζουν περί Γαλλογερµανικού σχεδίου στήριξης σύµφωνα µε το οποίο καθοριστική θα είναι η εµπλοκή όπως είχε γραφεί και από τον γερµανικό τύπο του γερµανικού, κρατικού ενδιαφέροντος, χρη- µατοπιστωτικού ιδρύµατος KfW και της γαλλικής Caisse des Depots (σ.σ. Άλλες πληροφορίες αναφέρουν το Caisse d Epargne). Τα δύο χρηµατοπιστωτικά ιδρύµατα σύµφωνα µε τον γερµανικό οικονοµικό τύπο, θα καλύψουν είτε άµεσα είτε έµµεσα τις επό- µενες εκδόσεις ελληνικών κρατικών οµολόγων µε spreads τα οποία δεν θα υπερβαίνουν τις µονάδες βάσης. Μεταξύ αυτών έχει εµφανισθεί και η Deutshce Bank της οποίας ο πρόεδρος είχε επαφές µε κυβερνητικούς παράγοντες στην Αθήνα. Αν το πιο πάνω σενάριο επαληθευθεί σαφέστατα θα δώσει πολύ µεγάλες ανάσες στην είδη έκρυθµη κατάσταση στην περιφερειακή Ευρώπη και πιθανότατα να δώσει και µεγάλη ώθηση στο Ευρώ µέχρι και τα Αυτό βέβαια δεν θα είναι τίποτα περισσότερο από µια ανοδική διόρθωση της ισοτιµίας και ευκαιρία τοποθέτησης σε δολαριακές θέσεις. Μπορεί στο τέλος της ηµέρας η Ελλάδα να σωθεί και δεν έχουν άλλη διέξοδο οι άλλες κυβερνήσεις από το να διασώσουν την Ελλάδα µε τον έναν ή τον άλλο τρόπο. Πως µπορούν όµως να διασφαλίσουν ότι αυτό δεν θα ανοίξει την πόρτα για τις άλλες χώρες της ζώνης του ευρώ? Βασικά θα λέγαµε πως η Ευρώζώνη πληρώνει την όλη στάση της που τήρησε όταν ξέσπασε η παγκόσµια οικονοµική κρίση. Την ίδια ώρα που οι ΗΠΑ ψήφιζαν το ένα πακέτο στήριξης µετά το άλλο και ισοπέδωνε τα επιτόκια από το 5,5% στο 0% η Ευρωζώνη από την άλλη δίσταζε να ακολουθήσει επιλέγοντας σφικτή δηµοσιονοµική πολιτική και κρατώντας τα επιτόκια στο 1%, το υψηλότερο επίπεδο από όλες τις χώρες του G7. Μπορεί αυτό να βοήθησε το Ευρώ στην δεδοµένη στιγµή αλλά πλέον Ευρώ και Ευρωζώνη πληρώνουν το τίµηµα της πολιτικής αυτής που επέλεξαν να ακολουθήσουν οι αξιωµατούχοι των Βρυξελλών. Παρόλη την πτώση του το ευρώ που έχει είδη ξεπεράσει το 12% από τα υψηλά του εκεµβρίου παραµένει υπερτιµηµένο και αυτό εκφράστηκε και από τον επικεφαλής του γερµανικού Ινστιτούτου Οικονοµικών Ερευνών (Ifο), Hans-Werner Sinn σε συνέντευξη που παραχώρησε στις Βρυξέλλες ο οποίος τόνισε πως το ευρώ είναι ούτως ή άλλως υπερτιµη- µένο µε βάση όλους τους δείκτες µέτρησης της αγοραστικής δύναµης, ενώ ενδεχόµενη υποχώρησή του θα φανεί χρήσιµη στους Ευρωπαίους εξαγωγείς. Τεχνικά το ευρώ παραµένει προς το παρόν εντός του εύρους και εβδοµαδιαίο σπάσιµο του 1.35 απαιτείται για συνέχιση της πτωτικής τάσης µέχρι και τα ÎÔ ªÈ ËÏ Ë, Â Ó È Foreign Exchange Analyst michailidisn@aol.com Ó Â Â ÙÈ 2000 ÌÔÓ Â Ô ÁÂÓÈÎfi  ÎÙË ÛÙÔ Ã Ανοδικά έκλεισε την Τρίτη ο Γενικός είκτης του Χρηµατιστήριο Αθηνών πάνω από τις µονάδες, για πρώτη φορά από τις 3 Φεβρουαρίου Μια δεύτερη διαδοχικά ανοδική συνεδρίαση εξελίχθηκε χθες ο Γ, καθώς το κλείδωµα των µέτρων και η διαρροή ότι η ΕΕ θα επιδοκιµάσει το νέο - βελτιωµένο πακέτο. Στην Ευρώπη, ανοδικά κινήθηκαν οι δείκτες των χρηµατιστηρίων, µε την µετοχή της HSBC να ανακάµπτει από τα χαµηλά της ευτέρας, ενώ κέρδη κατέγραψε και ο τίτλος της L Oreal µετά τα δηµοσιεύµατα για πιθανή εξαγορά µεριδίου από τη Nestle. Η µετοχή της HSBC ενισχύθηκε κατά 1,5%, ανακτώντας µέρος των απωλειών που κατέγραψε κατά τη διάρκεια της συνεδρίασης της ευτέρας. Με άνοδο άνοιξε και η Wall Street καθώς µετριάζονται οι ανησυχίες για την ελληνική οικονοµία µετά τις επαφές που είχε ο Ευρωπαίος επίτροπος αρµόδιος για οικονοµικές και νοµισµατικές υποθέσεις Όλι Ρεν µε Έλληνες αξιωµατούχους. Ειδικότερα, ο Γενικός είκτης του ΧΑ ενισχύθηκε κατά 2,65% στις 2, µονάδες. Ο δείκτης των τραπεζών προερχόµενος από άνοδο 9,2% στις προηγούµενες δύο συνεδριάσεις, την Τρίτη σηµείωσε νέα άνοδο 3,30% στις 2.270,03 µονάδες. Από τον τραπεζικό κλάδο, άνοδο κατά 3,47% κατέγραψε η µετοχή της Εθνικής Τράπεζας στα 14,90 ευρώ. Ακολούθησαν το ανοδικό κλίµα και οι υπόλοιπες µετοχές, µε την Alpha Bank να βρίσκεται στα 7,37 ευρώ µε 4,99% κέρδη, ενώ η Eurobank ενισχύθηκε κατά 3,72% στα 6,41 ευρώ. Η Τράπεζα Πειραιώς κατέγραψε κέρδη κατά 1,89% στα 6,48 ευρώ. Υπενθυµίζεται ότι την Τρίτη, στις 16 Μαρτίου, η Alpha Bank θα ανακοινώσει τα οικονοµικά αποτελέσµατα για το Ο συνολικός τζίρος ανήλθε στα 204,7 εκ. ευρώ. Ù ËÏ Î È ÙÔ Ã Με κέρδη έκλεισε χθες και το Χρηµατιστήριο Αξίων Κύπρου, ακολουθώντας το θετικό κλίµα των ευρωαγορών και του Χρηµατιστικού Αθηνών, καθώς το κλίµα δυσαρέσκειας από την πλευρά των επενδυτών αποκαταστάθηκε εν όψει των νέων έκτακτων µέτρων που θα πρόκειται να εξαγγείλει η ελληνική κυβέρνηση. Ειδικότερα, ο Γενικός είκτης στο ΧΑΚ έκλεισε µε κέρδη 2,20% στις 1,482,45 µονάδες, που είναι το υψηλότερο επίπεδο του Φεβρουαρίου. Από τον τραπεζικό κλάδο, µε το µεγαλύτερο επενδυτικό ενδιαφέρον κατά 2 εκ. ευρώ, η µετοχή της Τράπεζας Κύπρου έκλεισε µε άνοδο 2,22% στα 4,60 ευρώ, ενώ στην Αθηνά η µετοχή έκλεισε µε 2,21% άνοδο στα 4,62 ευρώ. Ακολούθησε ανοδικά και η µετοχή της Μαρφίν Λαϊκής, η οποία ενισχύθηκε κατά 2,46% στα 2,08 ευρώ µε 1,7 εκ. ευρώ τζιρο. Στην Αθηνά, η µετοχή της Μαρφίν έκλεισε µε 2,96% άνοδο στα 2,09 ευρώ. Τέλος, ανοδικά κατά 1,72% έκλεισε η µετοχή της Ελληνικής Τράπεζας στα 1,18 ευρώ µε 200 χιλιάδες ευρώ τζίρο, από τα 4 εκ. συνολικά. Αυτό δήλωσε στη Βουλή ο νεοδιορισθείς Πρόεδρος της Ρυθµιστικής Αρχής Ενέργειας (ΡΑΕΚ), Γιώργος Σιαµµάς. Παρουσιάζοντας τον ετήσιο προϋπολογισµό της ΡΑΕΚ στην Κοινοβουλευτική Επιτροπή Οικονοµικών, ο κ. Σιαµµάς δήλωσε ότι στα έσοδα παρατηρείται µια συνολική αύξηση της τάξης των ευρώ σε σχέση µε το 2009 και αυτό οφείλεται κυρίως στη λειτουργία νέων µονάδων παραγωγής ηλεκτρικής ενέργειας από την ΑΗΚ. applefi Ì ÚÈ ÙÔ ø... ÔÈ appleèó Î Â Ô ËÌ ÙˆÓ Tροποποιητικούς κανονισµούς προωθεί η Κοινοβουλευτική Επιτροπή Συγκοινωνιών, έτσι ώστε να αναγράφονται και τα εικοσιτέσσερα γράµµατα του ελληνικού αλφαβήτου στις πινακίδες εγγραφής των νέων αυτοκινήτων. Σύµφωνα µε τον πρόεδρο της επιτροπής, Ζαχαρία Κουλία, υπέρ της αναγραφής των γραµµάτων του ελληνικού αλφαβήτου τάσσονται και οι αρµόδιοι από το τµήµα οδικών µεταφορών. Είναι τελεσίδικη η απόφαση είπε. «Στο θέµα της αρίθµησης θα εισαχθεί το ελληνικό αλφάβητο και τα 24 γράµµατα από Α µέχρι το Ω». Το νοµοσχέδιο, βρίσκεται στο τελικό στάδιο και στην επόµενη συνεδρία της επιτροπής συγκοινωνιών οι βουλευτές θα δηλώσουν τις τελικές τους τοποθετήσεις. ø π π ø π Βρίσκεται σε πάρα πολύ καλή τοποθεσία στη Λευκωσία, στην οδό Βυζαντίου. Τηλ Οι πινακίδες εγγραφής των ιδιωτικών οχηµάτων θα είναι χρώµατος άσπρου, ενώ µετά τις έντονες αντιδράσεις των ιδιοκτητών αυτοκινήτων ενοικιάσεων καθώς και άλλων επαγγελµατιών οδηγών η επιτροπή έκανε δεύτερες σκέψεις και αποφάσισε σε αυτές να µην αναγράφονται η ηµεροµηνία κατασκευής των οχηµάτων. Παραµείνει ωστόσο το κόκκινο χρώµα στις πινακίδες για τα αυτοκίνητα ενοικιάσεων, ενώ όπως είπε ο κ. Κουλίας, εναπόκειται στο τµήµα οδικών µεταφορών κατά πόσο θα αφαιρέσει στο µέλλον από τους αριθµούς εγγραφής το γράµµα «Ζ». Με τις νέες διατάξεις της νοµοθεσίας οι πινακίδες εγγραφής των υπηρεσιακών οχηµάτων του δηµοσίου θα είναι άσπρες αλλά σε αυτές θα αναγράφονται τα αρχικά του υπουργείου και της υπηρεσίας στην οποία εργάζονται. Από το µέτρο αυτό εξαιρούνται τα αυτοκίνητα του προέδρου της ηµοκρατίας, του προέδρου της Βουλής και του Προκαθήµενου της Εκκλησίας της Κύπρου. Ο πρόεδρος της κοινοβουλευτικής επιτροπής είπε ότι αυτά τα τρία οχήµατα δεν θα έχουν συµβατικούς αριθµούς. Αναφορικά µε τις πινακίδες εγγραφής των ταξί αυτές, θα φέρουν χρώµα κίτρινο. Όταν η βουλή εγκρίνει το νοµοσχέδιο το µέτρο θα εφαρµοστεί αµέσως, αλλά θα αφορά κυρίως τα καινούργια αυτοκίνητα που θα εγγραφούν. Ο κ Κουλιάς είπε ότι οι ιδιοκτήτες των 50 χιλιάδων µοτοσικλετών θα πρέπει να αλλάξουν τις πινακίδες εγγραφής στις οποίες και σε αυτές θα αναγράφονται γράµµατα από το ελληνικό αλφάβητο. Την πρόταση που θα υποβληθεί και στο Συµβούλιο Υπουργών Εcofin, παρουσίασαν στις Βρυξέλλες, ο Πρόεδρος του ΕΣΚ Πολ Νίρουπ Ράσµουσεν και ο Αντιπρόεδρος του Ευρωπαϊκού Κοινοβουλίου και επικεφαλής της Κοινοβουλευτικής Οµάδας του ΠΑ.ΣΟ.Κ. Σταύρος Λαµπρινίδης. Η πρόταση συνίσταται στη δηµιουργία ενός ειδικού Ταµείου, το οποίο θα διαχειρίζεται η Ευρωπαϊκή Τράπεζα Επενδύσεων, και το οποίο θα αναλαµβάνει να δανείσει µε κανονικούς όρους κράτη- µέλη που δέχονται κερδοσκοπικές επιθέσεις ενώ προσπαθούν να διορθώσουν τα δηµοσιονοµικά τους, µετά από έγκριση του ECOFIN, του Συµβουλίου Υπουργών Οικονοµικών της ΕΕ. Οπως τονίστηκε, µε τον τρόπο αυτό θα αποφεύγεται η δυνατότητα των κερδοσκόπων να ανεβάζουν το κόστος δανεισµού µιας χώρας και θα αποκλείεται η πιθανότητα χρεοκοπίας. Σε 36,1 εκ. ευρώ ανήλθαν τα κέρδη για το 2009, πριν τη φορολογία, του Οµίλου της Ελληνικής Τράπεζας, σε σύγκριση µε κέρδη 44,6 εκατ. ευρώ για το έτος Ανακοινώνοντας τα οικονοµικά του αποτελέσµατα για το 2009 καθώς και την απόφαση του Σ της Ελληνικής Τράπεζας να προτείνει στην Ετήσια Γενική Συνέλευση των µετόχων την καταβολή µερίσµατος για το έτος 2009, ύψους 5 σεντ ανά µετοχή υπό µορφή µετρητών, ο Οµιλος αναφέρει ότι η ορθή αξιολόγηση των οικονοµικών δεδοµένων, η έγκαιρη προληπτική πολιτική και η ορθολογιστική διαχείριση των αρνητικών επιπτώσεων της παγκόσµιας χρηµατοοικονοµικής κρίσης βοήθησαν την Τράπεζα να επιτύχει τους στόχους που είχε θέσει για το Οσον αφορά τις εργασίες στην Ελλάδα, ο Οµιλος συνεχίζει την αναδιοργάνωση και την ανάπτυξη του ικτύου Καταστηµάτων στην Ελλάδα ως έναν από τους κύριους στρατηγικούς του στόχους, µε επικέντρωση στις βασικές τραπεζικές εργασίες. Σε έκθεση της η Citigroup αναµένει βελτίωση της κερδοφορίας της Ελληνικής Τράπεζας το 2010, λόγω της αναµενόµενης αύξησης των εσόδων από τόκους και προµηθειών. Παράλληλα άφησε αµετάβλητες τις εκτιµήσεις της για τα κέρδη ανά µετοχή της τράπεζας το 2010 και Η τιµή στόχος παραµένει στα 2 ευρώ και η σύσταση buy. Σύµφωνα µε την Citigroup, η τράπεζα σηµείωσε χαµηλά έσοδα από συναλλαγές, που αντισταθµίστηκαν από τις χαµηλότερες προβλέψεις. Τα έσοδα από τόκους ήταν κατά 2% χαµηλότερα των εκτι- µήσεων τους. Ο δείκτης κεφαλαιακής επάρκειας αυξήθηκε στο 14% το τέταρτο τρίµηνο έναντι 13% το τρίτο τρίµηνο. Η Citigroup αναφέρεται στη βελτίωση της ποιότητας ενεργητικού το τέταρτο τρίµηνο µε το δείκτη µη εξυπηρετούµενων χορηγήσεων να µειώνεται στο 8,5% από 8,8% το τρίτο τρίµηνο. Το σύνολο των µη εξυπηρετούµενων δανείων ανήλθε στα 416 εκ. καταγράφοντας µείωση 15 εκ. ευρώ σε σχέση µε το τρίτο τρίµηνο λόγω της βελτίωσης του δανειακού χαρτοφυλακίου στην Κύπρο και η διοίκηση αναµένει ότι ο δείκτης µη εξυπηρετούµενων δανείων να µην σηµειώνει µεταβολή το Ú ÙËÛË ÏÈ Ë Εν τω µεταξύ την παραίτηση του από το διοικητικό συµβούλιο της Ελληνικής Τράπεζας υπέβαλε ο ηµήτρης Ηλιάδης. Ο κ. Ηλιάδης παραιτήθηκε λόγω διορισµού του στη θέση του υπουργού Γεωργίας, Φυσικών Πόρων και Περιβάλλοντος. Ο κ. Η Ολοκληρωµένη Πρόταση µας µε πλήρη λεπτοµέρεια βρίσκεται στην ιστοσελίδα µας και έχει αποσταλεί τόσο στον Υπουργό Εσωτερικών, όσο και στον Υπουργό Οικονοµικών. ªÂÙ È ÛÙÈÎ Τα υφιστάµενα µεταβιβαστικά τα οποία χρονολογούνται, επιβλήθηκαν µε βάση των τιµών/αξιών προ 30 ετών. Ως εκ τούτου τα µεταβιβαστικά σήµερα µε τις πολλαπλάσιες αξίες θεωρούνται πολύ ψηλά. Ως µια ενδιάµεση πρόταση και έχοντας υπόψη ότι στο στάδιο αυτό το Κράτος δεν επιθυµεί να µειώσει τα εισοδήµατα του, να προσφερθεί ένα κίνητρο για περίοδο 2 ετών. Η πρόταση µας είναι τα µεταβιβαστικά να µειωθούν κατά 30%, νοουµένου ότι πληρωθούν τα µεταβιβαστικά εντός της περιόδου των 2 ετών. Επειδή όµως τα µεταβιβαστικά πληρώνονται µόνο κατά την µεταβίβαση και επειδή µεγάλος αριθµός αγοραστών δεν έχουν τίτλους για µεταβίβαση, να υπάρχει πρόνοια στη νέα νοµοθεσία όπου ο αγοραστής να έχει την δυνατότητα να προπληρώσει τα µεταβιβαστικά στο Κράτος τώρα, εάν επιθυµεί, έστω χωρίς τον τίτλο/µεταβίβαση. Με τον τρόπο αυτό και µέχρι να επιτευχθεί η έκδοση των τίτλων/µεταβίβαση, το Κράτος θα εισπράξει τα µεταβιβαστικά µε την έκπτωση του 30% και ο αγοραστής θα επωφεληθεί ανάλογα. Επίσης εκείνοι οι οποίοι έχουν µεν τους τίτλους, αλλά δεν επιθυµούν µεταβίβαση λόγω κόστους, ή για άλλους λόγους, θα προσελκυσθούν να το πράξουν µε αυτήν την έκπτωση. Είναι µεν κατανοητή η µείωση των µελλοντικών εσόδων (για τα οποία το Κράτος δεν χρεώνει τόκους πάνω στα µεταβιβαστικά από την ηµεροµηνία αγοράς, αλλά µόνο πάνω στο ιστορικό κόστος), αλλά η µείωση των εσόδων του κράτους θα είναι ελάχιστη, πλέον της αµεσότητας της είσπραξης. Εάν π.χ. το κράτος ανα- µένει να εισπράξει από τους µη εκδοθέντες τίτλους 70 εκ. ευρώ µεταβιβαστικά, αλλά θα τα εισπράξει µετά από 5-7 χρόνια χωρίς τόκους, είναι αντιληπτό ότι η µείωση του 30% δεν θα βλάψει οικονοµικά το Κράτος. Η µέθοδος αυτή θα µπορεί να υιοθετηθεί για όλες τις αγορές µε τίτλο ή όχι για τα επόµενα 2 χρόνια. Εάν υπάρχει επιτυχία, τότε αυτή η προπληρωµή µε έκπτωση των µεταβιβαστικών, να επεκταθεί ανάλογα. Ίσως και ανάλογα µε το επίπεδο µείωσης των εσόδων του Κράτους, το 30% έκπτωση να αναφέρεται σε νέες αγορές εντός του έτους (νοουµένου ότι υπάρχει κατάθεση του πωλητηρίου εγγράφου). Αυτό θα βοηθήσει ιδιαίτερα τους επιχειρηµατίες ανάπτυξης που έχουν τεράστια αποθέµατα χωρίς αγοραστές και µε ιδιαίτερη έµφαση στην προσέλκυση ξένων επενδυτών/αγοραστών, χαµηλά αµειβόµενων κλπ. Επειδή το Κράτος εισπράττει µεταβιβαστικά κατά την ηµέρα της αγοράς και όχι επί της αγοραίας αξία κατά την ηµεροµηνία της µεταβίβασης, το Κράτος να χρεώνει ένα ενδεικτικό τόκο προς 4% από την ηµεροµηνία αγοράς (ή της αποπεράτωσης), µέχρι της ηµερο- µηνίας µεταβίβασης, ούτως ώστε να υπάρχει και ένα αντικίνητρο για εκείνους που δεν επιθυµούν να µεταβιβάσουν για διάφορους λόγους, ενώ η χρέωση αυτή ίσως να µεταβιβάζεται και στον πωλητή, για να υπάρχει και κάποια πίεση στην έκδοση τίτλων. Στο θέµα αυτό του κινήτρου και αντικινήτρου, δηµιουργούνται δύο πιθανά προβλήµατα: (α) Για εκείνα τα κτήµατα για τα οποία δεν εκδίδεται τίτλος, είτε λόγω γραφειοκρατίας, είτε/και λόγω υπηρεσιών/λάθους εκ µέρους του πωλητή, η εκ των προτέρων είσπραξη µεταβιβαστικών να επιστρέφεται στον αγοραστή/ καταβάλλοντα τα µεταβιβαστικά, εντός περιόδου 5 ετών από την ηµεροµηνία της πληρωµής (χωρίς τόκο) εάν αυτός το απαιτήσει. Με τον τρόπο αυτό πρόσθετα χρήµατα που καλύπτονται από τους αγοραστές για κτήµατα που δεν θα µπορούν στο µέλλον να εξασφαλίσουν τίτλους, να µην υπόκεινται σε πρόσθετη ζηµιά. Το δικαίωµα αυτό δεν θα ισχύει σε περίπτωση έκδοσης του τίτλου εντός της πενταετίας. (β) Σε περίπτωση µη ύπαρξης τίτλων λόγω του ότι το κτήµα βρίσκεται υπό ανάπτυξη/διαχωρισµό κλπ, τα 5 χρόνια να υπολογίζονται και πάλι ως ανωτέρω. (γ) Το δικαίωµα αυτό της προκαταβολής των µεταβιβαστικών να ισχύει µόνο σε περίπτωση έκδοσης εκ µέρους του δανειστή (σε περίπτωση ύπαρξης υποθήκης) για ελεύθερη µεταβίβαση. (δ) Για πληρωθέντα µεταβιβαστικά οι αγοραστές να θεωρούνται ως εν δυνάµει ιδιοκτήτες και ως τέτοιοι να µην υπόκεινται σε επιβαρύνσεις µε υποθήκες, µέµο κλπ. Εκτός από τα αυξηµένα εισοδήµατα εισπρακτέα τώρα και όχι µετά την παρέλευση αρκετών ετών που θα βοηθήσει την οικονοµία του Κράτους, το µέτρο θα βοηθήσει την οικοδοµική βιοµηχανία στο να προκαλέσει την αύξηση της ζήτησης από νέους αγοραστές και τους πωλητές/επιχειρηµατίες ανάπτυξης, λόγω των µειωµένων µεταβιβαστικών, µια και το µέτρο θα διαρκέσει µόνο 2 χρόνια από την ηµέρα της θέσπισης του νόµου/αγοράς.

16 4/16 EI π E ƒ, 3 ª ƒ π À, : ËÌ ÓÙÈÎfi apple ÏÒÓ Ë Ó Ó ˆÛË ÙÔ ÛÙfiÏÔ Η ανανέωση του στόλου των Κυπριακών Αερογραµµών είναι ένας σηµαντικός πυλώνας στους νέους στρατηγικούς σχεδιασµούς της Εταιρείας και αποτελεί την κορωνίδα των διαδικασιών που βρίσκονται σήµερα σε εξέλιξη για εκσυγχρονισµό της. Στα πλαίσια αυτά µέχρι στιγµής έχουν παραληφθεί τρία νέα αεροπλάνα, αναµένεται άλλο ένα τον Μάϊο και στην βάση νέας συµφωνίας που σύντοµα θα οριστικοποιηθεί θα παραληφθούν τρία επιπλέον αεροσκάφη τύπου Α320, ένα το Νοέµβριο φέτος και δύο τον Φεβρουάριο του 2011 (σύνολο επτά). Εξάλλου πωλήθηκαν τρία από τα παλαιότερά Airbus320 και η Εταιρεία βρίσκεται στη διαδικασία αναζήτησης αγοραστή για την πώληση των εναποµεινάντων 4 Airbus 320. Όσον αφορά το ολοκαινούργιο Airbus320 που περιέλαβαν πρόσφατα στο στόλο τους οι Κυπριακές Αερογραµµές και φέρει την ονοµασία «Αφροδίτη» (Aphrodite), η εταιρεία µπορεί να υπερηφανεύεται γι αυτό. Κατασκευάστρια εταιρεία είναι η Ευρωπαϊκή Airbus και είναι της σειράς Α Μπορεί να µεταφέρει 152 επιβάτες, 20 από αυτούς στη θέση Επιχειρηµατία «Απόλλων» και 132 στην Oικονοµική Θέση «Αφροδίτη». Είναι εφοδιασµένο µε δύο µηχανές ΙΑΕ V2527-Α5 και θεωρείται αεροπλάνο τελευταίας τεχνολογίας, µε αναβαθµισµένες προδιαγραφές. ˆÚÂ Ó ÂÍÂÙ ÛÂÈ Ì ÙÔ applefi ÙËÓ xxonmobil Η εταιρεία ExxonMobil Κύπρου σε συνεργασία µε το Υπουργείο Υγείας και το Ευρωπαϊκό Πανεπιστήµιο Κύπρου συνεχίζει και το 2010 το καινοτοµικό πρόγραµµα, «Υγεία και Πρόληψη» µέσω του οποίου θα χορηγούνται δωρεάν εξετάσεις πίεσης, χοληστερόλης και σακχάρου. Στο πλαίσιο του προγράµµατος αυτού, το οποίο αποσκοπούσε ουσιαστικά στην ευαισθητοποίηση των Κυπρίων σε θέµατα πρόληψης για την υγεία, είχαν χορηγηθεί προς το ευρύτερο κοινό, δωρεάν εξετάσεις µέτρησης γλυκόζης, χοληστερόλης και όρασης, η οποία φέτος έχει αντακατασταθεί µε τις εξετάσεις µέτρησης πίεσης. Παράλληλα, διανεµήθηκε έντυπο διαφωτιστικό υλικό. Οι εξετάσεις θα πραγµατοποιούνται και φέτος σε επιλεγµένα πρατήρια βενζίνης της εταιρείας στη βάση προκαθορισµένου προγράµµατος, εντός ειδικά διαµορφωµένης για το σκοπό αυτό κινητής µονάδας στελεχωµένης από Ιατρούς, Μικροβιολόγους, Νοσηλευτές, φοιτητές Νοσηλευτικής και άλλους ειδικούς. Στην πρώτη φάση υλοποίησης του προγράµµατος (Νοέµβριος 2008 Μάιος 2009) πραγµατοποιήθηκαν µετρήσεις σε 23 πρατήρια ESSO σε πέντε επαρχίες, όπου συµµετείχαν και έλαβαν ενη- µέρωση 2791 άτοµα (1665 άνδρες και 1126 γυναίκες). Όλοι οι συµµετέχοντες ενηµερώθηκαν από τους ειδικούς για µέτρα πρόληψης που αφορούσαν στον έλεγχο της γλυκόζης και χοληστερόλης εντός των κλινικά αποδεκτών ορίων, ενώ υποβλήθηκαν, ταυτόχρονα, σε ενδεικτικό έλεγχο των ατοµικών τους τιµών. Από την αποτίµηση της πρώτης φάσης υλοποίησης του προγράµµατος προκύπτει ότι αυτό είχε ιδιαίτερη απήχηση και εκπλήρωσε το σκοπό για τον οποίο σχεδιάστηκε, δηλαδή στην ευαισθητοποίηση των Κυπρίων σε θέµατα πρόληψης για την υγεία µέσω σωστής διατροφής και τακτικής άσκησης καθώς επίσης και µέσω περιοδικών κλινικών εξετάσεων. Για τον Μάρτιο είναι προγραµµατισµένες δύο τέτοιες µετρήσεις. Η πρώτη το Σάββατο 13 Μαρτίου στο Πρατήριο της ESSO στην Μεσόγη της Πάφου και η δεύτερη το Σάββατο 27 Μαρτίου στην Επισκοπή στην Λεµεσό. Οι µετρήσεις θα συνεχιστούν παγκύπρια µέχρι τον εκέµβριο. ËÓ appleúòùë ÙÔ ÔÎÈÌ ÛÙÈÎ ËÊÈ Î ÌÂÙ ÔÛË Î Ó ÙÔ ƒπ To Ραδιοφωνικό Ιδρυµα Κύπρου ξεκίνησε χθες Τρίτη 2 Μαρτίου 2010, σε δοκιµαστική βάση την ψηφιακή µετάδοση των τηλεοπτικών προγραµµάτων του από τους σταθµούς του Τροόδους και Βαβατσινιάς, στη συχνότητα UHF33 από όπου θα µεταδίδονται τέσσερα κανάλια: ΡΙΚ ΕΝΑ, ΡΙΚ ΥΟ, ERTWorld και ÎÂÚ ÂÓ ÚÂÈ ÂÙ È Ó ÏÏ ÍÂÈ Euronews. Πρόκειται για την πρώτη φάση υλοποίησης του προγραµµατισµού για µετάβαση του ΡΙΚ στην ψηφιακή µετάδοση, η οποία θα καλύψει ένα µεγάλο µέρος του πληθυσµού παγκύπρια. Η δεύτερη φάση, θα ολοκληρωθεί στους επόµενους µήνες, θα καλύψει πλήρως τις αστικές περιοχές, και η τρίτη και τελευταία φάση θα καλύψει την ύπαιθρο. Oι τηλεθεατές θα µπορούν να λαµβάνουν τα προγράµµατα του ΡΙΚ ψηφιακά εάν διαθέτουν συσκευές τηλεόρασης µε ενσω- µατωµένο αποκωδικοποιητή MPEG4/H.264 ή µε τη σύνδεση εξωτερικού αποκωδικοποιητή MPEG4/H.264, που διατίθεται στην εγχώρια αγορά, µεταξύ της τηλεόρασης τους και της υφιστάµενης εξωτερικής κεραίας λήψης. Η ψηφιακή µετάδοση θα γίνεται παράλληλα µε την αναλογική µετάδοση (όπως εκπέµπεται σήµερα) µέχρι τις 30 Ιουνίου 2011 ενώ µε απόφαση της Κυπριακής ηµοκρατίας, την 1η Ιουλίου 2011 θα τερµατιστούν οι αναλογικές µεταδόσεις. ιαθέτει νέα συστήµατα πλοήγησης και χειρισµού, βελτιωµένα σε σχέση µε αυτά που διέθεταν τα προηγούµενα µοντέλα. Το εν λόγω αεροσκάφος είναι επίσης εφοδιασµένο µε το τελευταίο σύστηµα πλοήγησης που υπάρχει αυτή τη στιγµή (FMS 2+), το οποίο κάνει ακόµα πιο εύκολη και ασφαλή την πλοήγηση του είτε µέσω του αυτόµατου πιλότου είτε µέσω του χειριστή. Ó ıìèûì ÓÔ Executive Lounge Από όλη την αναβάθµιση στην οποία κάνει η εταιρεία δεν µπορούσε να µείνει εκτός η ÚıÂ Ë «ÊÚÔ ÙË» Αίθουσα ιακεκριµένων Επιβατών - «Executive Lounge», η οποία δηµιουργήθηκε στη βάση των απαιτήσεων του σύγχρονου ταξιδιώτη. Η νέα αίθουσα στο Αεροδρόµιο Λάρνακας σύµφωνα µε τους ιθύνοντες είναι µια πραγµατική όαση ξεκούρασης, απόλαυσης, ηρεµίας ή και εργασίας ή ακόµη και επαγγελµατικών συναντήσεων και καταλαµβάνει συνολική έκταση 600 τετραγωνικών µέτρων. Προσφέρει πολυδιάστατες υπηρεσίες που καλύπτουν τις ανάγκες όλων των επιβατών που τη χρησιµοποιούν. ÙËÙÈÎ Ó appleúôû ÚÌÔÁ Nα αναφερθεί επίσης ότι σε σηµαντικές αναπροσαρµογές του πτητικού της προγράµµατος, οι οποίες πιστεύει ότι θα αποδειχθούν προσοδοφόρες, προχώρησαν οι Κυπριακές Αερογραµµές. Συγκεκριµένα αποφασίστηκε ο διπλασιασµός των πτήσεων προς Βηρυτό (από 7 σε 14 τη βδοµάδα), ενίσχυση των πτήσεων προς Τελ Αβίβ κατά 2 πτήσεις (από 7 σε 9 τη βδοµάδα), αύξηση των πτήσεων προς Βρυξέλλες κατά τρεις (από δύο σε πέντε τη βδοµάδα) και επίσης αύξηση κατά µία των πτήσεων προς Μόσχα (από 3 σε 4 τη βδοµάδα). Ακόµα αποµένουν οι λεπτοµέρειες για το άνοιγµα νέων δροµολογίων προς ουβλίνο και Κίεβο Εξάλλου τους µήνες αιχµής του καλοκαιριού (Ιούλιο και Αύγουστο) οι Κυπριακές Αερογραµµές θα πραγµατοποιήσουν πέραν των 100 ναυλωµένων πτήσεων για µεταφορά Kυπρίων τουριστών σε προορισµούς όπως: Βαρκελώνη, Μαδρίτη, Πράγα, Βενετία, Ρώµη, Σιαρµ Ελ Σιέϊχ και 8 άλλους δηµοφιλείς προορισµούς της Ελλάδας.. Ú Ë : «ÂappleÈ ÈÒÛÔ Ì» Σύµφωνα µε τα οικονοµικά αποτελέσµατα του Συγκροτήµατος τα οποία και παρουσίασε ο Εκτελεστικός Πρόεδρος της Εταιρείας Κίκης Λαζαρίδης καταγράφθηκαν ζηµιές της τάξης των 3,3 εκατοµµυρίων ευρώ σε σύγκριση µε κέρδος 1,7 εκατοµµυρίων ευρώ το 2008 οι Κυπριακές Αερογραµµές για το 2009 ο οποίος χαρακτήρισε επίτευγµα τη µικρή αυτή ζηµιά. Παρουσιάζοντας τα αποτελέσµατα ο κ. Λαζαρίδης είπε πως µέσα σε ένα εξαιρετικά δύσκολο περιβάλλον για τις αεροπορικές εταιρείες διεθνώς οι οποίες πλήττονται ανελέητα από την παγκόσµια οικονοµική κρίση η Εταιρεία µας µπόρεσε να περιορίσει στο ελάχιστο τις οικονοµικές της απώλειες, καταγράφοντας ζηµιές της τάξης των 3,3 εκατοµµυρίων ευρώ.

17 ƒ, 3 ª ƒ π À, 2010 π π 17/5 ÙÔ ÛÙfi Ô ÙË Ë Ú. appleúô apple Ú ÙËÓ ÎÚ ÛË Καθαρά κέρδη ύψους 313 εκ. ευρώ παρουσίασε το Συγκρότηµα της Τράπεζας Κύπρου για το 2009, που αντιστοιχούν σε πτώση σε ποσοστό 38%, σε σύγκριση µε τα 502 εκ. ευρώ του 2008 σε µια χρονιά που χαρακτηρίστηκε από αντίξοες συνθήκες. Η Τράπεζα Κύπρου ανακοίνωσε παράλληλα προτεινόµενο τελικό µέρισµα 8 σεντ ανά µετοχή, ανεβάζοντας το συνολικό µέρισµα για το έτος στα 16 σεντ. Για το 2010, η Τράπεζα Κύπρου ανακοίνωσε στόχο κερδών µεταξύ 300 εκ. και 400 εκ. ευρώ. Σχολιάζοντας τα αποτελέσµατα της Τρ. Κύπρου ο Πρόεδρος του Σ του Συγκροτήµατος της Τράπεζας Θεόδωρος Αριστοδήµου, είπε πως η τράπεζα πατά σε γερά θεµέλια. Με σκληρή δουλειά, ζήλο και προγραµµατισµό θα συνεχίσει την επιτυχηµένη πορεία της, παρά τις δυσκολίες που επέφερε η παγκόσµια οικονοµική κρίση, η οποία επηρέασε αναπόφευκτα και το τραπεζικό σύστηµα τόνισε. ÎfiÌ Â ÎÔÛÈ Ó Î Ù ÛÙ Ì Ù ÛÙËÓ ÏÏ Από την πλευρά του ο ανώτατος εκτελεστικός διευθυντής της Τράπεζας, κ. Ανδρέας Ηλιάδης, είπε ότι ειδικά για την Ελλάδα προγραµµατίζεται η λειτουργία 20 νέων καταστηµάτων µέσα στο Για την επέκταση στη Ρωσία ανάφερε ότι έγινε µε προσεκτικό τρόπο γι αυτό σήµερα αποδίδει καρπούς. Μέσα στο 2010, πρόσθεσε, αναµένουµε βελτίωση της ρωσικής οικονοµίας µε αποτέλεσµα την αύξηση της κερδοφορίας του Συγκροτήµατος κατά 30-50%, δηλαδή στα 30 εκατ. ευρώ. Βελτίωση της οικονοµικής ανάπτυξης ανα- µένει και στη Ρουµανία, µε θετικά αποτελέσµατα και στη δράση της Τράπεζας Κύπρου. Για την Αυστραλία, είπε ότι επίκειται η λειτουργία 5 νέων καταστηµάτων µέσα στο ªÂ ˆÛË ÙÈÌ -ÛÙfi Ô applefi Euroxx Σε µείωση της τιµής-στόχου για τη µετοχή της Τράπεζας Κύπρου, στα 5,40 ευρώ από 6 ευρώ προηγουµένως, προχώρησε η Euroxx Securities, διατηρώντας παράλληλα σύσταση «overweight». H χρηµατιστηριακή σηµειώνει ότι τα καθαρά κέρδη που ανακοίνωσε η εισηγµένη για το 2009 (313,1 εκατ. ευρώ) ήταν καλύτερα των εκτιµήσεων της, µε ώθηση από τα χαµηλότερα των ανα- µενόµενων λειτουργικά έξοδα. Η Euroxx τοποθετεί τα καθαρά κέρδη της Τράπεζας Κύπρου στα 312 εκατ. ευρώ για το «Μας αρέσει η Τράπεζα Κύπρου, καθώς η έκθεση της στην ελληνική αγορά είναι σχετικά περιορισµένη» σηµειώνει η χρηµατιστηριακή. «Παράλληλα, το µεσοπρόθεσµο outlook και οι αναπτυξιακές προοπτικές στη Ρωσία και άλλες αναδυόµενες αγορές, όπου η Τράπεζα Κύπρου δραστηριοποιείται, είναι πλέον πιο θετικά. ÙËÓ ÁÔÚ ÎÈÓËÙ ÙËÏÂÊˆÓ Ìapple ÓÂÈ Ë Primetel Μέχρι το τέλος του 2010 και συγκεκριµένα µέχρι τον Νοέµβρη η εταιρεία Primetel θα είναι σε θέση να παρέχει υπηρεσίες κινητής τηλεφωνίας εάν εκδοθεί σύντοµα το σχετικό διάταγµα. Αυτό είπε ο Ερµής Στεφάνου διευθύνων σύµβουλος της Primetel ο οποίος τόνισε πως γίνονται σκέψεις η νέα υπηρεσία να προσφέρεται στο υπόλοιπο πακέτο της εταιρείας, δηλαδή µαζί µε διαδίκτυο, τηλεόραση και σταθερή τηλεφωνία. Παράλληλα, εξέφρασε για πολλοστή φορά τη θέση που υπάρχει χώρος στην κυπριακή τηλεπικοινωνία και για τρίτη άδεια κινητής τηλεφωνίας. Όσον αφορά το τεχνικό µέρος, η Primetel θα χρησιµοποιεί το δικό της κεντρικό σύστηµα ενώ έναντι αµοιβής θα χρησιµοποιεί το εξωτερικό σύστηµα της cyta. Ουσιαστικά το όλο θέµα κολλά στο διάταγµα µε το οποίο θα αναγκάζει την CYTA να προσφέρει πρόσβαση και σε άλλες εταιρείες για να χρησιµοποιούν το δίκτυό της για παροχή υπηρεσιών κινητής τηλεφωνίας έναντι αµοιβής. Το διάταγµα αναµενόταν να εκδοθεί εδώ και τρεις βδο- µάδες ωστόσο υπήρξε καθυστέρηση και υπολογίζεται ότι εντός ηµερών το Γραφείο Επιτρόπου Ρυθµίσεως Ηλεκτρονικών Επικοινωνιών και Ταχυδροµείων (ΓΕΡΗΕΤ) θα το εκδώσει. Με το διάταγµα το ΓΕΡΗ- ΕΤ προχωρεί στην επιβολή ρυθµιστικής υποχρέωσης στη CYTA για να προσφέρει πρόσβαση σε παροχέα εικονικού δικτύου κινητής τηλεφωνίας, το λεγόµενο MVNO - mobile virtual network operator. ÎÙ Ó ÍË ÎÂÚ ÒÓ 660% Î Ù ÁÚ Â Ô ÚÊ Ó Ë Eκτίναξη κερδών κατά 660% κατέγραψε η εταιρεία Ορφανίδης, αφού τα κέρδη της εταιρείας ανήλθαν στα 3,8 εκ. ευρώ το 2009, σε σχέση µε 0,5 εκ. ευρώ το Η αύξηση της κερδοφορίας αποδίδεται στην άνοδο του κύκλου εργασιών και στα έσοδα από διαφηµίσεις. Οι πωλήσεις του Συγκροτήµατος ανήλθαν στα 202 εκ. ευρώ έναντι 179 εκ. ευρώ πέρσι., σηµειώνοντας αύξηση 12,8%. Η αύξηση αυτή οφείλεται στη συνέχιση των επιτυχών προωθητικών ενεργειών, στις ανταγωνιστικές τιµές, στην πολύ καλή ποιότητα και µεγάλη ποικιλία προϊόντων που προσφέρονται, ως επίσης και στην αύξηση του αριθµού των υπεραγορών του Συγκροτήµατος. Ως αποτέλεσµα της αύξησης των πωλήσεων, το µεικτό κέρδος του Συγκροτήµατος ανήλθε στα 34,4 εκ. ευρώ σε σχέση µε 30,8 εκ. ευρώ το 2008, σηµειώνοντας αύξηση 11,7%. Επίσης, αυξηµένα παρουσιάζονται και τα άλλα έσοδα, κατά 0,7 εκ. ευρώ, κυρίως λόγω της αύξησης στα έσοδα από διαφηµίσεις. Τα έξοδα πωλήσεων και προώθησης και τα έξοδα διοίκησης µειώθηκαν κατά 0,56% παρά την αύξηση του αριθµού των υπεραγορών. Alpha Bank Cyprus: ªÂ ˆÛË ÛÙ Î Ú Ë ÙÔ 2009 Ελαφρά µείωση 6,5% παρουσιάζουν τα κέρδη από εργασίες της Alpha Bank Cyprus για το 2009, λόγω της µείωσης των καθαρών χορηγήσεων και της µείωσης των προµηθειών. Η Alpha Bank Cyprus υιοθετώντας αποτελεσµατικά µέτρα θωράκισης των εργασιών της παρέµεινε εύρωστη και κερδοφόρα παρά την ιδιαίτερα αρνητική οικονοµική συγκυρία. Αναλυτικότερα, όπως ανακοίνωσε η τράπεζα, τo 2009 ήταν µια δύσκολη χρονιά λόγω της διεθνούς οικονοµικής κρίσης, η οποία επηρεάζει ετεροχρονισµένα και την Κύπρο. Το µεγαλύτερο µέρος της ζηµιάς οφείλεται στην συνδεδεµένη εταιρεία Commercial Value AAE, µε ποσό ύψους ευρώ να αφορά αναλογία ζηµιάς της για ολόκληρο το 2009, καθώς επίσης και ποσό ευρώ αφορά µόνιµη µείωση στην αξία της επένδυσης της. Η Gerik από την 1/7/09 είναι θυγατρική εταιρεία του Συγκροτήµατος. H Gerik είναι ιδιοκτήτρια εταιρεία της «Λατοµεία Φαρµακάς Λτδ» η οποία δραστηριοποιείται στον τοµέα Λατοµείων, έτοιµου σκυροδέµατος, παραγωγής ασφάλτου και είναι ο γενικός αντιπρόσωπος στην Κύπρο της Γερµανικής βιο- µηχανίας MAN. Το κέρδος που αναλογεί στους µετόχους της εταιρείας για το έτος 2009 ανέρχεται σε 1,452,727 εκ. ευρώ σε σχέση µε κέρδος 1,282,402 εκ. ευρώ την αντίστοιχη περσινή περίοδο, παρουσιάζοντας «ÂÙÈÎ ÎappleÏËÍË» Ù appleôùâï ÛÌ Ù ÙË MPB Ως «θετική έκπληξη» χαρακτήρισαν οι αναλυτές τα αποτελέσµατα της Marfin Popular το τέταρτο τρίµηνο του Σε έκθεση της η Citigroup, προχωρεί σε µείωση κατά 11% των εκτιµήσεων της για τα αποτελέσµατα της τράπεζας το 2010 και 2011 λόγω των χαµηλότερων προβλέψεων για τη προ φόρων κερδοφορία. Με την αφαίρεση της έκτακτης εισφοράς, ύψους 12,8 εκατ. ευρώ, τα καθαρά κέρδη διαµορφώνονται σε 173,9 εκατ. ευρώ. Σύµφωνα µε το διευθύνοντα σύµβουλο της τράπεζας, Ευθύµιο Μπουλούτα, η περαιτέρω βελτίωση των λειτουργικών αποτελεσµάτων του Οµίλου, κατά τη διάρκεια των τελευταίων τριών τριµήνων, αντανακλά την επιτυχή υλοποίηση της στρατηγικής, η οποία βασίζεται στη συνετή διαχείριση του ενεργητικού, στην αποτελεσµατική διαχείριση των κινδύνων, καθώς και στη συνεπή στόχευση για επίτευξη υψηλής αποτελεσµατικότητας και κερδοφορίας. Ευρωπαίοι εργαζόµενοι, εκ των οποίων 2,2 εκατ. στην ευρωζώνη. Η κατάσταση σε ορισµένες χώρες της ευρωζώνης έχει λάβει εξαιρετικά αρνητικές διαστάσεις. Στην Ισπανία, για παράδειγµα, η συνολική ανεργία έφτασε το 18,8% του ενεργού πληθυσµού, ενώ στους νέους κάτω των 25 ετών ανήλθε στο 39,6% και στις γυναίκες 18,9%. 19 ƒ, 3 ª ƒ π À, /7 Ú appleâ ÈÎ appleôùâï ÛÌ Ù Ικανοποιητικά είναι τα προκαταρκτικά αποτελέσµατα 2009 που ανακοίνωσαν η Τρ. Κύπρου, Μαρφιν και Ελληνική, λαµβάνοντας υπόψη τις υπάρχουσες οικονοµικές συνθήκες. Παρ όλα αυτά οι τράπεζες προχώρησαν σε µαζική αύξηση των προβλέψεων τους, για να µπορέσουν να καλύψουν τις απώλειες που απορρέουν από τον τοµέα των ακινήτων. Θα ήταν παράλειψη µας να µην συγχαρούµε άλλη µια φορά την διοίκηση της Τράπεζας Κύπρου για την πρόβλεψη κερδών που έκανε για το 2010, όπου τοποθετεί τα κέρδη του συγκροτήµατος µεταξύ των 300 και 400 εκ. ευρώ όπως και το Σίγουρα η δυσχερής κατάσταση στην οποία βρίσκεται η Ελληνική οικονοµία σε συνδυασµό µε την επιβράδυνση που παρατηρείται στην Κυπριακή οικονοµία θα εµποδίσει τις τράπεζες από το να αυξήσουν τα κέρδη τους. Πάντως η προσπάθεια των τραπεζών για το 2010 φαίνεται να επικεντρώνεται στο να διατηρηθούν τα κέρδη στα ίδια επίπεδα µε το 2009, και στην καλύτερη περίπτωση να πετύχουν αύξηση 10% στα κέρδη, µειώνονται τα λειτουργικά έξοδα στις χώρες που δραστηριοποιούνται στο εξωτερικό όπως είναι η Ρωσία, το Ηνωµένο Βασίλειο και η Αυστραλία. ªappleÚ Ô Συγχαρητήρια θα πρέπει να δώσουµε και σε πολλές εισηγµένες εταιρείες στο ΧΑΚ, που παρά τα αρνητικά οικονοµικά στοιχεία σε Κύπρο, Ελλάδα και στις άλλες χώρες όπου δραστηριοποιούνται, κατάφεραν να πετύχουν «υγιή» αύξηση της κερδοφορίας τους. Στην Κύρια Αγορά, ο Ορφανίδης πέτυχε µε διαφορά την καλύτερη επίδοση µεταξύ των µη τραπεζικών µετοχών στην αύξηση κερδών, λόγω της στρατηγικής που ακολούθησε εισάγοντας δικά του προϊόντα, ελέγχοντας το κόστος και αυξάνοντας το δίκτυο του. Στην Παράλληλη Αγορά η Marfin CLR, έκανε την µεγαλύτερη ανατροπή και από ζηµιές κατέγραψε κέρδη, τα οποία ελπίζουµε να διατηρηθούν µετά την επιτυχή συγχώνευση της Laiki Investments µε την CLR Capital. Στην Εναλλακτική αγορά είµαστε εξαιρετικά ικανοποιηµένοι από τη σταθερή βελτίωση των αποτελεσµάτων της A. Panayides στην οποία συνέβαλε θετικά και η απόφαση της εταιρείας να εντάξει υπό τον έλεγχο της τα Λατοµεία Φαρµακάς. Η εταιρεία Ellinas Finance απέδειξε από την πλευρά της ότι η «διαφοροποίηση» αποδίδει, µιας και µε την εισαγωγή της εταιρείας στον τοµέα µεταφοράς χρηµάτων, είδε τα κέρδη της να ανεβαίνουν. Από πλευράς επενδύσεων δεν πιστεύουµε ότι το Συµβούλιο της ήµητρα Επενδυτική χρειαζόταν να είναι τόσο αυστηρό όσον αφορά τις προβλέψεις του για τα περιουσιακά στοιχεία, αφού αυτό τελικά οδήγησε σε τεράστιες απώλειες για το ª ÈÎ appleòïâèâ ÎÔÏfiÙÂÚ ÔÈ ÌÂÙ È ÛÂÈ ÎÈÓ ÙˆÓ Τροποποιήσεις στο νόµο σχετικά µε τις διαδικασίες µεταβιβάσεις ακινήτων, εξετάζει η κοινοβουλευτική Επιτροπή Εσωτερικών και όπως όλα δείχνουν αφού ενηµερωθούν οι κοινοβουλευτικές οµάδες των κοµµάτων το νοµοσχέδιο θα πάρει το δρόµο της Ολοµέλειας. Στόχος των τροποποιήσεων είναι η απλοποίηση των διαδικασιών. Με τις τροποποιήσεις οι πολίτες θα έχουν την ευκαιρία ενώ κατοικούν σε µια επαρχία και έχουν περιουσία σε άλλη, να µπορούν µε ασφάλεια να µεταβιβάζουν τα ακίνητα τους χωρίς να χρειάζεται να µεταβαίνουν στα επαρχιακά γραφεία του κτηµατολογίου της επαρχίας όπου βρίσκεται το ακίνητο. H εγγραφή σε Κτηµατικό Μητρώο θα µπορεί να γίνεται είτε χειρόγραφα, είτε µηχανογραφηµένα και ως ηµεροµηνία εγγραφής θα θεωρείται αυτή κατά την οποία έγινε η καταχώρηση σε οποιονδήποτε από τα δύο Μητρώα. Παράλληλα εξετάζεται τροποποίηση για το ποσό το οποίο εξασφαλίζεται µε την υποθήκη και για εξόφληση ενός ακινήτου το οποίο είναι προς πώληση. Με βάση την τροποποίηση, το ποσό δεν θα ελέγχεται και δεν θα καθορίζεται από το Τµήµα Κτηµατολογίου και Χωροµετρίας. Απλώς θα κοινοποιείται από το διευθυντή του συγκεκριµένου Τµήµατος στον ενυπόθηκο οφειλέτη και σε άλλους ενδιαφερόµενους. Τις µεγαλύτερες απώλειες για το 2009, σηµείωσαν η Advantage Capital (γνωστή ως Aspis) και η συνδεδεµένη της εταιρεία Leda Investments. Οι απώλειες υπολογίζονται σε 108 εκ. ευρώ και 35,5 εκ. ευρώ αντίστοιχα. Οι απώλειες ήρθαν µετά τη διάλυση της Aspis Insurance, της Commercial Value και άλλων εταιρειών στην Ελλάδα, ως αποτέλεσµα τις καταστροφικές συνέπειες για τις εισηγµένες εταιρείες του κλάδου στο ΧΑΚ. Τώρα θα πρέπει να δούµε σε τι ποσοστό επηρεάστηκαν οι ισολογισµοί των εταιρειών από την απόφαση των ελληνικών αρχών για αναστολή των εργασιών της Commercial Value για να µπορέσουµε να δούµε σε τι βαθµό επηρεάστηκαν ακριβώς τα συµφέροντα των µετόχων. appleèappleï ÔÓ Ì ÙÚ Στενά παρακολουθούν τις εξελίξεις στην Ελλάδα οι ιεθνείς Αγορές, µε τους αναλυτές να αναµένουν ότι η ελληνική κυβέρνηση θα ανακοινώσει πρόσθετα µέτρα λιτότητας ενόψει µιας δηµοπρασίας οµολόγων, η οποία µπορεί να γίνει λίγο πριν ή λίγο µετά τις 16 Μαρτίου, ηµεροµηνία η οποία η Ελλάδα είναι υποχρεωµένη να ενηµερώσει τους Ευρωπαίους Εταίρους για το χρονοδιάγραµµα εφαρµογής των µέτρων που αποφάσισε για το Πάντως η Γαλλική και η Γερµανική κυβέρνηση φαίνεται να είναι θετικές ως προς την εγγύηση των ελληνικών οµολόγων από τις κρατικές τους τράπεζες KfW και Caisse des Depots, οµόλογα που θα αγοραστούν αργότερα από άλλες εµπορικές τράπεζες. Ως εκ τούτου, πρόκειται για µια εταιρική συνεργασία του ιδιωτικού και δηµόσιου τοµέα που θα χρησιµοποιηθεί για να σπρώξει προς τα κάτω το ελληνικό spread. Αν και αυτή η πρωτοβουλία πιθανότατα βοηθήσει βραχυπρόθεσµα στο να σπρώξει προς τα κάτω το ελληνικό spread, γεννάει ερωτηµατικά αναφορικά µε το πώς θα διαχειριστούν οι ζηµιές σε Ισπανία και Πορτογαλία. ÊÒÙ ÛÙÚ ÌÌ Ó ÛÙËÓ πûapple Ó Καθυστέρηση παρατηρείται από πλευράς Ισπανίας και Πορτογαλίας σχετικά µε τα επιπρόσθετα µέτρα που έπρεπε να πάρουν συµπεριλαµβανοµένου και των περικοπών στον προϋπολογισµό για αντιµετώπιση της κρίσης. Λογικό είναι λοιπόν, µε τα την Ελλάδα και το ντόρο που έγινε για το υψηλό έλλειµµα και το δηµόσιο χρέος, τα µέσα µαζικής ενη- µερωσης σε Αγγλία και Αµερική να στρέφουν την προσοχή τους στην Ισπανία. Xαρακτηριστικά να αναφέρουµε ότι την περασµένη εβδοµάδα η Wall Street Journal δηµοσίευσε άρθρο µε τίτλο «Η Ισπανία θα µπορούσε να προσδιορίσει αν η ευρωζώνη θα κρατηθεί ή θα καταρρεύσει». Η οικονοµία της Ισπανίας κατατασσόταν στην τέταρτη θέση της ευρωζώνης, αλλά τώρα το ποσοστό ανεργίας έχει φθάσει το 19%, ο τοµέας των ακινήτων αντιµετωπίζει προβλήµατα λόγω «φούσκας», ενώ την ίδια ώρα που παραµένει ανοικτό το θέµα του µεγάλου χρέους της και το έλλειµµα στον προϋπολογισµό. Συµπεριλαµβανοµένου των πιο πάνω υπολογίζεται ότι το ΑΕΠ της Ισπανίας υποχώρησε 3,6% το 2009 και αναµένεται ότι θα συρρικνωθεί ακόµη περισσότερο φέτος, ρίχνοντας την χώρα στη βαθύτερη και µεγαλύτερη ύφεση που καταγράφηκε σε µισό αιώνα. appleèù ËÌÔappleÚ Û Με επιτυχία ολοκληρώθηκαν την περασµένη εβδοµάδα οι δηµοπρασίες ηµοσίου στις ΗΠΑ, οι οποίες συνέβαλαν στο να αποτραπεί η κρίση στην αγορά µετοχών και στην αγορά δολαρίου. Συνολικά οι ΗΠΑ πούλησαν την περασµένη εβδοµάδα µετά από µεγάλη ζήτηση, οµολογίες ύψους 126 δις δολ. Το ράλι στην αγορά καταδεικνύει ότι οι επενδυτές αντιλαµβάνονται ότι η ανάκαµψη στις διεθνείς αγορές είναι εύθραυστη και η και η νοµισµατική πολιτική ενδέχεται να παραµείνει «συµβιβαστική» για κάποιο χρονικό διάστηµα. Παράλληλα οι οικονοµικές προοπτικές παραµένουν αδρανείς, µιας και τα πρόσφατα στοιχεία στις ΗΠΑ δείχνουν ότι η εµπιστοσύνη των καταναλωτών, υποχώρησε στο ναδίρ αγγίζοντας το χαµηλότερο επίπεδο των τελευταίων 10 µηνών, και µε τις πωλήσεις κατοικιών να υποχωρούν σε νέα επίπεδα ρεκόρ. Τα δεδοµένα αυτά παρέχουν στήριξη στην επιθυµία του διοικητή της Federal Reserve, Μπέν Μπερνάνκε, να διατηρήσει τα επιτόκια κοντά στο µηδέν, επίπεδο ρεκόρ, για να διατηρηθεί η οικονοµική ανάκαµψη. ÙÂÚÏ Ó Εδώ και εβδοµάδες πληροφορούµε τους αναγνώστες µας για τα προβλήµατα που θα προκύψουν σε περίπτωση που κανένα κόµµα στην Αγγλία δεν κερδίσει την πλειοψηφία στις επικείµενες εκλογές του Κοινοβουλίου, αλλά και πόσο καταστροφικό θα είναι αυτό το σενάριο για την στερλίνα. Ακόµη ένας λόγος που µας κάνει να βλέπουµε αρνητικά την στερλίνα είναι η άθλια οικονοµική κατάσταση στην οποία βρίσκεται η Αγγλία, µε το έλλειµµα του ΑΕΠ να αγγίζει το 12,8%, ποσοστό που την βάζει σε χειρότερη θέση από την Ελλάδα. Τα πράγµατα γίνονται ακόµα χειρότερα αφού η Αγγλία δεν κάνει αυτή την στιγµή τίποτα για τα οικονοµικά της λόγω των επικείµενων εκλογών, την ίδια ώρα που η Ελλάδα λαµβάνει επώδυνα µέτρα για να διορθώσει τα οικονοµικά της. Σε αυτά έρχεται να προστεθεί και το σχόλιο της Τράπεζας της Αγγλίας (σχετικά µε την µείωση που καταγράφεται στην αξία της στερλίνας), στο οποίο ούτε λίγο ούτε πολύ λέει ότι «δεν την απασχολεί» το θέµα. Το σπάσιµο κάτω από το 1,50 έναντι του δολαρίου, ίσως οδηγήσει και στο 1,45. Οι επενδυτές που ακολούθησαν την τακτική µας και σόρταραν την στερλίνα πρέπει να ξέρουν ότι έχουµε καλύψει το ήµισυ των θέσεων µας και τώρα περιµένουµε µια ανάκαµψη στο 1,5000 µε 1,5175 για να πουλήσουµε ξανά. Σε σύγκριση µε τον Ιανουάριο του 2009, οι ολικές πωλήσεις πετρελαιοειδών σηµείωσαν τον Ιανουάριο του 2010 µείωση 6%. Μεγάλη µείωση παρατηρήθηκε στις πωλήσεις Ασφάλτου, Αµόλυβδης Βενζίνης, Ακάθαρτου Πετρελαίου, Πετρελαίου Κίνησης και στις προµήθειες Πετρελαίου σε πλοία. Τα ολικά αποθέµατα πετρελαιοειδών στο τέλος του Ιανουαρίου του 2010 σηµείωσαν σηµαντική αύξηση 34,8%, σε σχέση µε τον προηγούµενο µήνα.

Αρκεί να κοιτάξουµε πέρα από τον Ατλαντικό στην Ελλάδα και την µεγάλη οικονοµική κρίση στην οποία βρέθηκε, για να καταλάβουµε.μπορεί να συµβεί και εδώ. Αν δεν αλλάξουµε πορεία θα συµβεί και εδώ τόνισε ο Χόγιερ,που θεωρείται στενός συνεργάτης του προέδρου Μπαράκ Οµπάµα. Ο επικεφαλής των ηµοκρατικών στη βουλή µιλώντας στο Ινστιτούτο Μπρούκινγκς σηµείωσε ότι ηµοκρατικοί και Ρεπουµπλικανοί στο Κογκρέσσο θα πρέπει να λάβουν τις δύσκολες πολιτικές αποφάσεις που απαιτούνται για να αντι- µετωπιστεί η διόγκωση του ελλείµµατος και το χρέος -ρεκόρ των Ηνωµένων Πολιτειών. Η µόνη λύση που µπορεί να εξασφαλίσει την υποστήριξη και των δύο πλευρών είναι µια ισορροπηµένη προσέγγιση, η οποία θα προβλέπει κάποιες περικοπές στις δαπάνες και θα οδηγεί στην αύξηση των εσόδων, αποφεύγοντας πάντως τις υπερβολές και στους δύο τοµείς τόνισε ο Χόγιερ. Το δηµόσιο χρέος των Ηνωµένων Πολιτειών ανέρχεται στα 12,44 τρισεκατοµµύρια δολάρια και το δηµοσιονοµικό έλλειµµα για το φορολογικό έτος 2010 το οποίο λήγει στις 30 Σεπτεµβρίου προβλέπεται ότι θα σπάσει όλα τα ρεκόρ και θα ανέλθει στα δισεκατοµµύρια δολάρια. ƒâ Ï ª Ú ÙË Ô appleïô ÛÈfiÙÂÚÔ Û ÏÏÔÁÔ Η Ρεάλ Μαδρίτης παραµένει ο πλουσιότερος σύλλογος στον πλανήτη, για πέµπτη συνεχή χρονιά, ακολουθούµενη από τη Μπαρτσελόνα και την Μάντσεστερ Γιουνάιτεντ, σύµφωνα µε το αποτέλεσµα που έδωσε στη δηµοσιότητα η συµβουλευτική εταιρεία «Ντελόιτ». Μάλιστα η διάσηµη ισπανική οµάδα έγινε η πρώτη οµάδα, σε όλα µάλιστα τα αθλήµατα, που ξεπερνά µέσα σε ένα χρόνο τα 400 εκατ. ευρώ σε κέρδη. Η πρώτη 20άδα απαρτίζεται αποκλειστικά από ευρωπαϊκούς συλλόγους. Πρώτη είναι η Αγγλία που έχει επτά οµάδες, η Γερµανία έχει πέντε και η Ιταλία τέσσερις συλλόγους. TË fiappleë à ٠ËȈ ÓÓÔ - ËÌËÙÚ Ô Alpha Bank, Treasury Division Ενισχυµένο παρουσιάζεται την τρέχουσα εβδοµάδα το αµερικανικό δολάριο έναντι του ευρώ λόγω κυρίως της ανησυχίας για τις δηµοσιονοµικές εξελίξεις των περιφερειακών χωρών της Ευρωζώνης. Θετικά επηρεάστηκε το αµερικανικό δολάριο από την ανακοίνωση του Ακαθάριστου Εγχώριου Προϊόντος τετάρτου τριµήνου στις ΗΠΑ. Συγκεκριµένα, αναθεωρήθηκε ανοδικά στο 5,9% σε σχέση µε το 5,7% που ήταν η αρχική µέτρηση. Ωστόσο την ενίσχυση του δολαρίου περιόρισε η µη αναµενόµενη µηνιαία υποχώρηση της τάξεως του 7,2% που παρουσίασαν οι µεταπωλούµενες κατοικίες τον Ιανουάριο µε αποτέλεσµα να διαµορφωθούν στο χαµηλότερο επίπεδο από τον Ιούνιο του 2009, επαναφέροντας ανησυχία για τις εξελίξεις στην αγορά κατοικιών. Επίσης ο δείκτης καταναλωτικής εµπιστοσύνης του Πανεπιστηµίου του Michigan διαµορφώθηκε το Φεβρουάριο ελαφρώς χαµηλότερα Buffett: Ú Ì ÛË apple Ú ÙË ÏÏ Û ÌÊ ÚÂÈ ÙËÓ.. Την δυσκολότερη περίοδο από τη δηµιουργία του πριν από περίπου µια δεκαετία αντιµετωπίζει το ευρώ και είναι σηµαντικό η Ελλάδα να αντιµετωπίσει τη ρίζα των προβληµάτων της προκειµένου να αποκαταστήσει την εµπιστοσύνη, σύµφωνα µε την Γερµανίδα Καγκελάριο Angela Merkel. Η Merkel επεσήµανε πως δεν έχουν ληφθεί αποφάσεις σχετικά µε την παροχή οικονοµικής βοήθειας στην Ελλάδα. «Το ευρώ βρίσκεται σίγουρα στην πιο κρίσιµη περίοδο από τότε που δηµιουργήθηκε», δήλωσε η Merkel. «Για αυτό τον λόγο πρέπει να είµαστε προσεχτικοί στο γεγονός ότι από τη µια πλευρά είναι το κοινό µας νόµισµα και από την άλλη τα προβλήµατα χρειάζεται να αντιµετωπιστούν στην ρίζα τους». Η Ευρωπαϊκή Ένωση έχει ισχυρό κίνητρο για να παρέµβει στο θέµα που έχει δηµιουργηθεί µε το ελληνικό χρέος, εκτι- µά ο γνωστός µεγαλοεπενδυτής Warren Buffett. Υπάρχει τεράστιο κίνητρο για την Ε.Ε. για να βοηθήσει στη διάσωση της Ελλάδας δήλωσε ο µεγαλοεπενδυτής. Αυτό είναι που βλέπουµε αυτή την περίοδο, συµπλήρωσε. Ο ίδιος διακρίνει µικρά σηµάδια βελτίωσης της αµερικανικής οικονοµίας, ωστόσο επισηµαίνει ότι δεν θα πρέπει να περιµένουµε θαύµατα. Περάσαµε το Περλ Χάρµπορ της αµερικανικής οικονοµίας, δήλωσε ο Buffett Θα νικήσουµε τον πόλεµο και ήδη τα πράγµατα πηγαίνουν µε το µέρος µας. Απαντώντας σε ερώτηση για τις προσπάθειες της αµερικανικής κυβέρνησης να βοηθήσει την οικονοµία ο Buffett προειδοποίησε πως δεν θα  ڈapple Î ËÌÔÛÈÔÓÔÌÈÎ appleúô Ï Ì Ù Û ÓÂ Ô Ó Ó ÂappleËÚÂ Ô Ó ÚÓËÙÈÎ ÙÔ Â ÚÒ στις 73,6 µονάδες από 74,4 µονάδες που ήταν τον Ιανουάριο. Επιπλέον οι αιτήσεις για εβδοµαδιαία επιδόµατα ανεργίας (εβδοµάδα έως 21/2) σηµείωσαν µη αναµενόµενη αύξηση στις 496,000 έναντι εκτίµησης 460,000. Προσωρινή στήριξη παρείχε στο ευρώ δηµοσίευµα στη Wall Street Journal στο οποίο αναφέρεται ότι εξετάζεται σχέδιο στήριξης της ελληνικής οικονοµίας από τη Γαλλία και τη Γερµανία ύψους 30 δις ευρώ. Αναφέρεται επίσης στην πιο πάνω εφηµερίδα ότι το σχέδιο αυτό αναµένεται να οριστικοποιηθεί την ερχόµενη Παρασκευή στη συνάντηση του Έλληνα Πρωθυπουργού µε τη Γερµανίδα οµόλογό του. Σηµειώνεται ότι η Ευρωπαϊκή Ένωση προέτρεψε τη ευτέρα την ελληνική κυβέρνηση να λάβει πρόσθετα οικονοµικά µέτρα άµεσα για να αντιµετωπίσει τα δηµοσιονοµικά της προβλήµατα δηλώνοντας ότι θα της παρέχει βοήθεια. Σε µια άλλη εξέλιξη, υποχώρηση παρουσίασε η αγγλική στερλίνα έναντι των άλλων κύριων νοµισµάτων στις αρχές της τρέχουσας εβδοµάδας λόγω της ανησυχίας ότι στις επικείµενες εκλογές στη Μεγάλη Βρετανία κανένα κόµµα δεν θα έχει την απόλυτη πλειοψηφία. Σε µια τέτοια εξέλιξη, η νέα κυβέρνηση δεν θα έχει την ευελιξία να µειώσει το µεγάλο δηµοσιονοµικό έλλειµµα της χώρας. Επιπλέον ο πληθωρισµός στη Μεγάλη Βρετάνια διαµορφώθηκε τον Ιανουάριο όπως αναµενόταν στο 1,0% ενώ σύµφωνα µε την αναθεωρηµένη µέτρηση το ΑΕΠ δ τριµήνου κατέγραψε σε ετήσια βάση υποχώρηση κατά 3,3% έναντι εκτίµησης για υποχώρηση 3,1%. Το ενδιαφέρον της αγοράς είναι στραµµένο την τρέχουσα βδοµάδα στη σύσκεψη της νοµισµατικής επιτροπής της Τράπεζας της Αγγλίας για καθορισµό της νοµισµατικής της πολιτικής. Οι αναλυτές δεν αναµένουν αλλαγή των επιτοκίων αλλά θα επικεντρωθούν στο συνοδευτικό κείµενο της απόφασης στο οποίο εκτιµάται ότι θα γίνει αναφορά για επανέναρξη του σχεδίου αγοράς οµολόγων σε περίπτωση που κρίνει η Τράπεζα της Αγγλίας ότι το επιβάλλουν οι οικονο- µικές συνθήκες. πρέπει να περιµένουµε θαύµατα. Ο Buffett αναγνωρίζει πάντως ότι ο πρόεδρος των ΗΠΑ Μπαράκ Οµπάµα κάνει καλή δουλειά για να οδηγήσει την αµερικανική οικονοµία πάλι σε τροχιά ανάπτυξης. Του δίνω καλό βαθµό, σηµείωσε χαρακτηριστικά. Αναφερόµενος στις δραστηριότητες της εταιρείας του Berkshire Hathaway, σηµείωσε ότι βελτιώνονται, ωστόσο µε πολύ αργό ρυθµό. Σχολιάζοντας εξάλλου την εντυπωσιακή ανάκαµψη των χρηµατιστηριακών αγορών από τα χαµηλά του περασµένου έτους ο Buffett προειδοποιεί ότι αυτό καθιστά τις µετοχές λιγότερο ελκυστικές σήµερα. Ο ενθουσιασµός µου για τις µετοχές είναι σε άµεση συνάρτηση µε το πόσο έχουν υποχωρήσει. Μετά την άνοδο, οι µετοχές είναι πολύ λιγότερο ελκυστικές απ ό,τι πριν από ένα χρόνο, επισήµανε. Σε συνέντευξη που παραχώρησε o δισεκατοµµυριούχος επενδυτής προέβλεψε πως η Ελλάδα θα επιβιώσει της δηµοσιονοµικής κρίσης, αφήνοντας ωστόσο την Ισπανία και άλλες χώρες µε παρόµοια προβλήµατα. Είτε η Ευρώπη θα λάβει τώρα τα θεσµικά µέτρα που απαιτούνται για την αποκατάσταση της «δυσλειτουργίας» του νοµίσµατος ή µπορεί πράγµατι το ευρώ να µην επιβιώσει, δήλωσε. Το πρόβληµα χρέους της Ελλάδας έχει οδηγήσει το ευρώ στο µεγαλύτερο πτωτικό σερί έναντι του δολαρίου από το Νοέµβριο του 2008, ενώ οι επενδυτές είναι ανήσυχοι για τα ελλείµµατα άλλων χωρών της Ευρωζώνης, όπως της Ισπανίας, σηµείωσε ο Soros. «Στη ρίζα υπάρχει το ελληνικό χρέος και η απώλεια αξιοπιστίας. Είµαι πολύ ευχαριστηµένη που η ελληνική κυβέρνηση σχεδιάζει πολύ θαρραλέα µέτρα για να βελτιώσει τη δηµοσιονοµική της κατάσταση». Επιπλέον, η Merkel, µιλώντας για τα δηµοσιεύµατα που ήθελαν τη Γερµανία να έχει υπολογίσει πιθανή βοήθεια προς την Ελλάδα στον προϋπολογισµό της για το 2010, ανέφερε «Αυτό δεν ισχύει. Έχουµε συνθήκη που δεν προβλέπει καµία διάσωση κρατών. Το καλύτερο που µπορούµε να κάνουµε για την Ελλάδα, είναι να ξεκαθαρίσουµε πως πρέπει να αντιµετωπίσει µόνη της τα προβλήµατα της». Όπως υποστήριξε η Ευρωπαϊκή Επιτροπή παρακολουθεί την Ελλάδα για να διασφαλίσει ότι λαµβάνονται τα κατάλληλα µέτρα και είπε χαρακτηριστικά πως δεν έχουν ληφθεί άλλες αποφάσεις. Τα στοιχεία του ολλανδικού ινστιτούτου, το οποίο είναι εξειδικευµένο στην καταγραφή των τάσεων στις εµπορευµατικές ροές, δείχνουν µία ταχεία αντιστροφή της απότοµης πτώσης που σηµειώθηκε από τα τέλη του 2008 στο παγκόσµιο εµπόριο. Σηµειώνεται ότι από τον Οκτώβριο του 2008 έως τον Ιανουάριο του 2009, ο όγκος του παγκόσµιου εµπορίου µειώθηκε κατά 20%, µία πτώση που ήταν, συγκριτικά µε το ρυθµό ανάπτυξης, µεγαλύτερη και από την περίοδο της Μεγάλης Ύφεσης στην δεκαετία του 30. Τον εκέµβριο του 2009, η µηνιαία αύξηση που σηµειώθηκε στις ανταλλαγές εµπορευµάτων διεθνώς ήταν 4,8% που είναι η υψηλότερη που έχει παρατηρηθεί τα τελευταία 19 χρόνια που υπάρχουν τα σχετικά στατιστικά στοιχεία. ªapple ÚÓÈ : ÀapplefiÛ ÂÛË ÁÈ «Í appleóë» ÌÂÙ ÚÚ ıìèûë ÙÔ ÙÚ appleâ ÈÎÔ ÙÔÌ Ο νέος ευρωπαίος Επίτροπος για τις χρηµατοοικονοµικές υπηρεσίες Γάλλος Μισέλ Μπαρνιέ, του οποίου η εκλογή είχε ανησυχήσει το λονδρέζικο Σίτι, υποσχέθηκε ενώπιον αντιπροσωπίας τραπεζιτών στο Λονδίνο πως θα υπάρξει µία «έξυπνη και αποτελεσµατική ρύθµιση» του χρηµατοπιστωτικού τοµέα. «Προκειµένου να αποκαταστήσουµε την εµπιστοσύνη, µας χρειάζεται µία µεταρρύθµιση, έξυπνη, αποτελεσµατική και αρµονική», τόνισε ο Μπαρνιέ. Η επιλογή του Λονδίνου ως ενός από τους πρώτους σταθµούς του Μπαρνιέ στο εξωτερικό είναι άκρως συµβολική. Το λονδρέζικο Σίτι, που στεγάζει τις µεγαλύτερες τραπεζικές συναλλαγές στην ΕΕ, είχε ταραχθεί µε την επιλογή του Μπαρνιέ στη συγκεκρι- µένη θέση, φοβούµενο ότι µία αυστηρή µεταρρύθµιση του τραπεζικού τοµέα θα προκαλούσε µαζική έξοδο των τραπεζιτών από το οικονοµικό κέντρο της βρετανικής πρωτεύουσας. Ενώπιον των βρετανών τραπεζιτών, ο επίτροπος της ΕΕ έθεσε τρεις προτεραιότητες. Κατ αρχάς, ο Μπαρνιέ µίλησε για «καλά εποπτευόµενα ιδρύµατα» χάρις σε έναν «ενιαίο κανόνα, που θα συνοδεύεται από τη στενή συνεργασία και µία πραγµατική ανταλλαγή πληροφοριών». Ο Μπαρνιέ ευχήθηκε ο µηχανισµός αυτός να µπορέσει να στηθεί «έως τα µέσα του έτους», προκειµένου να τεθούν σε εφαρµογή «οι νέες ρυθµιστικές αρχές έως τις αρχές του νέου έτους». Η δεύτερη προτεραιότητα αφορά «τους επαρκώς κεφαλαιοποιηµένα ιδρύµατα», τόσο σε ποιότητα, όσο και σε ποσότητα. Οι σχετικές προτάσεις θα κατατεθούν «το προσεχές φθινόπωρο», δήλωσε.
