Θσκόπνπινο απνθνίηεζε ηνλ Ηνύιην ηνπ 978 από Σκήκα Ζιεθηξνιόγσλ Μεραλνιόγσλ Μεραληθώλ ηνπ Δζληθνύ Μεηζόβηνπ Πνιπηερλείνπ (NTUA), Αζήλα, Διιάδα. πλέρηζε ηηο ζπνπδέο ηνπ ζηηο ΖΠΑ, όπνπ θαη απέθηεζε ην Μεηαπηπρηαθό ηίηιν Master s θαη ην Γηδαθηνξηθό ηνπ ηνλ Ηαλνπάξην ηνπ 98 θαη Ηαλνπάξην ηνπ 983 αληίζηνηρα, από ην Σκήκα «Electrical and Computer Engineering» ηνπ State University ηεο New York ζην Buffalo. Από ην 983 έσο ην 99, ζπλεξγάζηεθε κε ην Σκήκα Electrical Engineering ηνπ Παλεπηζηεκίνπ ηνπ Southern Illinois αξρηθά σο Δπίθνπξνο Καζεγεηήο (983-89), ζηε ζπλέρεηα σο Αλαπιεξσηήο Καζεγεηήο (989-990), θαη έπεηηα σο πλεξγάηεο Αλαπιεξσηήο Καζεγεηήο (990-99). Σνλ Αύγνπζην ηνπ 989 εμειέγε Αλαπιεξσηήο Καζεγεηήο ζην Σκήκα Electrical and Computer Engineering ζην Pennsylvania State University, όπνπ θαη παξέκεηλε κέρξη ην 996. Σν 995 ίδξπζε ζαλ θύξηνο κέηνρνο ηελ εηαηξία ηερλνινγηθήο έληαζεο (spin-off) Intelnet Intelligent Networks - Inc., κε εμεηδίθεπζε ζηα βηνκεηξηθά ζπζηήκαηα, ζηε δηαρείξηζε πιεξνθνξίαο, ζηα ζπζηήκαηα ειέγρνπ πξόζβαζεο θαη ζηηο εθαξκνγέο εμόξπμεο δεδνκέλσλ. Σν 996 αλέιαβε πιήξε θαζήθνληα ζηελ εηαηξία σο Πξόεδξνο θαη Γηεπζύλσλ ύκβνπινο. ηε ζέζε απηή παξέκεηλε κέρξη ηνλ Ηνύιην ηνπ 998, νπόηε θαη εμειέγε Γηεπζπληήο ηνπ Ηλζηηηνύηνπ Πιεξνθνξηθήο & Σειεπηθνηλσληώλ ηνπ Δζληθνύ Κέληξνπ Έξεπλαο Φπζηθώλ Δπηζηεκώλ «Γεκόθξηηνο», ζηελ Αζήλα, Διιάδα. Από ην 998 κέρξη ην 003 ήηαλ Γηεπζπληήο Ηλζηηηνύηνπ ζην ΔΚΔΦΔ «Γεκόθξηηνο», νπόηε θαη έιεμε ε ζεηεία ηνπ, ελώ παξάιιεια παξέκεηλε ζην Γηνηθεηηθό πκβνύιην ηεο Intelnet Intelligent Networks - Inc. ζαλ Πξόεδξνο ηνπ Γ.. Από ην 003 κέρξη ζήκεξα είλαη Γηεπζπληήο Έξεπλαο ζην Ηλζηηηνύην Πιεξνθνξηθήο & Σειεπηθνηλσληώλ ηνπ ΔΚΔΦΔ «Γεκόθξηηνο». Σελ πεξίνδν 998-003, ν Γξ. Θσκόπνπινο ρξεκάηηζε Γηεπζπληήο ηνπ Ηλζηηηνύηνπ Πιεξoθνξηθήο & Σειεπηθνηλσληώλ (IΠ&T) θαη κέινο ηνπ Γηνηθεηηθνύ πκβνπιίνπ ηνπ Δζληθνύ Κέληξνπ Έξεπλαο Φπζηθώλ Δπηζηεκώλ Γεκόθξηηνο, ην νπνίν είλαη ην πξώην ηδξπκέλν από ην θξάηνο, θαη κεγαιύηεξν, εξεπλεηηθό θέληξν ζηελ Διιάδα. Τπό ηελ δηεύζπλζή ηνπ, ην ΗΠ&T αύμεζε ηηο εηζξνέο ηνπ ζε ρξεκαηνδνηήζεηο από εμσηεξηθέο πεγέο γηα έξεπλα θαη πξαγκαηνπνίεζε πξνζιήςεηο ζε λέν πξνζσπηθό κε κέζν εηήζην ξπζκό 0%. Δπηπξνζζέησο, όινη νη δείθηεο επηδόζεσλ αλνηγκέλνη ζην ζύλνιν ηνπ εξεπλεηηθνύ θαη ζπλεξγδόκελνπ πξνζσπηθνύ, όπσο αξηζκόο δεκνζηεύζεσλ, εηεξναλαθνξέο θαη ρξεκαηνδνηήζεηο γηα εξεπλεηηθά έξγα, απμήζεθαλ όπσο θαίλεηαη θαη από ηα ζπγθξηηηθά γξαθήκαηα ησλ ηειεπηαίσλ ηξηώλ ρξόλσλ πνπ παξαηίζεληαη ζηελ Δλόηεηα 3, «Απνινγηζκόο Θεηείαο Γηεπζπληνύ ΗΠ&Σ: 998-003». Καηά ηε δηάξθεηα ηεο ζεηείαο ηνπ ζηελ Intelnet Inc., ν Γξ. Θσκόπνπινο αλέπηπμε ηελ εηαηξία θαη ζπλέβαιε δξαζηηθά ζηε κεηαηξνπή ηεο από κηθξή θαη λενζπζηαζείζα ζε κηα αλαγλσξηζκέλε θαη εμέρνπζα επηρείξεζε. Τπήξμε επηβιέπσλ θαη ζπληνληζηήο ζηελ αλάπηπμε δύν πξντόλησλ, ηνπ «Ver-i-Fus» θαη ηνπ «Fus-A-Fis», γηα έιεγρν πξόζβαζεο, ρξόλνπ, παξνπζίαο θαη βηνκεηξηθέο «ζπλαιιαγέο». ηνπο πειάηεο ησλ πξντόλησλ ηεο Intelnet ζπγθαηαιέγνληαη θνξπθαίεο επηρεηξήζεηο, όκηινη βαξηάο βηνκεραλίαο, ζεκαληηθά Παλεπηζηήκηα, βηβιηνζήθεο, ππξεληθά θαη εζληθά εξγαζηήξηα θαη ζέξεηξα. ην Penn State University, ζπλέρηζε ηελ έξεπλα θαη ηε δηδαζθαιία ζε Γίθηπα Δπηθνηλσλίαο Γεδνκέλσλ, Πξνζαξκνζκέλε Γηαδηθαζία εκάησλ θαη Δπηθνηλσληώλ, Πξνζαξκνζκέλν Έιεγρν, ζεσξία εθηίκεζεο θαη απνθάζεσλ, πγρώλεπζε Γεδνκέλσλ, Απηόλνκα θαη Δπθπή 4
πζηήκαηα, Νεπξσληθά Γίθηπα θαζώο θαη εθαξκνγέο Ρνκπνηηθήο θαη Μεραληθήο Όξαζεο. Ζ έξεπλά ηνπ έρεη ππνζηεξηρζεί από ην Δζληθό Ίδξπκα Δπηζηεκώλ (NSF USA), από ην Γξαθείν Ναπηηθώλ Δξεπλώλ (USA), από ην Πξόγξακκα Pre-detection Fusion ηνπ Rome Lab (USA), από ην Κέληξν Απόζεζεο Ναπηηθνύ Δθξεθηηθνύ Πνιεκηθνύ Τιηθνύ (USA), από ην Κέληξν Σερλνινγίαο Ben Franklin (USA), από ηδησηηθνύο θνξείο ηεο βηνκεραλίαο θαη δηάθνξεο ρνξεγίεο. ην Παλεπηζηήκην ηνπ Southern Illinois δίδαμε ζε αξθεηά πξνπηπρηαθά θαη κεηαπηπρηαθά ηκήκαηα, ζηνπο ηνκείο δηθηύσλ δεδνκέλσλ, πιεξνθνξηαθώλ ζπζηεκάησλ, ειέγρνπ, επηθνηλσληώλ, ζεκάησλ θαη ζπζηεκάησλ, ξνκπνηηθήο, θαη ζεσξίαο εθηίκεζεο θαη πηζαλνηήησλ. Αθόκα, παξέδσζε έλα δηδαθηνξηθό ζεκηλάξην ην 987 θαη νξγάλσζε ην Δξγαζηήξην Γηαδηθαζίαο Πιεξνθνξηώλ θαη Δπθπώλ πζηεκάησλ. Ο Γξ. Θσκόπνπινο ππήξμε απνδέθηεο ηηκεηηθήο δηάθξηζεο NSF research equipment γηα ηελ απόθηεζε καδηθά παξάιιεισλ ππνινγηζηώλ πνπ ρξεζηκνπνηήζεθαλ γηα έξεπλα ζε ηνκείο πνιπδηάζηαηεο δηαδηθαζίαο ελαξκνληζκέλνπ ζήκαηνο, λεπξσληθνύ ειέγρνπ, επθπώλ ζπζηεκάησλ θαη λνεξήο ζύιιεςεο ζήκαηνο θαζώο θαη ζηελ εμεξεύλεζε λέσλ ηδεώλ ζην δηθό ηνπ Δξγαζηήξην πζηεκάησλ Απόθαζεο θαη Διέγρνπ. Ζ έξεπλα ηνπ έρεη δεκνζηεπζεί θαη/ή επαλεθδνζεί ζε βηβιία θαη ζε εηδηθά ηεύρε ζρεηηθώλ επαγγεικαηηθώλ πεξηνδηθώλ. Έρεη ήδε ζην ελεξγεηηθό ηνπ πάλσ από 89 δεκνζηεύζεηο ζε επαγγεικαηηθά πεξηνδηθά κε θξηηέο, πξαθηηθά ζπλεδξίσλ θαη βηβιία, κε πάλσ από 575 ηεθκεξησκέλεο εηεξναλαθνξέο (βι. Δλόηεηα «Δηεξναλαθνξέο»). Ο Γξ. Θσκόπνπινο έρεη εθηελείο δεκνζηεύζεηο ζηνπο ηνκείο ησλ Γηθηύσλ Δπηθνηλσλίαο Γεδνκέλσλ, ηεο Θεσξίαο Απόθαζεο θαη Δθηίκεζε, ηεο πγρώλεπζεο Γεδνκέλσλ, ηεο κε γξακκηθήο επεμεξγαζίαο ζήκαηνο, ηνπ Δλαξκνληζκέλνπ Διέγρνπ, ηνπ Βηνινγηθνύ θαη Δπθπνύο Διέγρνπ, ηεο επεμεξγαζίαο ζήκαηνο Πνιπ-Ραληάξ θαη ηεο αλαγλώξηζεο πξνηύπσλ. ε κία πξόζθαηε έξεπλα ηεο βάζεο δεδνκέλσλ ηνπ SCI (Science Citation Index), ζηηο δεκνζηεύζεηο έρνπλ παξαπέκςεη πεξηζζόηεξεο από εθαηό (00) εξγαζίεο ηξίησλ πνπ έρνπλ εθδνζεί ζε επηιεγκέλα ζρεηηθά πεξηνδηθά κε θξηηέο, όπσο ην IEEE Transactions από ην 987 κέρξη ην 994. ηελ Θεσξία Γηαδηθαζίαο Γεληθεπκέλεο Απόδεημεο (Generalized Evidence Processing - GEP) έρνπλ παξαπέκςεη ηα ηξία πην πξόζθαηα βηβιία κε ζέκα ηε ύληεμε Γεδνκέλσλ. Ζ εκβέιεηα ηεο ζεσξίαο ηνπ γηα ηελ θαηαλεκεκέλε απόθαζε έρεη ζπληειέζεη ζηε ζπλεξγαζία ηνπ κε κία βηνκεραληθή νκάδα (θαηόπηλ αηηήκαηόο ηεο) θαη ζηε ρξεκαηνδόηεζε κηαο επηηπρεκέλεο πξόηαζεο ελόο από ηα πηινηηθά πξνγξάκκαηα ησλ Ζλσκέλσλ Πνιηηεηώλ πνπ έζεζε ηηο ζεσξίεο ηνπ ζε πεηξακαηηθό έιεγρν. πκκεηείρε σο θύξηνο ζύκβνπινο ζην πξόγξακκα πξναλίρλεπζεο ζύληεμεο ηεο αεξνπνξηθήο δύλακεο ησλ Ζλσκέλσλ Πνιηηεηώλ θαη ππήξμε ζύκβνπινο ηεο θπβέξλεζεο θαη ηεο ηδησηηθήο βηνκεραλίαο. Έρεη ζπκβάιιεη σο πξνζθεθιεκέλνο ζπγγξαθέαο ηνπ Αθαδεκατθνύ Σύπνπ ζηε ζπγγξαθή ηξηώλ ηόκσλ κε ζέκα ηηο απηόκαηεο θαηαζθεπέο (Δθδόζεηο C. T. Leondes) θαη ζε έλα Βηνκεραληθό-αθαδεκατθό consortium γηα κηα από θνηλνύ έξεπλα ζηνλ ηνκέα ηεο αλίρλεπζεο ζύληεμεο.οξγάλσζε εκηλάξην ζε Γίθηπα Γεδνκέλσλ (Phoenix, AZ, Ηαλ. 986), έδσζε δηάιεμε θαηόπηλ πξόζθιεζεο ζε Γίθηπα Δπηθνηλσλίαο Γεδνκέλσλ ζην 5 ν πλέδξην Απόθαζεο θαη Διέγρνπ (Αζήλα, Διιάδα, Γεθ. 987), θαη γηα ηέηαξηε ζπλερή ρξνληά κηα κνλνήκεξε δηάιεμε ζε ρεδηαζκό πζηεκάησλ ύληεμεο Γεδνκέλσλ ζην «SPIE Symposium» ζην Οξιάλην (99-995). Έρεη ζπκκεηάζρεη σο νκηιεηήο ζε επαγγεικαηηθά ζεκηλάξηα ζπλερνύο εθπαίδεπζεο θαη έγξαςε εθπαηδεπηηθέο ζεκεηώζεηο ζε ρεδηαζκό πζηεκάησλ ύληεμεο Γεδνκέλσλ. Οξγάλσζε θαη ζπκκεηείρε σο Πξόεδξνο ζε ζύληεμε δεδνκέλσλ θαη ελζσκάησζε αηζζεηήξα ζην Πξώην Γηεζλέο πλέδξην πάλσ ζε αλαγλώξηζε ύιεο ζην Innsbruck ηεο Απζηξίαο, ην Ννέκβξην ηνπ 993 ζε ζπλεξγαζία κε ην US FAA θαη ηνλ Δπξσπατθό ύλδεζκν Αεξνλαππεγηθήο. Απνηειεί κόληκν κέινο ζηα δύν κεγαιύηεξα πλέδξηα SPIE Society πάλσ ζε ύληεμε Γεδνκέλσλ-Δπεμεξγαζία ήκαηνο θαη ύληεμε Γεδνκέλσλ-Ρνκπνηηθή.Σν 993 επηζθέθζεθε 5

Καηά ηελ ίδηα πεξίνδν ππήξμε ζύκβνπινο θαη αμηνινγεηήο ζην DRET (ην γαιιηθό αληίζηνηρν ARPA). αλ Πξόεδξνο θαη Γηεπζύλσλ ύκβνπινο (CEO) ηεο εηαηξίαο ηερλνινγηθήο έληαζεο Intelnet Inc. (Intelligent Networks Incorporated) ππήξμε ν θύξηνο ζρεδηαζηήο ηνπ SmartBoard ηεο Intelnet, ηνπ Ver-i-Fus, βηνκεηξηθνύ ζπζηήκαηνο ειέγρνπ πξόζβαζεο, θαηαγξαθήο πιεξνθνξίαο θαη δηαρείξηζεο, θαη ηνπ απηόκαηνπ ζπζηήκαηνο αλαγλώξηζεο δαθηπιηθώλ απνηππσκάησλ Fus-A-Fis, πξντόληα πνπ ρξεζηκνπνηνύλ πξνεγκέλεο ηερλνινγίαο ζύληεμε δεδνκέλσλ, βηνκεηξηθά ζπζηήκαηα γηα αλαγλώξηζε δαθηπιηθώλ απνηππσκάησλ, νινθιεξσκέλν έιεγρν πξόζβαζεο θαη θαηαγξαθή πιεξνθνξίαο-δηαρείξηζε ζε πξαγκαηηθό ρξόλν γηα ρξνλνπαξνπζίεο, θαηαγξαθή εξγαζίαο θαη παξαγσγήο θαη εθαξκνγέο κηζζνδνζίαο. Γηα ηέζζεξηο κήλεο έδσζε αξθεηέο δηαιέμεηο (ζηε γαιιηθή θαη ζηελ αγγιηθή γιώζζα), νξγάλσζε workshops, πνπ είραλ ρνξεγό ην Γαιιηθό Κέληξν Δπηζηεκνληθήο Έξεπλαο (CNRS) κε ζέκα ηε ύληεμε Γεδνκέλσλ ζε όιε ηε Γαιιία. γ. Σα projects πνπ αλαιάκβαλε ην εξγαζηήξην ζπκπεξηιάκβαλαλ ηελ αλάπηπμε ηνπ MMSE-PC Ethernet controller γηα ηπραία θαλάιηα πξόζβαζεο, IRODESS : Έλα νινθιεξσκέλν παθέην ινγηζκηθνύ γηα ζρεδηαζκό ξνκπόη (έρεη ήδε νινθιεξσζεί ε δεύηεξε έθδνζε), αλάπηπμε ινγηζκηθνύ γηα εμνκνίσζε θαη θίλεζε ξνκπόη, ύζηεκα Όξαζεο θαη Πινήγεζεο γηα απηόλνκα ξνκπόη, ινγηζκηθό γηα επεμεξγαζία θαηαλεκεκέλσλ δεδνκέλσλ, αλάιπζε αιγνξίζκσλ ζύληεμεο θαηαλεκεκέλεο απόθαζεο, θίιηξα γηα θαηαλεκεκέλε εθηίκεζε θαη θηιηξάξηζκα πξνζαξκνζκέλν έιεγρν κε θνξεζκέλεο κε-γξακκηθόηεηεο. ην Παλεπηζηήκην Penn State δεκηνύξγεζε ην Δξγαζηήξην πζηεκάησλ Απόθαζεο θαη Διέγρνπ (DCSL). Τπήξμε ν θύξηνο πξαγκαηνγλώκσλ ζε αξθεηέο πξνηάζεηο πνπ παξείραλ ηα απαξαίηεηα θνλδύιηα γηα ηνλ εμνπιηζκό ηνπ εξγαζηεξίνπ κε εγθαηαζηάζεηο Computer Aided Control Systems.
