Translation EU and the Parliament CYBC, Cyprus Text (original Language) 0:19 Επιχειρηµατίας: -Θέλω πρώτα-πρώτα, οι Ευρωβουλευτές που θα πάνε, πριν να τους εκλέξουµε, να µας πουν τι θα επιτελέσουν εκεί που θα παν.
Translation EU and the Parliament CY.B.C. Nicosia 0:19 Businessman: -First and foremost, I would like the members of the European Parliament, before their election, to tell us what they aim to achieve there (in Brussels). Nothing more. Just enlighten us first and then we ll vote for them. 0:31 Tradesman: -I am asking the members of parliament to make an announcement, so that people will know what their task will be when they go there and in what way they will serve the Republic of Cyprus. 0:44-2:55 E. Mavrou: -The European Parliament s main order of business, as all Parliaments is legislature. Consequently, in the European Parliament, various proposals submitted by the European Commission regarding laws, directives and regulations are discussed, and there, in collaboration with the Council, the final decisions for most issues are taken. Therefore, our own contribution through the Committees of the European Parliament is studying, commenting on, amending these bills let s call them that so that they will end up in each member country where they will be incorporated in the national body of laws of that country. As representatives, if you will, of Cyprus, as Cypriot members of the European Parliament, we take special interest in informing people regarding the Cyprus issue, particularly after the latest developments. We also pay particular attention to issues discussed in the Committees that we believe might be of special interest to Cypriots. 3:14 Shop Owner: -As a Cypriot citizen, I would just like to ask who will our members of the European Parliament be and what they have to do with issues regarding Cyprus and Europe. 3:26-4:15 E. Mavrou: -Cyprus has 6 members in the European Parliament. Since we have not, unfortunately, managed to access the EU as a unified Cyprus, the apportionment provided by the Annan Plan does not stand. Therefore, we have one electoral district and six members of the European Parliament that are elected on a pan-cyprian basis. No elections are held in every district, the way it s done in parliamentary elections. You just tick the two candidates of your preference, as provided by the law. 5
In these elections, all voters who are registered in the electoral roll may exercise the right of vote just by using their civil I.D. card. 4:32 Shop Owner: -Will there be any Turkish candidates for the European Parliament as well? We would like to know, regardless whether we voted yes or no (in the referendum). 4:39-4:49 E. Mavrou: -Every Cypriot citizen has the right to be a candidate for election. Of course, given the political situation and bearing in mind that the number of the Turkish Cypriots who have registered in the electoral roll is very small, this eventuality seems even more distant. 5:16 Passer By: -I would like to know whether the Members of the European Parliament will be exercising party politics or whether they will be identifying themselves with the national politics of the state they are coming from. 5:31 L. Christoforou: -No party-spirited expediencies are getting in the way; there are no party-spirited objectives or benefits at work in the broader European environment there s only your country s interests, that you are given the opportunity to promote. And I personally believe that it would be a great mistake if Cypriot members of the European Parliament found themselves at war with each other within the European Parliament regarding their ideological or party identities and did not have a common line and policy for the promotion of all issues of national interest. 5:57 E. Mavrou: -The basis of the European Parliament is ideological and political. Imagine how our own parliament functions, with the political parties. The European Parliament functions in a similar way, with political groups. 6:10-6:30 L. Christoforou: -It is an inviolable rule that in order to function within the EU, you must belong to a party. Luckily, our party is the biggest, therefore it is the party with the greatest influence. We will not going to alienate ourselves from the European Popular Party, because, you realize that 6 members of the European Parliament from Cyprus among 800 others will not be able to achieve anything. 6:50 Passer By: -What will the duration of their term be in the European Parliament and who will be paying for their expenses and campaigns? 6
6:59-7:44 E. Mavrou: -The term of service of a member of the European Parliament lasts for five years, even though most members of the European Parliament, for various reasons, change mid-term. The cost of our representatives presence in the European Parliament is undertaken by the EU, in which we, of course, contribute as Cypriot citizens. As regards the electoral campaigns, these are conducted by the political parties, in consultation with political groups in the European Parliament, in which most Cypriot parties are participating. The political parties try to cover, as much as possible, the economic cost of the campaigns. 7
