5 3 SERVICE PARK 3.1 SERVICE PARK INFORMATION Location The service park is located at the Marina of Itea, 215 km northwest from Athens airport. Itea is a small town located at the northern part of the Corinthian Gulf. The surface is tarmac for all competitors. GPS references: N E Altitude 1 m Departure from Itea on Sunday, October 3 - Circulation of heavy vehicles from Itea to Athens Competitors who plan to travel from Itea to Athens, on October 3, should please note that there are important restrictions on the use of vehicles over 1.5 tons pay-load (heavy vehicles). Such vehicles will not be permitted to use the National road from Lamia to Athens, from 15:00 to 21:30. This restriction does not apply if they will travel to Patras, Igoumenitsa or to Northern Greece Vehicles circulation within the service park - Only ONE Service vehicle per crew is permitted in the service park. - During the rally, only vehicles having affixed the plates (service, auxiliary), distributed by the organisers, will be allowed to enter the service park. These plates should be affixed on the right outer side of the front windscreen. Auxiliary vehicles will park within each competitor s designated area. Auxiliary vehicles may access the service park solely to deposit or remove personnel and/or equipment. Motorhomes may access carrying an auxiliary plate. - Maximum speed permitted within the service park area is 30 km Access times to the service park Thursday 30 September 07:30-18:00 Friday 1 October 07:30-15: Allocated service area 1-car Team 10m length x 9m depth Should any competitor needs more space he must contact the organisers no later than Monday 27 September. Such requests may be carried out depending on availability of space. Competitors are requested to inform the organisers whether they wish to have consecutive service areas no later than Monday 27 September, (relevant application is available upon request from the secretariat and on the official website, competitors / documents). Competitors will be informed of their exact service location upon arrival to the service park Team passes No team pass is required in the service park, however a pass is required to access the holding area before the Ceremonial start, the tyre marking area and the remote refuel area (2/10 in Gravia). The organisers will distribute two passes per team. These team passes may be exchanged among team members Facilities in the service park - General surveillance over the service park (from the night of Thursday 30 September) - General lighting - Public toilets - Rubbish areas - Waste oil tank - Competitors should provide their own power. Generators are permitted Tap Water Tap water in hotels and restaurants is safe to drink Water is not available in the service park Restrictions - All competitors MUST use a ground protector for each rally car. - It must be noted that because the area is wide open, it can get very windy, therefore competitors must secure their tents by providing the necessary weights. Competitors are requested not to make holes in the tarmac Taverns and coffee shops are available in a walking distance on the coastal road of Itea. 3.2 RE-STARTING IN DAY 2 Any crew that has failed to complete Day 1 will NOT be assumed to re-start in Day 2. Should the crew intends to re-start he must contact the Rally Office at no later than 20:00 of Saturday 2 October, to confirm his intention to re-start and to have his car re-scrutineered. 4

6 After the re-starting car is repaired at the competitor s discretion, it must be driven to parc fermé (the Marina) no later than 02:00 hrs of Sunday 3 October. The car will be re-scrutineered one hour before the start of Day 2 (07:00 hrs of Sunday 3 October). A crew or team member must be present. 3.3 RECOVERY OF RETIRED CARS The organisers will recover the car to a meeting point; start or finish of the stage the car retired, after the opening of the stage. From there team personnel must take over. In case the retired car is off the road and a special vehicle is required for its recovery, the possible cost will be charged to the competitor. In exceptional circumstances the organisers can arrange transportation of the retired car to the service park, after the opening of the stage, and the competitor will be charged for the cost of this service. In order to be informed about the meeting point, please contact Helen Fertakis at or Anita Passalis at FLEXI SERVICE PARC FERME AREA (before the 45 min service) The flexi service parc fermé will be located in the regrouping/parc fermé area (Appendix 2 - service park layout). Cars may be driven to TC 6B and/or TC 6C by competitors or team members. 4. FUEL 4.1 GENERAL CONDITIONS Refuelling is permitted only at the exit of the service parks and at the Remote Refuel Zones (RRZ) of Day 1. The RRZ of day 1 is located in the village Gravia, (Appendix 2 - RRZ layout) Competitors must provide their own fuel. No fuel pumps are available. The refuel zone area is not in a filling station. No more than two team members of each crew may access in order to assist with the refuelling procedure of their car. The same team members may assist other competing cars. Refuelling after the exit of TC 0 is optional should competitors have already refuelled their cars before arriving to TC 0. 9 Continued 5. TYRES Tyre marking zones will be organised after the following time controls: TC0, TC 3C, TC 6E, TC 8C and TC 10C. No tyre marking zone will be organised after TC 6C. During tyre marking procedure crews and up to one team member must provide the responsible scrutineers any assistance required. More specifically, cars must be presented at the tyre marking zone with their spare wheels placed with the outer part of the rim up'', and if needed, unfastened, so that their marking is easier. Following the marking, and before the cars departure from the tyre marking area, crews, or their team member, must place the spare wheel(s) properly and fasten them as required. 6. IMPORT OF VEHICLES & SPARE PARTS 6.1 Teams whose country of origin is a member of the European Union, but enter Greece from a non EU country must possess the following documents: Document No 3 of the Export Declaration (EDE 2 issued in 4 copies) or the document INF 3. These documents are issued when a EU vehicle leaves a EU country for a non EU country. When arriving in Greece the Greek customs authorities will issue a temporary Import Declaration, which will be requested at the exit of the country. 6.2 There are no custom formalities for Teams whose country of origin is a member of the European Union and enter Greece from a EU country. 6.3 Teams or private competitors whose country of origin is NOT a member of the European Union are required to provide the Greek customs with either: a. A CARNET ATA, which simplifies custom formalities (recommended) or b. Teams must bring along a detailed list, signed by the accompanying person in charge, in two (2) copies. This list should include: 1. Full name / address of the person in charge. If vehicles are owned by a company, this list should include the details of the company and must be signed by the authorised person. 8

10 2. Full name of each driver of each vehicle. 3. Value of all items to be imported. 4. Estimated period of stay in Greece. 5. Commercial description of all equipment carried in each imported vehicle (details about each vehicle, number and type of tyres, spare parts etc). Customs authorities will legalize both copies and will issue a V.F.P card. (VEHICLE FREE PASSAGE) for Greece in two copies. One of these copies, attached to the legalized list, will be held at the customs office, the other copy will be delivered to the person in charge. In order that vehicles and equipment be released from customs, upon departure from Greece, the person in charge must hand in these two documents to the customs authorities, which will verify that all items imported are actually exported, even if they are damaged or destroyed, avoiding thus the payment of duties or taxes. In case their vehicle(s) is(are) registered in a country of the EU then a document showing that the car or vehicle has been hired for the purposes of the rally, signed by the owner will be also requested. In all cases the vehicles original registration documents must be available. Random checks may be carried out by customs officers to ascertain that vehicles and the on board equipment are included in the respective lists. 7. RECONNAISSANCES 9.1 RECONNAISSANCE REGISTRATION Competitors or their representative must sign an ID form including details of the reconnaissance car and of the driver. Reconnaissance registration will take place at the Rally office, in Itea, on Wednesday 29 September, 17:00-21:00, 1st floor. Reconnaissance material includes the reconnaissance control card and the identification sticker that bears the starting number of the crew. 9.2 REGULATIONS Reconnaissance regulations are defined in art. 9 of the Supplementary regulations and art 22 of the FIA Regional Rally Championship Sporting Regulations. 9

11 Specific instructions valid for the event The reconnaissance route proposed by the organisers is NOT mandatory, as long as the date/time mentioned for each stage is respected. Competitors are briefly reminded that: All drivers are authorised to cover each special stage and the shakedown a maximum of 2 times. The maximum speed allowed on special stages is 80 km, whereas in residential areas this is 50 km. They are reminded that the stages are open to normal traffic. In no circumstances may crews drive in the opposite direction of the rally in the special stages, unless instructed to do so by rally officials or the police. They are permitted to enter special stages only through the start. SCRUTINEERING, SEALING AND MARKING 10.1 DETAILS Date: Friday 1 October Place: The Marina of Itea Time: 08:30-14:00 34 RALLY ELPA 2010 The start/finish time for the above activities depends on the number of entrants. Following the publication of the list of entries an individual time sche dule will be issued for each car PREPARATIONS TO BE MADE BEFORE THE CAR IS BROUGHT TO SCRUTINEERING Cars must be presented to the scrutineers with the rally plates and compe tition numbers affixed. There will be no optional advertising DISTRIBUTION AND INSTALLATION OF THE SAFETY TRACKING SYSTEM (Art Supplem. Regulations) The installation of the tracking units, which is the AutoGuard system, will take place at the scrutineering area, during scrutineering, after the installation of the timekeeping transponders, and before cars leave the area. It will be controlled by the company that will provide the tracking system. The procedure of installing the timekeeping transponders lasts less than 5 minutes. For information regarding installation and mode of operation please refer to the present APPENDIX 4. After the fitting, the transponder will operate continuously until removed. Competitors have nothing to do with it during the running of the rally. During administrative checks, rally office will collect and keep all licences as a collateral. The licences will be given back to competitors upon return of the AutoGuard system. The cost for the unreturned equipment is 400,00 euro and will be charged to competitors. Should a crew retires the equipment must be returned as soon as possible to the Rally office. The tracking units will be removed at the entrance to the last service, before TC 12A DISTRIBUTION AND INSTALLATION OF THE TIMEKEEPING TRANSPONDERS (Art Supplem. Regulations) The installation of the timekeeping transponders (type MyLaps Car-bike) will take place at the scrutineering area, after the scrutineering of each car. The procedure of installing the timekeeping transponders lasts less than 5 minutes. The timekeeping company s technician will provide and fit the battery-operated transponder on the rally car. The cost is 20,00 euros, (including VAT), which must be paid in cash, during the fitting, directly to the technician of the company providing timekeeping. This amount will not be reimbursed after the rally. After the fitting, the transponder will operate continuously until removed. Competitors have nothing to do with it during the running of the rally. Should a crew retires the equipment must be returned as soon as possible to the Rally office. The transponders will be removed at the entrance to the last service, before TC 12A GENERAL INFO Drivers clothing & equipment All homologated clothes and equipment (helmets, Hans), intended to be used during the rally, will be checked at scrutineering. Transmissions and Turbo - The turbo for all cars (fitted and spares) will be sealed during scrutineering. - Transmissions (fitted and spares) of FIA priority and/ or registered to the ERC drivers cars will be sealed at each driver s private area. - Transmissions (fitted and spares) of non-seeded and/or registered drivers cars will not be sealed FINAL SCRUTINEERING Will take place on Sunday 3 October, after the prize-giving at the SEAT workshop in Itea, 47 Metamorphoseos str. Tel (see map of Itea, spot No 9 in red). Competitors who will be selected for final scrutineering (Stewards decision) are requested to provide proper equipment (including all sealed spare parts) and mechanics to the above venue. Each selected car will be driven to and from the final scrutineering by a designated member of the team (who must be present at the finish), and accompanied by an official. In case of a protest, the said car will be checked at the same venue. 21

The shakedown is optional. Competitors who will attend the shakedown are required to register, no later than Tuesday 21 September by fax ( ) or by to the permanent secretariat. Relevant form is available on the official website: competitors / documents / forms or may be requested from the secretariat, elpa@elparally.gr There is no need for Competitors attending the shakedown to fit the timekeeping transponders on their rally cars, for the shakedown. Time keeping will be provided manually by stopwatches having a printout device The safety tracking system will be on use during the shakedown Competitors must wear homologated clothing and helmets / head restraints. Competition numbers and plates must be affixed on the car The shakedown will be serviced from the Service Park Reconnaissance is possible; 2 passes will be permitted on Thursday 30 September, 17:00-19:00 hrs Any person found on board the car who is not part of the entry for the rally must have signed a disclaimer that indemnifies the organisers. 27 12. START PROCEDURE 12.1 Ceremonial Start The Ceremonial start will take place on Friday 1 October, at 20:30 hrs, from the Pier. A welcome party will be organised for competitors and the media before the start ramp. All crews must be present at 19:30 hrs. No presentation will be reported to the stewards Competitors will start in the order of Day 1, at 1-minute intervals Competitors are required to wear their approved overalls A pre-start area will be organised before the starting ramp. Crews must enter this area with their cars, 10 minutes before their due start time. This area will be regarded as holding park and after entering cars may not be removed. The holding park will be open to officials, the media and team members, holding the appropriate pass Where a crew, in its competing car, is unable to participate in the ceremonial start, the Stewards must be notified before their first meeting, by 17:00 hrs. Thereafter art 39 of the Regional Rally Championship Sporting Regulations will apply Rally start - Starting Intervals The official start of the rally is on Saturday 2 October, at 08:00 hrs, from TC 0, located at the exit of the service park, at the Marina During both days of the rally, all competitors will have an interval between their start times of 2 minutes. 13. FINISH PROCEDURE The finish ceremony / prize giving will take place at the Pier. The competitive element of the rally will finish at TC 12C, on Sunday 3 October. Each crew exiting the service park will drive to the finish area, hand in the time card at TC12C and proceed to the finish holding area (considered as parc fermé), following instructions of officials, for the purpose of organising cars into the correct order for driving to the top of the finish ramp. Following the finish ceremony, the crew or a team member will drive the car either to final scrutineering (escorted by an official) or to final parc fermé, located on the Pier. Competitors positioned in the order 6th, 5th and 4th in the overall classification drive to the top of the ramp, open doors, climb out, receive any award and then drive directly to Parc Fermé or final scrutineering. Third in the overall classification drives to the top of the ramp and parks with the nose of the car dropped onto the exit side. The crew gets out and stands either side of the car with the doors open. Interviewed by an official and then drive off the ramp to the parking area, where the team representative takes care of the car. Crew returns to the waiting area on foot. Second in the overall classification same procedure as third overall. The winning crew drives to the top of the ramp and parks with the nose of the car dropped onto the exit side. Crew gets out, close doors and are interviewed. The crew then climbs onto the bonnet and receives two pre-opened bottles of champagne which are sprayed for the benefit of photographers. Team personnel may join the crew. Team personnel leave and the car remains on the ramp until the closure of the podium ceremony. Podium is moved into position in front of the ramp / winning car. The 3 winning crews are then called to stand behind the appropriate box. Crews are invited to ascend to their places in order of third, second and winner. Trophies are presented. National Anthem of winning driver is played. As the anthem is played, the appropriate flag is hoisted. All crews without hats and/or sunglasses. The Podium Ceremony will close with the Greek anthem. The winning car is driven to final scrutineering by the team representative. The organisers will provide an escort for all cars that are to be driven to final scrutineering. All other crews cross the ramp in due time, receive any awards and drive to the parc fermé. All cars may be driven to final parc fermé or final scrutineering by a team member. 26
