TV CHANNEL EVALUATION SHEET Country: GREECE Public TV Channel: NET (New Greek Television) Prime Time Evening News Edition Introduction The NET TV (New Greek Television) is a public broadcasting news and information channel, whose operation is regulated under the status of ERT Greek Radio Television SA and supervised by the Ministry for Culture and Tourism. It is originally referred as ET-2 but in the beginning of 2000 its name was changed to NET. The methodology for assessing NET TV channel is based on four Indicators, built in the framework of MEDIVA project (see MEDIVA Diversity Indicators, a Tool Kit), which aimed at monitoring and evaluating the daily prime time evening news edition capacity to reflect migration related diversity and promote migrant integration. The evaluation of indicators 2-4 and the calculation of relevant scores attributed to them were based on the responses given by the newsroom director of NET TV channel, during a person to person interview conducted in the beginning of February 2012. The calculation of the score for each indicator was organized along the following procedure: we tick answers on the sub-questions and hence give score on the specific questions. Then, we calculated the total score for each indicator which is the average of the sub-indicators score.

Συνήθως, τέτοιες ειδήσεις καλύπτονται ή εντάσσονται στο πλαίσιο των διεθνών ειδήσεων, η δημοσιοποίηση των οποίων κρίνεται με αυστηρά δημοσιογραφικούς όρους. Ωστόσο, θα πρέπει να σημειωθεί ότι εάν συμβούν γεγονότα τα οποία αφορούν χώρες προέλευσης των μεταναστών που έχουν εγκατασταθεί στην Ελλάδα, όπως π.χ. η Αλβανία είναι μια χώρα που έχει τους περισσότερους μετανάστες στην Ελλάδα. Εάν εκεί συμβούν μεγάλα γεγονότα που εάν δεν υπήρχαν οι μετανάστες θα δίναμε μόνο 1 λεπτό, στην περίπτωσή μας θα δώσουμε βαρύτητα δηλαδή κάποια λεπτά παραπάνω στο γενικότερο τηλεοπτικό χρόνο. 2.2 If there are such programmes in TV, are they broadcasted at the prime time zone? 2.3 Existence of programmes in the languages of the main migrant groups of the country. High: 5 EXPLANATION of scoring : One of the radio channels of NET, Radio Filia (Friendship Radio) broadcasts in the languages of the main migrant communities living in Greece. Υπάρχει το εξειδικευμένο Ράδιο Φιλία που απευθύνεται στους μετανάστες που ζουν στην Ελλάδα. Το πρόγραμμα του Ράδιο Φιλία μεταδίδει ειδήσεις και ψυχαγωγικό πρόγραμμα στις γλώσσες των μεταναστών που ζουν στην Ελλάδα, δίδοντας στις κοινότητές τους συγκεκριμένο ραδιοφωνικό χρόνο. Και στην τηλεόραση λειτουργεί δορυφορικό πρόγραμμα το οποίο απευθύνεται όχι μόνο στους Έλληνες μετανάστες στο κόσμο αλλά και σε όλο το πληθυσμό της γης καθώς έχουν εντάξει και ένα αγγλόφωνο δελτίο για τα συμβαίνοντα στην Ελλάδα. 2.4 Existence of specialized journalists on migrants and diversity issues High: 5 2
EXPLANATION of scoring: There are several specialized journalists that know very well the migration environment in Greece. However, they are qualified as such mainly because of their long term interest and involvement in migration news. They had not received any training on the issues. Εξειδικευμένοι δημοσιογράφοι υπό την έννοια της εκπαίδευσης δεν υπάρχουν. Ωστόσο, υπάρχουν δημοσιογράφοι οι οποίοι γνωρίζουν το αντικείμενο, έχουν δημοσιογραφικές σχέσεις και διασυνδέσεις με τους μετανάστες και τους εκπροσώπους τους και έτσι πληροφορούνται άμεσα για τα τεκτενόμενα στο μεταναστευτικό χώρο. Δηλαδή όταν συνέβη η κατάληψη του κτιρίου της Υπατίας στο κέντρο της Αθήνα από τους 300 μετανάστες, το κανάλι ανέθεσε στους έμπειρους δημοσιογράφους την κάλυψη του γεγονότος, ούτως ώστε να μην αντιμετωπιστεί το θέμα με στενά αστυνομικούς όρους αλλά με μια ευαισθησία, ένας ρόλος που συνάδει με το δημόσιο χαρακτήρα της ΝΕΤ. 2.5 Filtering of migrant-related news 2.5.1 Sources for the news and verifying information (fact-checking) High: 5 EXPLANATION of scoring: the consultation of several sources including migrants is considered necessary but difficult as regards migrant related news. It is however done the interviewer notes that this is standard journalistic practice. Γενικότερα στη δημοσιογραφία, πάντα χρησιμοποιείται πάνω από μια πηγή. Έτσι συμβαίνει και στη περίπτωση των ειδήσεων από το μεταναστευτικό χώρο. Στους μετανάστες, όμως, η διασταύρωση είναι αρκετά πιο δύσκολη υπόθεση σε σχέση με άλλες ειδήσεις. Υπάρχει η ιδιαιτερότητα του ζητήματος που ενδείκνυται για πολιτική εκμετάλλευση, ιδίως από πολιτικά κόμματα που ποντάρουν στην ευαισθησία του θέματος. 2.5.2 Who chooses what are the migration related news to be published EXPLANATION of scoring: The newsroom director is in charge of choosing what are the migration related news to be published. Συνήθως, σε κάθε μέσο υπάρχει ένας υπεύθυνος που κρίνει και αποφασίζει ποιες ειδήσεις θα δημοσιευθούν. Η συνήθης πρακτικής είναι η εξής: όταν έρχεται μια είδηση ή όταν θεωρείται ότι αυτή είναι επικίνδυνη, υπάρχει ο αρχισυντάκτης ο οποίος θα είναι και ο πρώτος που θα μάθει την είδηση. Η τελική απόφαση, ωστόσο, είναι του διευθυντή ειδήσεων, ο οποίος κατόπιν συζήτησης με τους συνεργάτες θα αποφασίσει εάν χρήζει δημοσιότητας. 2.5.3 Does the newspaper or web news site have an open comments section (reacting to published articles). If they have it, do they edit it for racist language? High: 5 EXPLANATION of scoring : Racist language is absolutely avoided even if in practices this can prove to be complicated. 3
Η ΕΡΤ ως δημόσιος φορέας διαθέτει ΚΕΠ, αλλά υπάρχει και η δυνατότητα αποστολής ηλεκτρονικής αλληλογραφίας. Υπάρχει επίσης η ιστοσελίδα που μπορεί κάποιος να αφήσει σχόλια. Στη τηλεόραση, όμως, αυτό δεν είναι εύκολο. Είναι τα ρεπορτάζ αυτά που προβάλουν την γνώμη του κόσμου. Οι ρατσιστικές απόψεις δεν βλέπουν ποτέ το φως της δημοσιότητας. Πάντα υπάρχει αρμόδιος που επιβλέπει τα πάντα. Δεν υπάρχει καμία περίπτωση να βγει ρατσιστική άποψη στον αέρα ή δημοσίως. 2.5.4 Adoption of ethical reporting guidelines with regard to vulnerable groups and specifically with regard to immigrants and minorities EXPLANATION of scoring: There is no special ethical code of the channel but they follow the ethical guidelines of the Athens Union of Daily Press Journalists (ESHEA) Δεν υπάρχουν ειδικές οδηγίες αναφορικά με το θέμα. INDICATOR 3: MEDIA RECRUITMENT AND EMPLOYMENT PRACTICES 3.1 Application of measures that are aimed at ensuring that the company s staff reflects the ethnic composition of the migrant population EXPLANATION of scoring : there are no special measures adopted, however what mostly counts as skills necessary to be recruited, according to our informant, is the excellent command of Greek language and expertise in journalism. They used to have until recently a journalist who is a Polish national. And there are several migrants among the technical staff of the channel. Η πολιτική πρόσληψης είτε πρόκειται για Έλληνα, είτε για μετανάστη είναι η ίδια. Η ΕΡΤ ακολουθεί τους κανόνες που ισχύουν για κάθε δημόσιο φορέα. Εάν οι υποψήφιοι καλύπτουν τις βασικές προδιαγραφές και τα κριτήρια που απαιτεί η θέση δεν ενδιαφέρει την ΝΕΤ από πού είναι. Μέχρι πριν από λίγο καιρό δούλευε ως δημοσιογράφος μια κυρία από την Πολωνία. Εν τω μεταξύ τεχνικοί και λοιπά προσωπικό μεταναστευτικής προέλευσης υπάρχει αρκετό. 3.2 Discrimination in the recruitment of third country nationals as media professionals 3.2.1 Existence of anti-discrimination measures aimed at preventing discrimination in the recruitment practices of the specific media EXPLANATION of scoring: there are no special measures adopted whatsoever, nevertheless what mostly counts is the excellent command of the Greek language and expertise in journalism. Τέτοια μέτρα δεν εφαρμόζονται. Ωστόσο, όπως σημειώνει ο ερωτώμενος, εάν ερχόταν κάποιος άξιος υποψήφιος που χειρίζεται άπταιστα την ελληνική γλώσσας, ακόμα και χωρίς πτυχίο, που όμως είναι σπίρτο και ανταποκρίνεται στις απαιτήσεις του επαγγέλματος, θα τον προσλάβουν αμέσως ανεξαρτήτως της καταγωγής του.. 3.3 Existence of outreach schemes that involve mentoring or supporting individuals from an immigrant background EXPLANATION of scoring : there are no such outreach schemes available neither to Greek citizens nor to migrants. INDICATOR 1 MEDIA CONTENT The evaluation of indicator 1 is qualitative in nature and based on data processing that was obtained by the monitoring of the daily news coverage of prime time evening news bulletin during the sampling period. The period of sampling was organised around three periods but with some changes in the case of NET TV channel mainly because of general strike occurred during the time span 23-29 November 2011, as it was applied to other media outlets under survey. Thus, the selected dates for each period are: 1 st Period: 16-22 November 2011 2 nd Period: 25 31 January 2012 3 rd Period: 7-28 February 2012 The assessment of the news content of NET TV channel used as unit of analysis the news items and reports on full evening news. Then, we count the total number of news/reports items for the period coded and find out how many of those items are related to migration or refer to migrants (for more details see the table below). Finally, the total mean score of the indicator 1 is based on the average of the sub-indicators score 1.1-1.4.
