Καθήκοντα και ευθύνες: Είναι υπεύθυνος για την οργάνωση, διοίκηση, εποπτεία, συντονισμό και αποτελεσματική λειτουργία του Τμήματος Ηλεκτρονικών Επικοινωνιών. Εφαρμόζει τις σχετικές με τις αρμοδιότητες του Τμήματος νομοθεσίες και ασκεί τις εξουσίες που του παρέχονται από αυτές.

2 (γ) (δ) Συμβουλεύει πάνω σε θέματα της αρμοδιότητάς του και ιδιαίτερα σε σχέση με τη διαμόρφωση της κυβερνητικής πολιτικής στους τομείς αρμοδιότητας του Τμήματος. Εκτελεί οποιαδήποτε άλλα καθήκοντα του ανατεθούν. 3. Απαιτούμενα προσόντα: (1) Πανεπιστημιακό δίπλωμα ή τίτλος ή ισότιμο προσόν σε ένα από τα πιο κάτω θέματα ή συνδυασμό των θεμάτων αυτών: Ηλεκτρονικές Επικοινωνίες, Ηλεκτρονική Μηχανική, Ηλεκτρολογική Μηχανική. (Σημ.: Ο όρος "πανεπιστημιακό δίπλωμα ή τίτλος" καλύπτει και μεταπτυχιακό δίπλωμα ή τίτλο). (2) Μεταπτυχιακό δίπλωμα ή τίτλος που αποκτήθηκε μετά από σπουδές διάρκειας ενός τουλάχιστον ακαδημαϊκού έτους στις Ηλεκτρονικές Επικοινωνίες ή στην Ηλεκτρονική Μηχανική. (3) Εγγραφή ως μέλους του Επιστημονικού Τεχνικού Επιμελητηρίου Κύπρου στον κλάδο Ηλεκτρονικής Μηχανικής περιλαμβανομένης και της Μηχανικής της Πληροφορικής, σύμφωνα με τη σχετική νομοθεσία. (4) Δεκαετής τουλάχιστον μεταπτυχιακή πείρα σε υπεύθυνη θέση σε θέματα ηλεκτρονικών επικοινωνιών, από την οποία πενταετής τουλάχιστον πείρα σε εποπτικά/διοικητικά καθήκοντα που να περιλαμβάνουν προγραμματισμό, οργάνωση, καθοδήγηση, συντονισμό και έλεγχο εργασιών. (5) Πολύ καλή γνώση της σχετικής με τις ραδιοεπικοινωνίες και τις ηλεκτρονικές υπογραφές νομοθεσίας, καθώς και σε θέματα σχετικά με τον τομέα της πολιτικής του διαστήματος και της κοινωνίας της πληροφορίας. (6) Πολύ καλή γνώση της Ελληνικής γλώσσας και της Αγγλικής ή της Γαλλικής ή της Γερμανικής γλώσσας. Σημ.: Αναφορικά με τους υποψηφίους - (ι) (ιι) Των οποίων η μητρική γλώσσα δεν είναι η Ελληνική και δεν έχουν απολυτήριο Ελληνικού Σχολείου Μέσης Εκπαίδευσης. και οι οποίοι, δυνάμει του Αρθρου 2.3 του Συντάγματος, επέλεξαν να ανήκουν στην Ελληνική κοινότητα, απαιτείται μόνο καλή γνώση της Ελληνικής γλώσσας, νοουμένου ότι θα έχουν άριστη γνώση της Αγγλικής γλώσσας. Οι αιτητές πρέπει να είναι πολίτες της Κυπριακής Δημοκρατίας, δεδομένου ότι το Υπουργικό Συμβούλιο, ασκώντας τις εξουσίες που παρέχονται σ αυτό δυνάμει του άρθρου 2 των περί Δημόσιας Υπηρεσίας Νόμων του 1990 έως (Αρ. 2) του 2014, καθόρισε την πιο πάνω θέση ως θέση που συνεπάγεται άμεση ή έμμεση συμμετοχή στην άσκηση δημόσιας εξουσίας και στη διαφύλαξη των γενικών συμφερόντων του κράτους. 5. Σύμφωνα με το άρθρο 31(β) των περί Δημόσιας Υπηρεσίας Νόμων του 1990 έως (Αρ. 2) του 2014 "Κανένας δε διορίζεται στη δημόσια υπηρεσία, εκτός αν συμπλήρωσε την ηλικία των δεκαεπτά χρόνων και, νοουμένου ότι πρόκειται για πολίτη της Δημοκρατίας, έχει εκπληρώσει τις στρατιωτικές του υποχρεώσεις ή έχει απαλλαγεί νομίμως από αυτές". 6.
