1. Colophon This report was compiled in the frame of the BiG>East project (EIE/07/214), which is supported by the European Commission within the Intelligent Energy for Europe programme. The objective of this report is to summarize the results and achievements of the 2 nd Mobilization campaign in Thessaloniki, Greece. 2 Introduction The 2 nd Mobilization Campaign took place in Thessaloniki (International Exhibition Center, Thursday, February 4, 2010). The campaign entitled Biogas: A secure and Sustainable Energy Sources and last from 15:30-20:00 in a half day event and it was dedicated to present the latest development in the biogas field in Greece and Europe and BiG>East project achievements. The realization of this event was held by the Centre for Renewable Energy Sources and Saving (CRES) with the support of the Pan-Hellenic Confederation of Unions of Agricultural co-operatives (PASEGES). The Campaign took place as a parallel event during the AGROTICA 2010: 23 rd International Fair for Agricultural Machineries, Equipment and Supplies, the biggest agricultural exhibition in South Eastern Europe http://www.helexpo.gr/default.aspx?lang=en-us&loc=1&page=1181. 3 The Campaign The main scope and objectives of the campaign were to: Promote the idea of the biogas exploitation as a secure and sustainable energy source, Motivate and convince the decision makers to support new biogas plants in Greece and especially the farm scale ones. Inform and present the latest developments in the field of biogas in Europe and Greece (the campaign was supported for that reason by experts on that field from the BiG>East project consortium and Greek specialists and biogas plant operators) Present the Biogas roadmap for future steps toward wider biogas exploitation in Greece. 3
Present the developed Biogas Show Cases to the audience and achieve public awareness and acceptance for the necessity of the implementation of such schemes in Greece. A press release was distributed though CRES dissemination networks and infrastructure and the campaign was anounced in the front page of CRES web-site. The invitation and programme were hosted at CRES web-site too. The press release, the Campaign invitation, the announcement of the event in several media can be found in Annex I. The event presentations were uploaded at http://www.cres.gr/kape/publications/xrisima.htm. In this Campaign took part: experts on AD technology, representatives of agricultural unions, employees of public enterprises as well as state services, representatives of local government organizations, policy makers and other relevant professional persons Energy developers, Energy companies, and Energy sector investors, Technology providers, NGO s, social partners and the general public, Journalists Representatives from chambers The participants totaled 68 persons (see Annex II). The campaign was implemented in two sessions (see Programme in Annex III): in the first session the biogas state of the art in Greece was presented by biogas experts along with the BiG>East Project activities in Greece following by discussion on the opportunities and obstacles for the further biogas penetration in Greece. In the second session several Greek case studies were presented. 4
Event: The event was opened by Mr. Konstantinos Sioulas BiG>East project Manager on behalf of CRES and Mr. Michalis Smyris on behalf of PASEGES. Mr Smyris stressed the huge problem that farmers facing with the management of the animal wastes and the necessity for farther communication and knowledge transfer to the farmers for alternative solutions such as biogas exploitation. Konstantinos Sioulas gave the first presentation on the BiG>East project activities in Greece. Among others, the Biogas HANDBOOK, the Policy roadmap for Greece and the two show cases in Agrinio and Schimatairi were presented. The aim of the showcases presentation was to motivate and convince the participants but especially the policy makers to support new biogas production facilities in Greece. Hardcopies of the Guidelines and Show Cases were also available for the participants. Konstantinos Athanasiou (the Centre for Research and technology, CERTH) gave an overview of the AD technology and the status of energy exploitation of biogas in Greece. Evaggelia Sossidou (National Agricultural Research Foundation, NAGREF) gave a detailed presentation for the current animal breeding systems and the animal waste management. Professor Dimitris Georgakakis (Agricultural University of Athens) gave a presentation about the biogas exploitation from animal manure and the alternative perspectives for the Greek farmers. Chrisotdoulos hatzidimoulas (HELEKTOR SA) gave a lot of practical advices and examples transferring his experience from the operation of the Landfill Gas Power Production Plant of 5 MW in Tagarades Landfill. Konstantinos Kotoulas (Thessaloniki water supply and sewerage co SA) gave a presentation sharing with the participants his from the operation of the biogas plant in Thessaloniki treatment plant. The last case study was presented by Eleftherios Kioutsokostas (KREKA SA) and was focused on the operation of the biogas plant in KREKA SA slaughterhouse in Kavala. 5
The 2 nd Mobilization Campaign was finalized with discussion on the two sessions that was lead by Mr Konstantinos Sioulas and the participants had the opportunity to ask specific questions to the experts, and biogas plant operators. At the end of the Campaign a questionnaire was answered by the attendees regarding issues of the barriers, actions and parameters for viable AD schemes for energy exploitation in Greece. The implamentation of the three training cources for farmers in Agrinio, Larisa and Thessaloniki was announced and three participants ewere registered already (Annex V). 4 Campaign impact The results of the 1st Mobiliation Campaign were promoted via several media (see Annex IV). Many stakeholders who haven t attended the event asked CRES for the material and the presentaions of the Campaign. The interest for the Campaign was high reflected not only to the 68 participants but also to the interest of many of them to get more information from the speakers. Thus, many of the participants got in touch with the speakers during the event and CRES representatives during and after the event (via telephone and e-mails) for specific biogas matters and further information. 6
