The role of public sector (1) Governments are involved with tourist organizations at both the national and international level. In the former case, they are normally the instigators for the establishment of a national tourist organization, while in the latter instance, they are partners along with other member states in such bodies as the World Tourism Organization (WTO), the European Travel Commission (ETC), and so on. In most cases, where tourism is a significant element of economic activity, it is common practice to have a Ministry of Tourism to formulate and implement the county s tourism policy. 7
The role of public sector (2) There are two main reasons why the public sector should be involved in tourism. First, governments have at their disposal a variety of tools to manage tourism development in the interests of the local community; second, it is unlikely that private markets will satisfy all the tourism policy objectives of a country. 8
Arguments for government intervention (1) Some of the most common arguments put forward for government intervention in tourism include: Foreign exchange earnings and their importance for the balance of payments; Employment creation and the need to provide education and training; The need to maximize the benefits to the host community; The need to protect resources and the environment; 9
