1 FUNDING APPLICATION AND GUIDELINES 2014 FUNDING APPLICATION AND GUIDELINES 2014 NATO CHARITY BAZAAR The NATO Charity Bazaar ASBL (NCB) has been holding its yearly charity event since Although we raise funds throughout the year, the annual NCB Bazaar is the social event of the year within NATO s international community. Participants in the annual Bazaar are the member nations of NATO as well as the Partner-for-Peace (PfP) nations. In 2013, 39 nations were represented. CHARITY SELECTION PROCESS Two categories of projects are funded: o Belgian charities (35% of proceeds) and International Charities (65% of proceeds). o Emergency donations: These donations are for exceptional or extremely urgent cases. The requested donation should not exceed the amount of The donations are made throughout the year. Factors taken into account when selecting charities for donation: We only consider the funding of requests from organizations which: o are non-profit (ASBL or VZW if located in Belgium), non-governmental organizations which have been officially registered as such for at least one year o are small, independent organizations (those which are NOT a branch of a large parent organization) with a maximum revenue of per year and a maximum equity of o exist (or are based) in a NATO country, a NATO PfP country or a country where NATO is currently engaged (i.e. Afghanistan) o have NOT received funds from the NCB for at least two complete calendar years (for example, an organization that has benefited from funds raised at the 2013 Bazaar is not eligible to apply again before 2016). Application forms must be complete. All questions and requests for explanation MUST be addressed. FAILURE TO DO SO WILL RESULT IN DISQUALIFICATION OF THE APPLICATION. To be considered a Belgian charity applicant, the organization must exist (or be based) in Belgium. We fund projects which: o are small, specific projects which will be completed during the donation year o cover the widest spectrum of the community, and when completed have a long term impact and are of benefit to as many people as possible, o primarily benefit NATO countries, NATO PfP countries, and countries where NATO is currently engaged (for example in Afghanistan). However, we do not exclude projects from other geographic locations. We do NOT donate funds for the following expenses: o salaries for the daily staff nor daily running costs of the applying organization o publishing fees for advertisement purposes, nor for media related fees (web design, radio/tv advertising, radio/tv programs) o transportation modes (bicycle, scooter, motorcycle, car, bus, train, boat, airplane) o transportation costs (including gasoline, tickets and the hiring or leasing of transportation) The maximum amount donated is (euros), however we always strive to give the smallest amount required to make the project viable. The NATO Charity Bazaar members vote on the final list of charities to be funded + amounts to be donated. APPLICATION PROCESS Scan the completed version of this form as well as all of the required, signed documentation into one (1) pdf file (rename the file to include the name of your organization) and submit it by ONLY to charity@natocharitybazaar.org. The two photos should be sent separately in jpeg or tif format only. REMEMBER: Rename the application file and photo files to include the name of your organization The subject line of the MUST include the name of the applying organization. Direct any questions by to charity@natocharitybazaar.org, Attn: the Charity Coordinator. Proposals are due by 1 MAY at 12h00 (noon) Central European Time (CET) of each year. If funding is awarded, the funds will be transferred in December 2014 with a Donation Ceremony in January All Belgian charities will receive a personal visit from a representative of the NCB. All correspondence must be in English or French unless otherwise stipulated. Receipts for goods purchased with funds are required. The Association is a non profit and non governmental organization and one of the first Associations of Parents of People with Disabilities (AMEA) in Greece. The association is also one of the member leaders of the Federation (Pan-Hellenic Federation of Parents-Guardians of People with Disabilities ( ΠΟΣΓΑμεΑ: Pan-Hellenic Federation of Parents-Guardians of People with Disabilities. The general scope of the Association is the cooperation with the public and private local communities, as well as other similar scientific, cultural, professional associations/ institutions, Parents' association for People with Special Needs, and the State in general, aiming at the implementation of relevant programs regarding the social and economic policy, measures of prevention and treatment, and vocational training of physically and mentally handicapped persons (suffering of autism, body-kinetic-learning disabilities, Down syndrome, etc). The Association uses all the available programs (social, cultural events, entertaining, sports, recreational activities, etc) and creative activities helping to improve the aforementioned persons their physical and mental skills. Main concern is the provision of every possible moral, social, economic support aiming at the treatment, social, educational and vocational rehabilitation of the people with special needs. Application is considered incomplete if the information is not provided in at least one of these languages) PROJECT: Thermal and water insulation of the old damaged concrete roof, repair and restoration of all damages on the walls/ceilings (due to the humidity) in the facility of the Association of Parents Guardians for Persons with Disabilities in Chios Municipality The purpose of this funding request is of a HIGH importance. The maintenance characterized as high priority, due to the building s age, and it is our major concern as we barely manage to cover all the expenses. 8 -2- During the last two years we deal unsuccessfully with a severe leaking problem on the roof of the building, especially during fall and winter period with the bad weather conditions (storms, rain). The humidity and the mould coming form the damaged roof (multiple cracks) of the building are visible to the interior, found almost in every part of the ceiling and the walls in the living work room (for the people with special needs) and the kitchen. Recently, we ve worked out a solution that will solve the problem permanently and its maintenance will be less costly. On the other hand, money will be saved annually by reducing the energy demands of heating and cooling systems. This will be the thermal and water insulation of the old damaged concrete roof of the building and the after that, the restoration of the walls and ceiling, inside. This project will help us to undertake all maintenance and repair work needed, also to allow us, satisfy the needs for improving the quality of everyday life in the association s facility. We strongly believe that more than 42 individuals will be directly benefit with that project. Brief Summary of Organization s history and mission The Association of Parents Guardians for Persons with Disabilities in Chios Municipality was founded in 1984, by a few pioneer-parents, aiming to face the problems they had in common and which concerned them as parents of handicapped children. The Association is a non profit and non governmental organization and one of the first Associations of Parents of People with Disabilities (AMEA) in Greece. The association is also one of the member leaders of the Federation (Pan-Hellenic Federation of Parents- Guardians of People with Disabilities (ΠΟΣΓΑμεΑ). In 1987, the Association -after painful efforts- founded the Unit for the prevocational training and rehabilitation for the People with Disabilities, which was based in a building leased until In 1997, the Association was moved to a building given by the Holy Bishopric of Chios, where it is based until and including now. In 1997, the Association was recognized by the authorities, as an organization for charities, because of its contribution to the society. In 1999, the Unit was recognized by the local authorities as a Centre of recovery and rehabilitation. This approval was later invalidated, because of a change of the relevant law. In June 2003, the name of the Unit was changed to Centre for Creative Occupation of People with Disabilities. By utilizing programs of the EU which partly cover the functional costs, the shortages are covered by the Association. We would like to highlight that, in 1997 and in 2000, the Association was nominated by the Ministry of the Aegean and the President of the Hellenic Democracy, for its social work and the members' voluntary contribution. The members of the Association are approximately 100, but with limiting tensions, due to the existence of other associations for people with disabilities. 10 -2- The building (facility) has been provided by the church of Chios without rent as long as we use it for this specific purpose. It is located at the suburbs of Chios city in the area named Kofinas in which the facility operates since The staff (teachers and supervisors) payroll is provided by Chios City Administration. The expenses such as equipment, building maintenance, daily expenses are covered by our Association through charities, donations and parents contributions. Leisure programs of the disable persons, their holidays and any other extra programs are covered by their families. All the other costs are covered by and our revenues which come from the bazaars we organize to sell our kids craftsmanship creations. The general scope of the Association is the cooperation with the public and private local communities, as well as other similar scientific, cultural, professional associations/ institutions, Parents' association for People with Special Needs, and the State in general, aiming at the implementation of the relevant programs regarding the social and economic policy, measures of prevention and treatment, and vocational training of physically and mentally handicapped persons or with special needs (suffering of autism, mental and body-kinetic-learning disabilities, Down syndrome, etc). For the achievement of this scope, the Association takes care of the following: Establishment and operation of a Centre (Unit) of cure, treatment, education and social rehabilitation of the physically and mentally disabled persons; Implementation of appropriate programs to ensure people's vocational education establishing craftsmanship - workshops departments; Provision of every possible moral, social, economic support aiming at the treatment, social, educational and vocational rehabilitation of the people with special needs; Exploitation of all available programs ( social, cultural events, entertaining, sports, recreational) and creative activities helping to improve their physical and mental skills (Main objectives are: self - help skills domestic -household activities, communication skills, community presence and participation, family contact, leisure skills, attending training in a day center, overcoming challenging behavior, improve relationships with friends and family be part of a community, have opportunities to develop experience and learn new skills). 11 -3- strengthen, support, collaboration and information (e.g organizing seminars, conferences, etc). Active parental involvement in the administration and organization of all associations- entities that can satisfy their needs; Establishment of various Committees research and study to promote all issues concerning people special needs. 2. Current programs, activities and strengths/accomplishments Today, four workshops function in the Centre, each one bearing a different difficulty level, depending on the skills of the person who is being trained. In the workshops of weaving, plaster and wax handicrafts, woodworking, sorting out of recyclable materials (paper and aluminum), there are 30 individuals who practice and who are children of the members of the Association, regardless of the age, having a mental retardation, Down syndrome, and autism. The pieces created by the children are sold in various exhibitions, and this income is used in order to cover a small percentage of their needs in the Centre, and in the members of the Association. 12 -4- II. Purpose of Funding Request 1. Need for support - impact The revenue of the Association is comprised of the low monetary contribution of its members, but mostly of the donations coming from sensitive fellow citizens, which have nevertheless been dramatically reduced due to the economic crisis in Greece, up to the point that the existence of the Association has become unstable. The purpose of this specific funding request is of a HIGH importance. The maintenance is high priority, due to the buildings age, and it is our major concern as we barely manage to cover all the other expenses. It is well known that as a result of the terrible economical crisis pestering Greece, the maintenance expenses, in generall, have been dramatically reduced. During the last two years we deal unsuccessfully with a severe leaking problem on the roof of our building, especially during fall and winter period with the bad weather conditions. The leaking, mold and humidity are visible to the interior of the facility, found almost in every part of the ceiling and the walls. Unfortunately all these years we have made lots of efforts and tried different ways to repair the damages, without a result. Having in mind that our facility is like a second home for at least 30 disable persons and also the pride of our staff and our fellow citizens - since most of them helped significantly to establish it and they still do - as well as a significant point of reference in the social and economic life of Chios, we try hard to keep a high standard of functionality and level of life always recognizing and respecting their special needs. Recently, we ve worked out a solution that will solve the problem permanently and its maintenance will be less costly. This will be the thermal and water insulation of the old damaged concrete roof of the building and the repair of the walls and ceiling as well. Thermal insulation in buildings is an important factor to achieving thermal comfort for its occupants. Insulation reduces unwanted heat loss or gain and can decrease the energy demands of heating and cooling systems. It does not necessarily deal with issues of adequate ventilation and may or may not affect the level of sound insulation. Maintaining acceptable temperatures in buildings (by heating and cooling) uses a large proportion of global energy consumption. When well insulated, a building: Is energy-efficient, thus saving the owner money. Provides more uniform temperatures throughout the space. There is less temperature gradient both vertically (between ankle height and head height) and horizontally from exterior walls, ceilings and windows to the interior walls, thus producing a more comfortable occupant environment when outside temperatures are extremely cold or hot. 13 -5- Has minimal recurring expense. Unlike heating and cooling equipment, insulation is permanent and does not require maintenance, upkeep, or adjustment. Proposal s Target Population In our Association (Parents Guardians for Persons with Disabilities in Chios Municipality) we currently keep occupied more than 30 persons with special needs (most of them between years old), all suffering of various mental and body disabilities, (autism body-kinetic-learning disabilities, and Down syndrome), as already mentioned to the previous paragraphs. Those individuals plus the teachers - supervisors working with them, staff personnel in total 42 people will benefit directly from this project. Our Association needs strongly your support to this project in order to repair the building. This project will allow us to increase and satisfy the needs, for maintaining the high level of our everyday life and on the other hand, saving money every year by reducing the energy demands of heating and cooling systems. Itemization of Project Budget PROJECT: Thermal and water insulation of the old damaged concrete roof, repair and restoration of all damages on the walls/ceilings (due to the humidity) in the facility of the Association of Parents Guardians for Persons with Disabilities in Chios Municipality 1. Itemized budget for the project The surface that must be maintained is 350m 2. We have an offer of 31 Euros per square meter, from a specialized company. 350m 2 x 31 Euros = Euros. This amount includes VAT 23% and covers everything needed (material and labor) as well as the cost of cleaning and dumping the old waterproof material. The project comprises the following stages (layers): Cleaning of roof s surface from the old and damaged material. Construction of an anti-humidity film. The roof s surface is painted with an asphalt-elastic paint. Installation of insulating material. The roof s surface is covered with polystyrene sheets K20 (3 cm thick). Construction of 1.5% slope surface. The insulating material is covered with foam concrete that is applied with 1.5% slope. The new surface has the necessary slope to be drained from rain fast and it provides an extra insulation to the building. Asphalt - elastic glue application. The new concrete surface is painted with asphalt glue that helps the adhesion of the next layer. Installation of asphalt waterproofing membranes. Asphalt waterproofing membranes (Βituline Palladien or Arco Elastech) of 4.5 kg/sq.m.density, are installed, with 10 cm overlapping each other. Strengthening of roof s weak points (mostly the corners) with multiple pieces of waterproofing membrane. Finally the ceiling and walls inside the building are properly cleaned from the mold and painted. 2. Order of Importance The proposed project will be executed in one part (there is no order of importance or separate parts of construction). The whole project itself is of a HIGH importance.
