3 PPP projects for 40 new school buildings
Benefits of PPP projects include facility management Financial Benefits Financial benefits are assessed and calculated in PSC and VfM analysis Non-financial benefits Non-financial benefits are the socio-economic benefits Typically not easily quantifiable, thus not necessarily factored in the PSC and VfM Accelerated delivery: on-time delivery of schools Enhanced delivery: Improved educational outcomes; Better maintenance through the lifetime of the project; Higher service standards; Response to user needs customer oriented service; Value of asset [school building] is higher at the end of the project; Energy costs savings Wider societal impacts: Boost construction industry in the current economic downturn; Provide educational infrastructure of high standards despite constraints in the public funds
What about facility management in traditionally procured projects and existing stock? 18,000 school buildings Maintenance responsibility is handed over to the local government/municipalities. Should this be a central government/agency responsibility? - possession of data and tools required for a sound decision making process for the maintenance of the existing stock - school buildings registry is required - examples from Ireland and Belgium Budget allocation issue - decision making tools are required - free public education equal to all citizens
How big is the facility management in school buildings market? Infrastructure management should include: cleaning services, energy efficiency upgrade, life cycle costs, upgrade of facilities, provision for small scale repairs. scenario 1 scenario 2 % # lifecycle costs cleaning repairs total 5% 900 80,000 72m 25m 30m 127m 10% 1,800 120,000 216m 30m 50m 296m Framework contracts might be one option forward.
