Austerity measures and Greece s economic crisis have significantly reduced the operational capacity of Athens city government. At the same time, a vibrant civil society has emerged, with large numbers of citizens working together to improve their neighborhoods and communities.

SYNATHINA IN ONE PAGE SynAthina aims to enable a better relationship between the municipality of Athens and active citizens. The team has categorised the activities needed to achieve this into four main stages: collecting, connecting, sieving and incorporating. For more detail on what each step entails, see p15. SIEVING SynAthina identifies best practices from the community to inspire both citizens and the municipality. Community groups can use the synathina kiosk, a community building in the centre of Athens to host their activities and reach a wider range of people. The online platform maps and promotes the community activities by theme (solidarity, culture, public space, etc). p20 MUNICIPALITY OF ATHENS INCORPORATING SynAthina works closely with city officials to build a culture of innovation and collaboration. Open Calls is an example of a new method that synathina introduced and that is now widely used by the municipality to engage citizens. p37 SynAthina COLLECTING Citizens upload their activities on the online platform. Don t over manage Allow sponsors to be anonymous The synathina team has learned that it is best to focus on creating the right conditions for connections to happen, and to then let things emerge rather than to force connections. It is important to avoid over-managing how people form connections and to not be prescriptive about how they should work together. Think platform and first steps. Let things progress an then check-back when it happens to see what impact it had. When they redeveloped the online platform, the team aimed to make it easier for sponsors to give money or in-kind support to community groups. They also found that having the option to do so as an anonymous individual, rather than just as an organisation, encouraged donations. There are a few reasons for that. Some people wanted to participate but felt insecure not having an organistion name or a logo. Others were reluctant to see their name on a municipality website. Create comfortable conditions The Open Mondays happen at the synathina office. While the office is within the municipality, it has been designed to feel very different form the rest of the building: it is bright, open, and people are invited to sit around a large communal table. It may seem secondary, but the quality of the space is actually a key condition for community groups to feel open, comfortable and safe. In addition, the synathina team is young, tends to be very present at events. When they come in, people warm up to individuals they have met outside of the municipality. This contrast with the traditional image citizens might have of municipality officials as older and unapproachable. What space can you invite the community into? What messages does that space send to people coming in? Communicate inside as well as outside As well as getting the word out in the community to make sure active citizens know of and use synathina, for the platform to work as a connecting tool, it was essential to promote it within the municipality. The team learned that the following strategies help warm up city officials to a new way of working: They involved the Mayor in promoting synathina inside the municipality. This gave it legitimacy and visibility. They made sure that requests from community groups to the municipality are as simple and specific as possible to avoid bureaucratic delays and excuses. They encouraged municipality officials to make their own requests to community groups, showing that collaboration works both ways, and that they too can benefit from the platform. 1. How do you currently manage requests for support or collaboration? The municipality already had a central requests office to filter and manage requests to different departments. The synathina platform is connected to this office, which helped to integrate it with existing municipality processes. Is there anything comparable in your city? What can you build on? If not, how might you manage the flow of requests from community groups to the municipality? 2. Do you have a list of sponsors or volunteers? The municipality of Athens keeps a database of corporate social reponsibility contacts, sponsors and volunteers who have contributed to municipality projects. SynAthina uses these databases to promote opportunities for collaboration and publish open calls for support when a community group is in need. What processes do you currently have to connect with corporate sponsors and volunteers? How easy would it be to access and use their details? What will you need to ensure you have internal visiting community groups and citizens collectives at their spaces
