Its purpo se is to p rovide a p ractical too l w h ich cou ld assist governm en t agencies in decision m ak ing fo r the efficien t m anagem en t of w ater resou rces in term s of bo th quan tity and quality. By com b in ing the capab ilities of geograph ical info rm ation system ( G IS ), database m anagem en t system (DBM S), modelm anagem en t system (MM S) and expert system, ED SS in tegrates relevan t environm en tal databases, hydrodynam ic and w ater quality models, op tim ization p rocedu res, know ledge2based expert system s, and environm en tal regu lation s so that data, models, hum an in tu ition s, expertise, and po licies can be u sed in a seam less m anner. T h is paper first ou tlines the basic concep ts and ph ilo sophy adop ted in develop ing ED SS, the system arch itectu re, design featu res, imp lem en tation techn iques and facilities p rovided. T hereafter, the co re part of the system - the hydrodynam ic and w ater quality models are described b riefly. T he final con tribu tion in th is paper describes the app lication of ED SS to the Pearl R iver D elta, w h ich has the mo st comp licated tidal river netw o rk pattern s as w ell as the fastest econom ic developm en t in the w o rld. Examp les are given of the rea l2w o rld p rob lem s tha t can be add ressed u sing the system. T hese include t ran s2 bounda ry w a ter po llu t ion ana lysis, reg iona l d rink ing w a ter take2up site select ion, screen ing of impo rtan t po llu ters, environm en tal impact assessm en t, and w ater quality zon ing. It is illu strated that ED SS can p rovide efficien t and scien tific analytical too ls fo r p lann ing and decision2m ak ing purpo ses in the age of info rm ation.
