The Documentation Sciences Foundation, which is organizing the 2nd Congress with the support of members of the International Network InfoCC, saw the need for an international forum where information professionals will meet to speak about the role of technology in their work and how this help to build a more just and egalitarian society. So, the 2nd World Congress is meeting in the city of Santo Domingo on May 2009, a wide range of academics, analysts, entrepreneurs, professionals and politicians from different disciplines and nationalities (in total are expected more than 25 countries) to discuss the latest tools hardware, software and process solutions located within the Information Society, both in public and private sectors. For the first time in the history of IATUL, a parallel session in French will be organised on Tuesday 2 June in our sister university the Universite Catholique de Louvain (UCL) at Louvain-la-Neuve. Whereas the new digital environment can bring more uniformity to libraries, the quality of their services becomes more and more the distinguishing feature for excellence. Technical universities have a special responsibility for the development of innovative processes that are necessary for delivering these qualitative services. For this reason, the theme of the conference has been chosen to stress the importance of quality and innovation. We are especially welcoming contributions in the domains of innovation management, reengineering through information technology, e-accessibility, benchmarking for best practices, quality through improved services, quality results in financial savings, gaining quality through innovation. Currently, a number of institutions across the countries are working to evolve better models to provide collaborative technology services for scholarship by creating shared cyberspace thro expert collaboration, but this is a challenge for the institutions for a number of reasons. In the last few years, the landscape of digital technology applications projects for the various disciplines in humanities, social sciences, and sciences appears induced by many initiatives. For the creation of research clusters, the research community has thousands of databases, websites, local computing clusters, and web-based tools around individual themes, interests and projects. In most cases, these tools and resources are and were created to meet the specific needs of a particular community. In many cases, the funding and support for these critical initiatives is fragile and temporary, and directed in piecemeal fashion. There is a need to provide concerted efforts in building federated digital technologies that will enable the formation of network of digital technologies. Assuredly, libraries preserve the bases and the roots of human knowledge. Knowledge transmission today has radically changed: the scope of bibliography has widened immensely. Libraries therefore had to update their role: preservation and access are still the main points to be achieved, though in a new, critical and professional way, in order to assure the adequate standard of the service. In this way libraries keep pace with the change brought about by history and technology, helping to shape the future through the resources inherited from the past for example cultural heritage. Century long traditions have created a vast and diversified context, in which mediaeval libraries (mostly in monasteries and universities), live together with Renaissance libraries as well as modern libraries, whose efficient standards promote public reading and research effectively.
