HISTORY Unified internal market 01.01.1993 From 1989 to 1991, the Community prepares to implement the internal abolishment of borders. Common rules are necessary for the import and intra-community trade. In the veterinary sector, 4 directives are published: -internal movement of products, -internal movement of live animals, - import of products, - import of live animals
Legislation Directive 91/496/EEC, laying down the principles governing the organisation of veterinary checks on ANIMALS entering the Community. Directive 97/78/EC, (replacing D 89/662) laying down the principles governing the organisation of veterinary checks on PRODUCTS entering the Community. An important number of other legal documents lays down special rules and details on the controls
Internal market No certificates for exchange of goods are needed anymore But the BSE crisis in 89 raises a new fear and brings to The necessity of traceability of bovine animals and their meat
The ANIMO programme, at first, and later the more evolved TRACES programme, allow to: - exchange information and follow movements of animals in the internal market - see immediately, before arrival, the certification of the travelling animals, their route and the exact destination (as declared) - obliges the implementation of legislation: the emission of a certificate if the origin, destination, or the transporter are not accredited
External borders of EU BIPs are built to unify controls, to make work easier and more efficient (269 today) The aim is to protect from the entry of animal diseases and to protect human health Decisions ground common rules for veterinary controls in detail Exchange of veterinarians between MS help to know and understand better the new perspective

All conditions for import must be satisfied The importer must declare officially what he is interested to import Once the control is done satisfactorily, a CVED must be issued If a consignment is rejected, this is notified immediately to all BIPs of EU Statistical data must be provided for all EU TRACES is the tool that helps for all this work
Consignments subject to checks In combination with the custom rules and classification. Commission Decision 2007/275 (amended by Dec 31/2012/EU) gives the full list of animals and goods, subject to veterinary checks In Greece, in cooperation with the Customs Authorities, this list has been incorporated in the customs on-line system (ISIS), ensuring a second filter for the mandatory veterinary check of consignments, before entering the community

Checks on border The results of checks, the final decision and more information depending on the checks done, are declared in the Common Veterinary Entry Document in a way easy to read and ensuring security

Entry points under derogation Dec. 94/641 For the Islands: - just for products of animal origin - only for local consumption - all health requirements must be fulfilled (approved country, approved establishment, model health certificate) - products do not have to enter through an approved BIP
Entry points under derogation Dec. 94/641 For the Islands - local consumption must be ensured - all type of checks performed by the LVU - CVED issued (now possible also through TRACES) - specific stamp on the products to guarantee that they will not leave for the Greek mainland or other EU territory. - the imports must be notified to the Commission annually
Entry points under derogation Dec 94/641 The entry points listed are 12, but 3 are the main points of entrance: Iraklio (Crete), Chania (Crete) and Rhode. A similar derogation is provided for some French territory (Decision 2012/44/EC)

How we work We check at least once a year the products of each establishment In fishery products, we look mostly for heavy metals, additives, parasites Swordfish have higher content of Hg than other fishery products, but within limits
A recent problem Last summer, after a RASFF alert, many consignments of squids from New Zealand have been found infested by Anisakis The problem regarded only 6 establishments. Numerous Greek rejections of consignments of squid during the period 1/01/2009 to 6/09/2011 (according to New Zealand 20% of consignments during that period)
A recent problem Greece is the only Member State to import whole squid Great interest from New Zealand regarding the exports of squid Long discussions between New Zealand, Greece and the Commission start N.Z.: claim of misinterpretation of EU legislation (Reg. (EC) 1276/2011) by the Greek authorities
A recent problem Bilateral meetings between New Zealand and the Greek Authorities begin Discussion if Greece should accept the mandatory cleaning of the product, before putting in the market, or not The Community legislation does not mention that possibility, but the silence of the Commission on the matter gives the idea that it is possible
A few months later, the squids living around New Zealand (Nototodarus sloani) arrived cleaned through China establishments A more elastic way of thinking is adopted for the next arrivals: Only in case of a massive infestation, the squid will be obligatorily conducted to establishments for further process, before being released to the market.
