Minutes The first part of the meeting covered by an introduction and presentation of the project by the Project Coordinator of the project, Mr. Chrisafis Panagiotis, who welcomed all the partners and wished a fruitful cooperation for the implementation of the project. Mr Chrisafis made a reference to the objectives of the project, the expected results, the Actions of the project, and the role of the partners. Relatively to the role of the each partner it was pointed out to all of the partners to appoint a responsible person on behalf of their organization for the constitution of Financial and Technical Committee. The Committees of the project were appointed. More specifically the Financial Committee will be constituted by: Mr.Karavidas Demetrios - Prefecture of Achaia- Financial Manager Mr.Panagiotis Christias - Development Enterprise of Achaia Prefecture Mr.Poupakis Dimitris- University of Patras The Technical Committee will be constituted by: Prof. Kornaros Michalis University of Patras Scientific Coordinator Mr.Vafeidis Panagiotis- Development Enterprise of Achaia Prefecture Mr. Pagiaslis Panagiotis Prefecture of Achaia Mrs.Antonopoulou Fani - Prefecture of Achaia Mrs.Vavouraki Aikaterini-University of Patras The composition of the management plan of the project was appointed to Mr.Christias Panagiotis (NEA) and the development of the communication plan to Dr.Giotopoulos Kostas (NEA). After the introduction and presentation of the project management there was a concrete and explicit analysis and presentation of the Technical Management of the project by Professor Michalis Kornaros and the technical presentation of project actions and a presentation of Project Management with a time table of activities by Dr. Syrrakou Eleni of Development Enterprise of Achaia Prefecture. The role of the external monitoring team and the project monitoring expert Mrs. Christina Marouli was particularly mentioned. The first theme to discuss was the quality of the deliverables of the project and the method of the evaluation of the quality indicators. The responsibility of the evaluation of the quality indicators and the deliverables was appointed to the Monitoring Committee of the project. The Monitoring Committee is constituted by: 4

Mr. Chrisafis Panagiotis - Prefecture of Achaia (Project Coordinator) Prof. Kornaros Michalis University of Patras (Scientific Coordinator) Mr.Karavidas Demetrios - Prefecture of Achaia- (Financial Manager) The role and the discernible responsibilities of the Monitoring Committee will be analyzed in a more detailed way in the Management Plan of the Project. It was agreed that an internal deadline will be established for each deliverable that will be at least 15 days before the actual deadline. It was agreed that the deadline of the deliverable Preliminary Cost-Benefit Analysis is the 6/2010 (and not the 3/2010 as by mistake it was written in the Deliverable Products Table and the Preliminary Environmental Impact Assessment Study is the 9/2010 and not the 6/2010 according to the project time plan. Mr Pagiaslis on behalf of Prefecture of Achaia developed the whole internal procedure for the supply of the prototype and the equipment and the timetable required for the completion of the proclamation. According to Mr.Pagiaslis there would be an international open public tender and a requirement of at least 52 days for the proclamation to stay open, according to the national law and the relevant legislation. The proclamation is scheduled to begin on May of 2010 and to finish on July with the opening of the offers. The beginning of the installation of the unit and equipment is calculated for the September of 2010. Concerning the establishment and the supply of the website of the project the responsible and specialized personnel of NEA (Dr. Giotopoulos and Mr. Vafeidis) will have a direct and imminent collaboration with the responsible department of the Prefecture of Achaia. For the development of the collaboration platform and the creation of the logo of the project responsible will be the Development Enterprise of Achaia Prefecture. Some first drafts of project logos were presented by Mrs. Fani Antonopoulou. Mr.Giotopoulos raised a point concerning the language of the deliverables of the project. After discussion it was decided that the official reports of the project should be completed in English language and the deliverables in Greek or English language depending on the needs of the project. In continuous Mr.Kornaros made a question for the way of the certification of the invoices of expenses made for the project. Two methods were proposed, the method of the hand-written certification and justification of expenses and the justification with the use of the seal of the organization made for this project. In addition to that Mr.Kornaros pointed out that concerning the cultivation of the sweet sorghum there should be a speed-up of the procedure of the cultivation, before the 07/2010, due to climate and weather circumstances. He also made a point about the supply of the consumables for the University of Patras and if there should be the necessity for a tender proportionately to the height of the tender (Fast or Public tender). Mr. Kornaros also raised a point for an amendment of an internal budget allocation in the subcategory of personnel costs that will not exceed the respected ceiling of 10% of the budget. He also claimed that he would forward the request of the University of Patras in a formal way to the Lead Partner. 5

In continuous Mr.Christias made the presentation for the Financial Management and the budget of the project and each participant agreed to support the whole procedure of management with the imminent provision of information and documentation required, in time.
