Προβλήματα από το νέο καθεστώς εισαγωγής προϊόντων βιολογικής καλλιέργειας στη Νότια Κορέα Από 1/1/2014 θα τεθεί σε ισχύ νέο νομοθετικό καθεστώς για τις ετικέτες των εισαγόμενων προϊόντων βιολογικής καλλιέργειας, το οποίο αναμένεται να δημιουργήσει πολύ μεγάλα προβλήματα στις εισαγωγές τους, τις οποίες στην πράξη θα καταστήσει αδύνατες. Μέχρι τώρα η Κορέα έκανε δεκτές τις ευρωπαϊκές επίσημες πιστοποιήσεις βιολογικών προϊόντων. Όμως, από 1/1/2014 θα γίνονται δεκτές μόνο οι πιστοποιήσεις που γίνονται σύμφωνα με το κορεατικό σύστημα. Επομένως, τα προϊόντα που δεν έχουν κορεατική πιστοποίηση δεν θα μπορούν να κυκλοφορούν στην αγορά με την ένδειξη «βιολογικά». Πάντως, η ευρωπαϊκή σήμανση μπορεί να υπάρχει παράλληλα με την Κορεατική. Βέβαια, τα ήδη υπάρχοντα στην αγορά αποθέματα, όπως και τα προϊόντα που θα συνοδεύονται από φορτωτικά έγγραφα με ημερομηνία προγενέστερη της 1/1/2014, θα συνεχίσουν να πωλούνται ως βιολογικά μέχρι να εξαντληθούν. Σαν μεταβατικό μέτρο, η Κορέα θα συνεχίσει να επιτρέπει την εισαγωγή ενός πίνακα προϊόντων, ο οποίος επισυνάπτεται, υπό την προϋπόθεση ότι προορίζονται για πρώτες ύλες, για την παραγωγή τελικών προϊόντων από εγχώριες βιομηχανίες. Από 1/1/2014 θα αρχίσουν διαπραγματεύσεις της Κορέας με την Ευρωπαϊκή Ένωση για τη σύναψη συμφωνίας αμοιβαίας αναγνώρισης πιστοποιήσεων προϊόντων βιολογικής καλλιέργειας. Το ίδιο θα συμβεί και με άλλους εμπορικούς της εταίρους, όπως οι ΗΠΑ. Επειδή οι διαπραγματεύσεις αυτές θα κρατήσουν πάνω από ένα έτους, η Ευρωπαϊκή Ένωση μαζί με άλλους εμπορικούς εταίρους της Κορέας, ασκούν πίεση να υπάρξει μεταβατική περίοδος, κατά την οποία θα συνεχίσουν να γίνονται δεκτές οι ξένες πιστοποιήσεις. Μέχρι τώρα, πάντως, οι Κορεατικές αρχές αρνήθηκαν να κάνουν δεκτό αυτό το αίτημα. Ως αποτέλεσμα, οι εξαγωγείς μας θα υποχρεωθούν να διαγράψουν την ένδειξη «βιολογικά», διαφορετικά δεν θα επιτραπεί η εισαγωγή τους στην Κορέα, για τα φορτία που θα αποσταλούν μετά την 1/1/2014. Να σημειωθεί ότι οι μόνες ευρωπαϊκές εταιρείες πιστοποίησης, που έχουν διαπιστευτεί σύμφωνα με το κορεατικό σύστημα, είναι η ολλανδική «Control Union» http://certification.controlunion.com/contactus.aspx και η γαλλική «Εcocert», http://www.ecocert.com/contact. Επειδή υπάρχει περίπτωση να αποσταλούν φορτία που δεν θα μπορούν να εκτελωνιστούν, με αποτέλεσμα σημαντική οικονομική ζημιά για τις επιχειρήσεις, το Γραφείο ΟΕΥ παρακολουθεί το
θέμα και θα προβεί αμέσως σε σχετική ενημέρωση, αν υπάρξει θετική εξέλιξη, μετά την συντονισμένη πίεση που ασκείται από την Ευρωπαϊκή Ένωση και άλλους εμπορικούς εταίρους της Κορέας. Επισυνάπτεται σχετική ανακοίνωση του κορεατικού Υπουργείου Γεωργίας, Τροφίμων και Αγροτικών Θεμάτων (MAFRA), στην οποία περιέχεται και ο πίνακας των προϊόντων που θα μπορούν να εισάγονται με βάση ξένες πιστοποιήσεις, υπό την προϋπόθεση ότι θα προορίζονται για πρώτες ύλες. Accordingly, in principle, makers must obtain certification according to Korean certification standards in order to distribute and sell processed food with the Organic mark in the domestic market. However, a mutual equivalence agreement may be signed with countries that run a certification system equivalent to the Korean one, and organic processed foods from such countries may be distributed and sold in the domestic market in the same way as products certified in Korea. Meanwhile, MAFRA estimates that if it takes a long time to sign such agreements with major importing countries, it would hinder the smooth supply and demand of raw materials of organic process foods. For this reason, the ministry has also established measures to address this problem.
First, on November 1, 2013, the ministry began to enforce the Notification of Types of Foreign Organic Processed Foods Permitted by Confirmation of Standard Suitability, which allows the use of organic processed raw materials with foreign certification by separately designating (refer to attachment) raw material foods required for supply and demand, such as the ones not domestically produced. In addition, MAFRA also requested that the Ministry of Food and Drug Safety amend regulations in order to allow organic processed foods imported based on the marking system by December 31, 2013, to be distributed until they pass their expiration date. A representative from MAFRA said, Unifying organic processed food management systems will prevent consumers from being confused and enable the supply of safe and reliable organic processed foods.
