Note from the Presidency and the Secretariat This year, the Directorate General Employment, Social Affairs and Inclusion (DG EMPL), will again engage in the exercise of collecting statistical data relating to PD A1 certificates issued by EU Member States, other EEA countries and Switzerland to posted migrant workers and workers employed in two or more Member States. Data collected in previous years confirm the trend that posting is becoming an increasingly important form of workers' mobility within the EU. The currently available data only provide the number of PD A1 certificates issued in each country, but do not contain any information on the duration of posting or the hours worked. Therefore, it is not possibly to use these figures to calculate the impact of postings on the level and structure of employment and wages in the sending and receiving countries. In the last months many Member States pointed out challenges which have arisen in relation to the PD A1. Thus, this underlines the need to report additional data, in order to improve its quality. These data are currently the only source of comparable information at European level to follow this trend and assess its influence on the coordination of social security systems and developments in the workforce in Europe. It is therefore important that all countries provide data of the best possible quality. Data for 28 and 29 were presented at the 325th meeting of the Administrative Commission in February 211 (AC Note 19/11). Data for 21 and 211 were presented at the 322nd meeting of the Administrative Commission in October 212 (AC Note 512/12). The current exercise will concern data for 212 and 213. You will find attached two Excel files that we would like you to use for the data collection. More information on the data collection requested and guidelines for filling in the table are attached to this letter. In order to be able to present the new figures for 212 and 213 at the October Administrative Commission meeting, it is important to send us your data as soon as possible, in any case by 1 June 214 at the latest. The delegations are urged to continue collecting the data and if possible to improve the data's quality. This exercise will be repeated every other year so that the next request for reporting the data for 214 and 215 will be send out in 216. In the future exercise more specific data, as provided with a PD A1, will be collected: posted self-employed persons, flight or cabin crew members, persons employed and self-employed (working in two or more States) as well as persons working as an employed person and as a self-employed person in different States. This request is sent to the Members and Observers of the Administrative Commission on the Coordination of Social Security Systems. We would like to ask you to forward this request, where necessary, to the person(s) within your administrations who would be best placed to respond. Τα στοιχεία που συγκεντρώθηκαν τα προηγούμενα έτη επιβεβαιώνουν την τάση ότι η απόσπαση έχει μετατραπεί σε μια πολύ σημαντική μορφή κινητικότητας εργαζομένων εντός της Ε.Ε. Τα στοιχεία που είναι διαθέσιμα επί του παρόντος παρέχουν μόνον τον αριθμό των φορητών εντύπων A1 τα οποία εκδίδονται σε κάθε χώρα, δεν εμπεριέχουν όμως πληροφορίες σχετικά με τη διάρκεια της απόσπασης ή τις ώρες εργασίας. Ως εκ τούτου, δεν είναι δυνατόν να χρησιμοποιηθούν αυτά τα στοιχεία προκειμένου να υπολογιστεί η επίδραση των αποσπάσεων στο επίπεδο και τη δομή της απασχόλησης και των μισθών στα κράτη αποστολής και υποδοχής. Τους τελευταίους μήνες πολλά κράτη μέλη έχουν επιστήσει την προσοχή σε θέματα υπό αμφισβήτηση που προέκυψαν σχετικά με τα φορητά έντυπα Α1. Συνεπώς, αυτό υπογραμμίζει την ανάγκη παροχής συμπληρωματικών στοιχείων, με σκοπό την ποιοτική τους βελτίωση. Αυτά τα στοιχεία είναι η μοναδική πηγή πληροφοριών σε ευρωπαϊκό επίπεδο για να παρακολουθούμε αυτή την τάση, να αξιολογούμε την επιρροή της στον συντονισμό των συστημάτων κοινωνικής ασφάλισης και των εξελίξεων στο εργατικό δυναμικό της Ευρώπης. Κατά συνέπεια, είναι σημαντικό να παρέχονται από όλες τις χώρες όσο το δυνατόν ποιοτικότερα στοιχεία. Τα στοιχεία για το 28 και 29 παρουσιάστηκαν στην 325 η Σύνοδο της Διοικητικής Επιτροπής τον Φεβρουάριο 211 (νότα 19/11). Τα στοιχεία για το 21 και 211 παρουσιάστηκαν στην 322η Σύνοδο της Διοικητικής Επιτροπής τον Οκτώβριο 212 (νότα 512/12). Η παρούσα συλλογή θα αφορά στοιχεία για τα έτη 212 και 213. Συνημμένα θα βρείτε δύο έγγραφα excel που θα θέλαμε να χρησιμοποιήσετε για τη συλλογή των πληροφοριών. Περισσότερες πληροφορίες για τη συλλογή των στοιχείων και οδηγίες για τη συμπλήρωση των πινάκων επισυνάπτονται σ αυτή την επιστολή. Προκειμένου να μπορέσουμε να παρουσιάσουμε τα νέα στοιχεία για το 212 και 213 στη Σύνοδο της Διοικητικής Επιτροπής του Οκτωβρίου, είναι σημαντικό να μας στείλετε τα στοιχεία σας το συντομότερο δυνατόν και σε κάθε περίπτωση το αργότερο μέχρι 1/6/214. Συστήνεται στις ομάδες να συνεχίσουν να συλλέγουν τα στοιχεία και, εάν είναι δυνατόν, να τα βελτιώσουν ποιοτικά. Explanations for filling in the PD A1 data collection table for the reporting years 212 and 213 The data collection tables for 212 and 213 differ from the tables for the years 21-211: there is no question on international transport, but additional lines have been added, such as: number of 'unique' persons who received a certificate, total figures for the amount of posted self-employed persons and average duration in days of all PD A1 issued. When filling out the Excel table, please take note of the following: 1. Please insert the name of the organisation or institution that has provided the requested data. 2. Please use the appropriate table (212 or 213) for the reference period to which the reported data relate. We are interested in receiving statistical data on the PD A1 certificates issued in 212 and 213. As Croatia joined the European Union on the 1 July 213, only data from this date shall be included in the tables and overall figures. 3. The table contains a separate field for the number of PD A1 certificates that are issued for posted workers (persons employed and self-employed). In the rows of the table that correspond to this field, please fill in the number of PD A1 issued in your country, if possible by detailed country of destination to which the person was posted. This breakdown by receiving country is important information. If no exact breakdown is available, estimates are also helpful. However, if you can only provide the total, put it in the row corresponding to the "Subtotal postings". 4. If available, please provide a sector breakdown for posting as indicated in the table (even if you only have top-level estimates). 5. The third category for which PD A1 certificates are issued is defined as "Active in 2 or more Member States", which mainly refers to (employed or self-employed) persons that are normally active in the territory of two or more Member States (Article 13 of Regulation (EC) No 883/24). 6. If no exact breakdown is available on persons normally working in two or more Member States, estimates are also helpful. However, if you can only provide the total number of issued PD A1 according to Article 13 of Regulation (EC) No 883/24, put it in the row corresponding to the "Active in 2 or more Member States". 7. The fourth category for which PD A1 certificates are issued is defined as "Others", which can be the case for example for Article 16 agreements etc. 8. If available, please provide total figures for the 'unique' number of persons who received a PD A1from the reporting country during the reference period (YEAR). Posted workers who received more than one PD A1 certificate during the reference period are only counted once. 9. If available, please provide total figures for the total amount of posted self-employed 1. persons. 11. If available, please provide average duration in days of all PD A1 issued. E.g. a theoretical duration could be calculated based on the reported starting date and ending date in the E11/E12 form (E11: point 5.2; E11: point 5.1) or in the PD A1 (point 2.2 Starting date and point 2.3 Ending date ). Please provide information related to the used methodology, challenges encountered during the collection of data as well as possible limitations of this exercise.
