Ανταλλαγή απόψεων με την Παγκόσμια Τράπεζα, τα Ηνωμένα Έθνη και τις οργανώσεις των Ηνωμένων Εθνών CONT/8/01840 Τα Ηνωμένα Έθνη, το ταμείο των Ηνωμένων Εθνών για τα παιδιά και η Παγκόσμια Τράπεζα εξηγούν τον τρόπο με τον οποίο οι συγκεκριμένες οργανώσεις συνεργάζονται με την Ευρωπαϊκή Ένωση. Κάθε μία από τις διεθνείς οργανώσεις παρουσιάζει μια επισκόπηση σχετικά με την τρέχουσα κατάσταση των διμερών σχέσεων συνεργασίας της με την ΕΕ, τα όργανα για τις αντίστοιχες διοργανικές σχέσεις με την ΕΕ (όπως η οικονομική και διοικητική συμφωνία πλαίσιο μεταξύ ΕΚ- ΗΕ (FAFA) που καθορίζει τις αρχές και τον τρόπο λειτουργίας όταν οι οργανώσεις των ΗΕ διαχειρίζονται συνεισφορές της ΕΕ, η νέα συμφωνία πλαίσιο μεταξύ της ΕΚ και της Παγκόσμιας Τράπεζας σχετικά με την διοίκηση των καταπιστευματικών ταμείων με τη χρηματοδότηση της ΕΕ) και σχετικά με τη διαφάνεια, την ασφάλεια και τις πολιτικές λογοδοσίας τους. ANNUAL REPORT 2013 ON THE PROTECTION OF THE EU'S FIN ANC IAL INTE RES TS - FIG HT AGA INST FRAUD The Committee on Budgetary Control each year prepares an own-initiative report on the Protection of the European Union's financial interests. In this context, CONT held an exchange of views on 23 September 2014 with the Director-General of OLAF, Mr Giovanni Kessler, who, in the absence of Commissioner Algirdas Šemeta, presented the 2013 annual report from the Commission to the European Parliament and the Council on the Protection of the European Union's financial interests - Fight against fraud. During that meeting Mr Kessler also presented, this time in his own capacity, the fourteenth report of the European Anti- Fraud Office for 2013. In his report, Mr Pirinski, welcomes the Commission's report in which it outlined the broad range of legal and administrative measures taken since 2011 shaping a new landscape for further enhancement of the policy for protection of the financial PE541.668v01-00 10/16 PV\1040757.doc
interests of the Union. The Rapporteur believes that effective action against corruption is possible if criminal law measures are complemented by other measures such as better transparency and accountability. He insists, therefore, that Member States demonstrate firm political will in countering corruption. The Rapporteur welcomes the establishment of anti-fraud coordination services (AFCOS) in Member States as bodies which facilitate effective cooperation and the exchange of information with OLAF, and welcomes the successful outcomes of numerous joint customs operations (JCOs) involving the cooperation of OLAF and Member States with various third-country services. The Rapporteur urges the Commission to revert to interruptions and suspensions of payments only as a last resort for preventing irregularities since such measures increase the risk of errors due to the reduced time frames required for the proper absorption of EU funds. He requests that the Commission report on the actual contribution from interruptions and suspensions of payments in reducing irregularities and errors. The report will be voted on in CONT on 8 January 2015. responsible, Ladislav Balko This audit examined whether the approximately 4,7 billion euro coming from the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) allocated for renewable energ y broug ht value for mone y. In this audit, the Court analy sed whether funds in the period 2007-2013 had been allocated to well-prioritised, cost-effective and mature renewable energy generation projects, with rational objectives and to what extent these funds had achieved good results in contributing to the EU 2020 target for energy from renewable sources (RES). The Court concluded that the audited projects delivered outputs as planned, however the Court identified weaknesses in the implementation of many of those projects. Some procurement processes were not fully transparent, fair and efficient in the contractors' selection; the preparation was insufficient to allow an effective monitoring and evaluation; there was no direct link between the use of EU funds and the RES objectives; costeffectiveness of measures in different RES sectors was not always considered when the budgets were earmarked; and the necessary performance indicators for monitoring and evaluation were not created. period, the Court made some recommendations. The first recommendation goes to the Commission to provide guidance in the preparation and selection of projects and putting conditions for making funding available for RES investments. The projects must be guided by the principle of costeffectiveness; they must be based on proper needs assessment, prioritisation of the most cost-effective technologies and optimal contribution to the EU RES 2020 targets. Adequate RES objectives need to be set as well. The Commission is also advised to promote the establishment by Member States of a stable and predictable regulatory framework for RES in general. Following the proposed preparatory work by the Commission, Member States are advised to establish and apply minimum costeffectiveness criteria, enhance the added value of cohesion policy funds by improving RES project implementation, monitoring and evaluation and to compile measured data about energy generation costs in the RES sector. The Rapporteur welcomed the Court's Special Report and in particular the findings of nonproblematic implementation in selected RES projects. The principle of cost-effectiveness should be enshrined in cohesion policy instruments and in other energy related instruments. The Commission should intervene by streamlining the regulatory framework and providing guidance for the Member States to ensure a full match of the requirements defined in those instruments. RES's grid integration and invited the Commission to carry out updated screening of barriers in order to favour access for RES projects to the electricity grid. The need for adequate performance indicators and clear starting objectives is underlined together with the request for Member States to exchange best practices and establish common procedures to harmonise the national administrative systems. The Rapporteur asked the Commission to reinforce guidance to national project managers to ensure healthy competition to all applicants. The Rapporteur's working document will be available on the CONT website. The Rapporteur's conclusions will form part of the Commission's discharge report for the financial year 2013. with the EU. Each of these international organisations will provide an overview on the state of play of their bilateral partnerships with the EU, the respective instruments of their interinstitutional relationship with the EU (such as the EC-UN financial and administrative framework agreement (FAFA) which define the principles and mode of operations when UN organisations manage EU contributions, the new EC- World Bank framework agreement with regard to the administration of trust funds with EU funding) and their transparency, assurance and accountability policies. Prior to the start of the 2013 discharge procedure, this exchange of views is also timely for getting not only a better understanding of these international organizations' working methods but also to identify the challenges ahead for the EU cooperation with them, especially for the definition and exchange of good practices in order to set up similar and sustainable core principles of assurance in compliance with the EU financial regulations as stated by the Parliament in the 2012 discharge procedure.
