FLIRE DSS, ένα διαδικτυακό εργαλείο λήψης αποφάσεων για την διαχείριση φυσικών καταστροφών σε αστικό περιβάλλον Dimitris Poursanidis a, Giorgos Kochilakis a, Nektarios Chrysoulakis a, Vassiliki Varella b, Vassiliki Kotroni c, Giorgos Eftychidis b, Kostas Lagouvardos c, Chrysoula Papathanasiou d, George Karavokyros d, Maria Aivazoglou e, Christos Makropoulos d & Maria Mimikou d a FORTH, b Algosystems S.A., c NOA, d NTUA, e ICL
FLIRE DSS Το FLIRE DSS αποτελείται από 5 εργαλεία: FLIRE server; Graphical User Interface (GUI); Σύστημα Διαχείρισης Κλιματικών Δεδομένων (WIMT); Σύστημα Διαχείρισης Πυρκαγιών (EFiWS) and Σύστημα Διαχείρισης Πλημμυρικών Δεδομένων (Floras)
The FLIRE Server and GUI Ενώνει όλα τα υποσυστήματα. Προσφέρει πρόσβαση στους λήπτες αποφάσεων μέσω εξειδικευμένου ιστότοπου Το GUI είναι οργανωμένο σε έξη καρτέλες: the spatial data visualization board (Tab A); the weather forecast database interface (Tab B); the weather stations data interface (Tab C); the fire management system interface (Tab D); the Keetch-Byram Drought Index (KBDI) control board (Tab E) and the Floodplain Data system interface (Tab F).
Spatial data visualization board (Tab A)
Σύστημα Διαχείρισης Φωτιάς (Tab D) G-FMIS: Forest Fire Management spatial model based on the BEHAVE fire behavior model. Προϊόν: Εξάπλωση της φωτιάς σε προκαθορισμένο χρόνο Δεδομένα: Χάρτης Καύσιμης Ύλης; Θέση έναρξης της φωτιάς; Μετεωρολογικά δεδομένα.

KBDI control board (Tab E) Is a cumulative soil/duff drought index on the conditions contributing to the flammability of the vegetation and its daily variation due to meteorological conditions. Range from 0 (no drought) to 800 (extreme drought) and it is based on the soil capacity in 200 mm of water. It is cumulative, based on the previous day value and it is calculated once per day, every morning, for each station that is located within the area of interest, using the meteorological data of the previous twenty-four hours. In the frame of FLIRE project, gridded KBDI is also calculated for the next day, based on weather forecasts available in WIS.
KBDI control board (Tab E) There are four classes of fire danger associated to the respective range of KBDI values: 0 25 : High soil moisture - typical of spring dormant season 25 100 : Typical of late spring, early growing season 100 150 : Typical of late summer > 150 : associated with more severe drought These classes have been defined in proportion to the classification of the original values of KBDI (0-800) calculated using the US customary units.
KBDI control board (Tab E) KBDI is calculated by using weather stations data
KBDI control board (Tab E) Gridded KBDI, based on weather forecast (experimental).
System performance To test its performance and reliability, the FLIRE DSS was accessed via a variety of platforms: PC and laptop with wired and wireless network connections and with OS (Windows, Linux, Mac OS); Tablets & smartphones on the filed, with 3G cell network, wireless network and different OS (Android, Windows, ios). A series of 100 ignition point scenarios using weather data were used to evaluate the response time of the model. DSS response after a cold start in about 27 seconds (mean value) with maximum at 61 seconds and minimum at 23 seconds.
Conclusions The FLIRE DSS has been developed as an open geospatial platform, running models as web-services, based on a distributed architecture. Unlimited accessibility by any geographical location. Transferability of the tool at any new area. No need for software installation even web browser add-on. It can incorporate other information tools for natural disasters. What-if scenario capacity to support fire and flood confrontation planning.
