Η Λίλιαν Μήτρου ςποφδαςε Νομικά ςτη Νομική Αθηνών και εκπόνηςε τη διδακτορική διατριβή τησ με αντικείμενο τον θεςμικό ζλεγχο τησ προςταςίασ δεδομζνων ςτη Γερμανία και ςτη Γαλλία ςτο Johann Wolfgang Goethe Universitaet Frankfurt υπό την εποπτεία του Καθηγητή Σ. Σημίτη. Κατά το διάςτημα 1996-2004 υπήρξε ςφμβουλοσ του πρώην Πρωθυπουργοφ Κ. Σημίτη ςτουσ τομείσ τησ Διοίκηςησ και τησ Κοινωνίασ τησ Πληροφορίασ. Ζχει διατελζςει μζλοσ τησ Αρχήσ Προςταςίασ Δεδομζνων Προςωπικοφ Χαρακτήρα (1999-2003). Ζχει διδάξει δίκαιο προςταςίασ προςωπικών δεδομζνων και δίκαιο τησ πληροφορίασ ςε προγράμματα Μεταπτυχιακών Σπουδών τησ Τμήματοσ Νομικήσ Αθηνών (2000-2008), του Τμήματοσ Πληροφορικήσ του Οικονομικοφ Πανεπιςτημίου Αθηνών (2008-ςήμερα), του Τμήματοσ Ψηφιακών Συςτημάτων του Πανεπιςτημίου Πειραιά, του Τμήματοσ Αρχειονομίασ και Βιβλιοθηκονομίασ του Ιονίου Πανεπιςτημίου (2004-2006) και ςτην Εθνική Σχολή Δημόςιασ Διοίκηςησ (2001- ςήμερα). Ζχει ςυμμετάςχει ςε πολλζσ νομοπαραςκευαςτικζσ επιτροπζσ με αντικείμενο την προςταςία προςωπικών δεδομζνων, το δίκαιο των επικοινωνιών, την ηλεκτρονική διακυβζρνηςη κλπ. κι ζχει ςυντάξει μελζτεσ για διεθνείσ οργανιςμοφσ (Ευρωπαϊκή Επιτροπή, Συμβοφλιο τησ Ευρώπησ, European Fundamental Rights Agency). Ζχει ςυνεργαςτεί ςε πολλά εθνικά και διεθνή ερευνητικά ζργα. Τα ερευνητικά ενδιαφζροντά τησ αφοροφν την ιδιωτικότητα και την προςταςία προςωπικών δεδομζνων, την ηλεκτρονική διακυβζρνηςη, τη διαχείριςη πληροφορίασ και το δίκαιο του διαδικτφου.
