Nicosia Introduction: May 1 st 2004 might have signalled the accession of Cyprus to the EU, it seems, however, that a lot of time will have to elapse before the citizens of the island assume their European identity. The questions asked clearly show that the prevailing rationale is what Cyprus will obtain from the accession, and how this will have a positive result for Cyprus in the equilibrium of give and take. As a result, instead of promoting Greek and Turkish Cypriot rapprochement, with this kind of approach, the local element is clearly predominant over the communal, and the citizens are still unable to visualize their country as part of a broader entity, that of the EU. Άρα, µέσα από τους θεσµούς της Ε.Ε. και ιδιαίτερα το Ευρωκοινοβούλιο που είναι πιο δεκτικό σε απόψεις, σε... ευρύτερες αντιλήψεις, µπορούµε πρώτα πρώτα να κρατούµε ζωντανό το ενδιαφέρον για το Κυπριακό πρόβληµα. Κατά την άποψή µου, αυτό είναι άλλωστε και το πιο επικίνδυνο. Να αποφασίσουν είτε οι Ευρωπαϊκοί θεσµοί, είτε οι διεθνείς θεσµοί, ότι δε γίνεται τίποτα πια µε την Κύπρο, και να εγκαταλείψουν την προσπάθεια να βρεθεί λύση στο Κυπριακό πρόβληµα. 3:44 Ερώτηση: - Εν να έχουµε κάποια ασφάλεια; 3:47 Λ. Χριστοφόρου: -Ο Κύπριος εντάχθηκε στην Ε.Ε. πιστεύοντας ως ιδέα πιστεύοντας ότι µέσα στη µεγάλη Ευρωπαϊκή οικογένεια θα έχει την ασφάλεια, που είναι σηµαντική για την Κύπρο, άρα για µας στην Κύπρο προέχει η διασφάλιση κανόνων και δυνατοτήτων τέτοιων που θα διασφαλίζουν και τις µικρές χώρες όσον αφορά την εθνική τους ασφάλεια, την οντότητά τους στην Ε.Ε. και το αίσθηµα που... εγγύησης και ασφάλειας που πρέπει να δηµιουργείται για το λαό. Άρα η Κύπρος µπαίνει µ εντελώς διαφοροποιηµένα κριτήρια απ ό,τι µπορούν να εισέρχονται ή να θέλουν να εισέλθουν οι άλλες χώρες. 4:17 Ερώτηση: -Πώς αντιλαµβάνεστε... το ρόλο της Κύπρου µέσα στην Ευρωβουλή, σα µια µικρή δύναµη; 4:24 Ε. Μαύρου: -Η Κύπρος έχει έξι Ευρωβουλευτές από σύνολο, τώρα, επτακοσίων ογδόντα επτά (787). Μετά τις Ευρωεκλογές θα µειωθεί ο αριθµός, τώρα υπάρχει κάποια αύξηση λόγω της ιεύρυνσης. Αντιλαµβάνεστε ότι µ έναν τέτοιο αριθµό δεν καθορίζουµε την πολιτική του Ευρωπαϊκού Κοινοβουλίου. Θα έλεγα ότι ούτε καν η Γερµανία που έχει ενενήντα εννέα (99) βουλευτές δεν καθορίζει τα αποτελέσµατα, αλλά... ίσως να τα επηρεάζει σε πολύ µεγαλύτερο βαθµό από εµάς. 4:55 Λ. Χριστοφόρου: - εν είναι ζούγκλα το Ευρωκοινοβούλιο. Πιστεύω εκεί αποδείχτηκε ότι γίνονται διαλογικές συζητήσεις για όλα τα θέµατα και λαµβάνοντας µάλιστα υπόψη ότι πρόεδρος του Ευρωκοινοβουλίου ήταν µέχρι πρότινος ο Πατ Κοξ, ο οποίος προέρχεται από µία µικρή χώρα, αποδεικνύεται και αναδεικνύεται ότι οι µικρές χώρες δεν έχουν κακή τύχη µέσα στο Ευρωκοινοβούλιο. 3

Πρέπει να πούµε ότι το 60%-70% των αποφάσεων που θα λαµβάνονται γι αυτό τον τόπο, για την καθηµερινότητα, για τον πολίτη θα προέρχονται θα προέρχονται από τις Βρυξέλλες. 5:53 Ερώτηση: -Όταν θα νοµοθετείτε θα υποστηρίζετε το συµφέρον της Κύπρου ή της Ε.Ε.; 5:59 Λ. Χριστοφόρου: -Σίγουρα για µας, δεν είναι το εθνικό που πρέπει να προέχει ή το Κοινοτικό, πιστεύω ότι όλ αυτά µπορούν να συµβαδίζουν και να υπάρχει ισορροπία, αυτό όµως που έχει σηµασία για την πατρίδα µας, είναι αυτό που συµπίπτει και ως στόχος από την ίδια την Ε.Ε., να προωθηθούν ζητήµατα που και η ίδια η Ε.Ε. θέλει να προωθήσει, όπως η κοινή εξωτερική πολιτική και ασφάλεια για την Ε.Ε., που ουσιαστικά, η Κύπρος θεωρείται σύνορα της Ε.Ε. και η Ε.Ε. της παρέχει τη δυνατότητα διασφάλισης των συµφερόντων της ως Ε.Ε., αλλά και διασφάλιση και των ίδιων των κατοίκων αυτών της χώρας, ως ισότιµα µέλη της Ε.Ε. 6:34 Π. ηµητρίου: -Φυσικά, µιλώντας και εκ πείρας, πρέπει να πω ότι το Ευρωπαϊκό Κοινοβούλιο δεν απασχολείται και µε θέµατα που να άπτονται, κατά τρόπο αποκλειστικό, των εθνικών συµφερόντων ή και του καθαρώς εθνικού ενδιαφέροντος οποιασδήποτε χώρας. 6:53 Ερώτηση: -Και τι γίνεται όταν το δικό µας συµφέρον έρχεται αντιµέτωπο µε το συµφέρον της Ε.Ε.; 7:00 Π. ηµητρίου: -Τα θέµατα που απασχολούν το Ευρωκοινοβούλιο είναι θέµατα γενικότερου και κοινού ενδιαφέροντος. What will they do about the Cypriots? 2:54 E. Mavrou: -The EU is, by now, one of the important players, if I might use the expression, in the scene, determining the development of the Cyprus Issue. Therefore, through the institutions of the EU and particularly through the European Parliament that is more receptive to views and broader perceptions, we can first of all keep the interest for the Cyprus Issue alive and burning. In my view, this is also the ultimate danger: for the European institutions or the international institutions to decide that, nothing can be done any more with Cyprus and give up on trying to achieve a solution to the Cyprus Issue. 6

3:44 Question: -Will we enjoy some security? 3:47 L. Christoforou: -The Cypriots chose to access the EU believing in it as an idea, believing that within the broad European family they would enjoy security something important for Cyprus. Therefore for us in Cyprus what s most important is the safeguarding of such regulations and potentialities that would also safeguard smaller countries regarding their national security, their separate entities within the EU and feelings of guarantee and security within the people. Therefore, Cyprus is accessing the EU with completely differentiated criteria than those that might apply for other countries. 4:17 Question: -How do you perceive the role of Cyprus within the European Parliament, it having such a small eventuality? 4:24 E. Mavrou: -Cyprus has six European Parliamentarians out of, at present, a total number of 787. After the European elections this number will be diminished; there is a small increase now due to the enlargement. You realize, therefore, that with this number of representatives we do not designate the policies of the European Parliament. I would say that not even Germany, with 99 members at the Parliament, does not designate the results. Just might (Germany) be able to influence them (the results) to a much greater extent than we would be able to. 4:55 L. Christoforou: -The European Parliament is not a jungle. It has been proven that debates on all issues take place there. Also, bearing in mind that the President of the European Parliament was until recently Pat Cox, who is a native of a small country, it is made clear that small countries do not fare too badly within the European Parliament! 5:14 E. Mavrou: -We must not believe that our part is negligibly, therefore these elections are of no consequence, nor, on the other hand, should we overestimate the capabilities for intervention that we possess within the EU. 5:32 L. Christoforou: -Europe should be regarded as a free territory for developing dialogue and arguments, where each and every one of us will be shoulder the responsibility to convince his colleagues and the various committees so as to pass their own views and policies. It should be said that 60% - 70% of the decisions taken in this manner, for everyday matters, for citizens, would be issued in Brussels. 7

5:53 Questions: -When you will be passing laws, will you be supporting the interests of Cyprus or those of the EU? 5:59 L. Christoforou: -Certainly for us, it is neither the national nor the communal interests that should prevail. I believe that these two can coexist and strike a good balance; what is important for our country, however, is what coincides with the aims of the EU itself, namely the promotion of issues that the EU itself would like to promote, such as the common foreign policy and security of the EU. In essence, Cyprus is now considered the borderline of the EU. The EU presents Cyprus with the possibility of securing its interests as part of the Community and have the people themselves of the country as coequal members of the EU. 6:34 P. Demetriou: -Of course, speaking from experience, I must say that the European Parliament does not deal particularly with issues touching the national interests or the solely interests of any country. 6:53 Question: -What happens when our national interests clash with those of the EU? 7:00 P. Demetriou: -The issues the European Parliament deals with are issues of general and common interest. And even though they might affect the interests, the rights and the obligations of every individual member state, the approach made is that of the convergence and combination of the interests and the concerns of the different states. 7:28 P. Demetriou: -So, in other words, from now on the European Parliament will function on the basis of a European and not of a local conscience or on the basis of a clash of national interests. 8
