WCEA President Visits Epirotes in Australia By Nick Gage Late last February I flew to Australia to visit Epirot communities and organizations on the continent to celebrate with them the liberation of Epiros from the Turks in 1913 and the autonomy of Northern Epiros declared a year later. Mr. Nick Gage I found Epirotes in the country to be thriving in their new country but still closely attached to their ancestral homeland. Γκαλιτσης The most important result of the trip was a successful effort to organize a number of Epirot organizations throughout Australia into a new Panepirotic Federation of Oceania. I was asked to preside at the event where Epirot leaders from several Australian cities announced the formation of the new federation and I took the opportunity to bring the leaders of the existing Panepirotic Federation of Australia with me and initiated talks between the new and old groups that will hopefully lead to a merger of the two national organizations. It is official. The 2009 Panepirotic Federation convention will be hosted by the Washington chapter. I am sure that Father Kosmas Karavellas and his group have a wonderful convention planned and will be full of some surprises. It has been 7 months since the Worcester convention, and I am proud to say that we have gotten so much accomplished. We had the honor of meeting Foreign Minister Dora Bakoyanis, and from Congress Gus Bilirakis, Jim McGovern and Nikki Tsongas. Panepirotic Messenger Page 3 From page 1 WCEA President Visits Epirotes in Australia By Nick Gage I flew first to Sydney and was welcomed by George Vellis, a dynamic young leader of Epirotes not only in Sydney but also throughout the country. He introduced me to the leaders of the three Epirot chapters in the city, took me to a dinner dance they were holding to celebrate the liberation of Epiros my second night there and to a picnic the following day jammed with over 2,000 Greeks gathered to raise funds for the Greek community s old age home. On day later I gave a lecture at Sydney University about my adventures as an investigative reporter and foreign correspondent for The New York Times attended by more than 300 people. The lecture was organized by Dr. Vrasidas Karalis, the chairman of the Greek Studies Department at the university, who has been very helpful to the Epirot community in Sydney. I discussed with them the wisdom of merging with the new Federation of Oceania and they agreed to begin talks with its leaders with an open mind. My last night in the city I was invited to a gala dinner dance organized by the Epirotes of Melbourne, where I was welcomed with great warmth and enthusiasm and spoke o the more than 500 guests in attendance about the efforts of the World Council of Epirotes Abroad to unite Epirotes scattered in all five continents. I left the next day so impressed by all that had seen and everyone I had met that I vowed to return for another visit before the year was over. From Sydney I flew to Melbourne and was welcomed by Con Vassiliou, a creative young leader of the new federation who arranged for me to speak at a gathering of more than 200 Greek Australians in the heart of the city the same evening. I was very impressed at the number of young people who attended and the interest they showed in their Epirot heritage. Several promised to attend the WCEA convention in Ioannina next July. Over the next two days I met individually with a number of Epirotes who now make Melbourne their home and we discussed ways to strengthen Epirot chapters throughout the country and to attract the participation of young people. Among those I discussed these issues with was Dimitris Varnas, the president of the Panepirotic Federation of Australia, and Kostas Kalymnios, his young deputy, who is a successful attorney and a skillful advocate of he Northern Epiros issue. Page 4 Panepirotic Messenger World Council of Epirotes Abroad to Hold Convention in Ioannina A brand new five-star hotel in Ioannina, Greece will be the setting of the first convention of the World Council of Epirotes Abroad, which was established two years ago at an international conference in the city to bring Epirotes living in all five continents closer together. The convention will be held from July 25 to 27 and will feature many Greek dignitaries as well as personalities from all over the world whose families trace their roots to Epiros, according to author Nicholas Gage, president of the WCEA. Former Greek Prime Minister Constantin Mitsotakis and Development Minister, Christos Folias are among the Greek political figures who will speak at the convention, he said. The hotel where it will be held is the Grand Serai-Xenia, which is located in the heart of Ioannina and boasts luxurious rooms and suites with Hermes products in sumptuous marble bathrooms; an elegant restaurant, part of which extends into the courtyard and hangs over the Olympic-size pool, and spacious public rooms with Swarovski crystal chandeliers. The hotel's web site is: www.mitsishotels.com. "I've just returned from Ioannina where the Grand Serai just opened and it is equal to the very best hotels in the world," Mr. Gage said. We've secured a special rate for the WCEA Convention of 60 Euros ($88) per room, which is one-fourth the regular high season charge." The owner of-the hotel, Kostas Mitsis, is from Epiros and is eager to support the work of the WCEA, the first effort to unite Epirotes scattered all over the world, Mr. Gage said. The aims of the WCEA are to strengthen contacts between Epiros communities in all five continents, to acquaint the children of Epiros immigrants with their ancestral homeland, to promote the history and culture of Epiros, and to help attract foreign investment to the region to enhance its development.. "We have been very encouraged by the response to our efforts to bring Epirotes closer together and strengthen their ties to Epiros," said Chrysostomos Dimou, the WCEA vice president, who also serves as president of the Panepirotic Federation of Europe. "When we held our conference to establish the WCEA two years ago, more than 600 Epirotes from all over the world converged in Ioannina, three times the number we projected. We expect an even higher turnout this summer for our first convention." Τις ίδιες θέσεις είχε εκφράσει μερικές ημέρες πριν και ο υφυπουργός Εξωτερικών αρμόδιος για θέματα Απόδημου Ελληνισμού, Θεόδωρος Κασσίμης, κατά τη διάρκεια της συνάντησης που είχε στην Αθήνα με σαράντα εκπροσώπους του Ελληνισμού της Βορείου Ηπείρου, οι οποίοι είτε είχαν εκλεγεί παλαιότερα στην Ομόνοια, είτε ηγούνται της οργάνωσης στην παρούσα φάση, καθώς επίσης και με τους πρώην και νυν αιρετούς αντιπροσώπους. Στο επίκεντρο της εν λόγω συνάντησης βρέθηκαν τα θέματα που αφορούν τη λειτουργία της οργάνωσης και την ενότητα αυτού του τόπου και κόσμου και συζητήθηκαν διεξοδικά οι τρόποι με τους οποίους θα μπορέσει η Ομόνοια να ανταποκριθεί οργανωτικά στις σημερινές απαιτήσεις της εποχής. Μάλιστα, όπως επιβεβαίωσε και στον «Ε.Κ.» ο κ. Κασσίμης, πράγματι, τους συμβούλευσε να ανοιχτούν σε όλη την ελληνική μειονότητα της Αλβανίας, να εκσυγχρονίσουν το καταστατικό της Ομόνοιας, σύμφωνα με τις νέες ανάγκες και να προχωρήσουν σε μία γενική συνέλευση που να οδηγήσει σε εκλογές, στις οποίες βεβαίως να συμμετάσχουν πάντες οι Ελληνες της Αλβανίας. Δηλαδή η εκπροσώπηση της μειονότητας να γίνει μέσα από μία ανοικτή δημοκρατική διαδικασία, όπως απαιτεί η εποχή πλέον και έτσι μέχρι τέλος του έτους να υπάρχει μία οργάνωση που να αντιπροσωπεύει πλήρως τους Ελληνες της Αλβανίας. Ο κ. Κασσίμης εξήγησε ότι η παρέμβασή του ήταν απλώς συμβουλευτική και όχι ανάμειξη στα εσωτερικά της οργάνωσης. Γι αυτό και απέφυγε επιμελώς να ασχοληθεί είτε με τα πολιτικά πράγματα της Αλβανίας, είτε ακόμη και με το Κόμμα των Ανθρωπίνων Δικαιωμάτων. Ο πρόεδρος της Πανηπειρωτικής, Φώτης Γκαλίτσης, μιλώντας στον «Ε.Κ.», εξέφρασε την ικανοποίησή του για τη στάση της ελληνικής κυβέρνησης και το ενδιαφέρον της για την ενότητα του Ελληνισμού της Βορείου Ηπείρου, επισημαίνοντας ότι βασική προϋπόθεση για την αποκατάσταση της ενότητας είναι ο εποικοδομητικός διάλογος και η αποκατάσταση της συνεργασίας της Ομόνοιας με την Πανηπειρωτική Ομοσπονδία και όλες τις οργανώσεις των αποδήμων. Η αντιπροσωπεία της Πανηπειρωτικής συναντήθηκε και με τους ομοσπονδιακούς βουλευτές Γκας Μπιλιράκη, Τζιμ ΜακΓκόβερν και Νίκη Τσόγκα, καθώς επίσης και με την Ελληνοαμερικανίδα γερουσιαστή Ολυμπία Σνόου. «Αν και πέρασαν δέκα επτά χρόνια από την πτώση του κομουνισμού στην Αλβανία, εν τούτοις πολλά βασικά δικαιώματα που αφορούν την ελληνική εθνική μειονότητα στη χώρα αυτή παραβιάζονται κατάφωρα, με αποτέλεσμα να εξαναγκάζονται οι Βορειοηπειρώτες να καταφεύγουν την Ελλάδα για να μπορέσουν να επιβιώσουν και να εξασφαλίσουν κάποια ασφάλεια και τη δυνατότητα να μορφώσουν τα παιδιά τους. Αυτό είναι μια μορφή εθνικής κάθαρσης», τόνισε στους συνομιλητές του ο πρόεδρος του Παγκοσμίου Συμβουλίου Ηπειρωτών Εξωτερικού, Νικόλαος Γκατζογιάννης. Η αντιπροσωπεία ζήτησε από τα μέλη του Κογκρέσου να μεσολαβήσουν ώστε το υπουργείο Εξωτερικών να εξασκήσει την επιρροή που η Αμερική έχει σήμερα για τη διενέργεια νέας απογραφής του πληθυσμού στην Αλβανία ώστε να μπορέσουν οι πολίτες της να αναγράφουν την εθνική και θρησκευτική τους καταγωγή. continued on page 7

Panepirotic Messenger Page 9 ALBANIA Country Report Although some improvements have been made in recent years in the conditions and treatment of the Greek minority, continuing acts of discrimination and persecution tolerated by the government of Albania against the nation s Greek minority constitute subtle ethnic cleansing aimed at making ethnic Greeks feel isolated, powerless and vulnerable so that they will abandon their homes and move to Greece. The personal safety of ethnic Greeks in Albania is also at risk by reason of direct intimidation by security forces and the burning of schools, churches and businesses by lawless bands that the police allow to operate with impunity. Nowhere are ethnic Greeks given a fair deal or even a fair count. Although Albania successfully sought a census to measure the Albanian minority in neighboring FYROM, its government resists the demand of the European Union to measure its minorities, so it can continue to claim that the Greek minority is small when it constitutes at least 10 percent of the countries 3.5 million population. According to the Country Reports on Human Rights Practices 2007 released by the Bureau of Democracy, Human Rights, and Labor March 11, 2008 The ethnic Greek minority pursued grievances with the government regarding electoral zones, Greek-language education, property rights, and government documents. Minority leaders cited the government's unwillingness to recognize ethnic Greek towns outside communist-era "minority zones"; to utilize Greek on official documents and on public signs in ethnic Greek areas; to ascertain the size of the ethnic Greek population; or to include a higher number of ethnic Greeks in public administration. In September the Greek cultural association Omonia presented a request to the prime minister for the registration of population based on ethnicity. The letter was cosigned by the minister of labor and equal opportunities, and a representative of the Human Rights Union, a Greek-focused political party that is currently part of the governing coalition. While there were Greek-language public elementary schools in the southern part of the country where most ethnic Greeks live, Omonia complained that the community needed more classrooms both within and outside the minority zones, due to overcrowded classrooms and unfulfilled demand. Every village in the Greek zones had its own elementary-middle (nine-year) school utilizing the Greek language, regardless of the number of students, and Gjirokaster had two Greek-language high schools. In 2006 the government granted an operating license to one school in the south outside the Greek zone. During a 2006 visit by the prime minister to Greece, the government agreed to cooperate in the building of a Greek-language university in the city of Gjirokaster funded by the Greek government. We call on the U.S. government, in its own interest and the interest of maintaining peace and stability in the southern Balkans, to undertake an intense diplomatic dialogue with the government of Albania to ensure the rule of law is observed and the minority and basic human rights are protected. The U.S. must make clear that Albania must treat its minorities fairly and humanely the way it wants Albanian minorities in neighboring countries to be treated.

Ανδρεας, ανησυχωντας για το παρων και το μελλον του Βορειοηπειρωτικου Ελληνισμου, εστειλε επισημη επιστολη στην Υπουργο Εξωτερικων κ.α. Ντορα Μπακογιαννη με ημερομηνια 01/23/2008. Τονιζει με εμφαση στην επιστολη πως το επισημο ελλινικο κρατος ενδιαφερεται, δικαιως, για πολλα υπαρχων προβληματα, αλλα για το Βορειοηπειρτικο δεν βλεπομε να γινεται λογος. Ο Σεβ. From ORAMA Ο Κοινοβουλευτικός Εκπρόσωπος του ΛΑ.Ο..Σ. και βουλευτής στην Β. Αθηνών Κωστής Αίβαλιώτης υπέβαλε την εξής ερώτηση προς την Υπουργό Εξωτερικών κ. Μπακογιάννη: «Η Ελλάδα πλήρωσε βαρύ φόρο αίματος πολεμώντας τον φασισμό στην Β. Ηπειρο καθώς και τους ναζιστές στα Οχυρά της ελληνοβουλγαρικής μεθορίου, ενώ το έπος της Εθνικής Αντίστασης και της Μέσης Ανατολής μένει πάντα ζωντανό. Παρόλα αυτά χιλιάδες Ελληνες ήρωες του ελληνοϊταλικού πολέμου του 1940-41 παραμένουν ακόμη άθαφτοι στην Β.Ηπειρο και τα οστά τους βρίσκονται από γεωργούς στα χωράφια τους όταν οργώνουν, τα αποκαλύπτει η βροχή Κ.Ο.Κ. Σωστά έχει επισημάνει ο Α ντιπρόεδρος της Βουλής κ. Σούρλας στο βιβλίο του «Οι ήρωες του 1940 περιμένουν» ότι το γεγονός αυτό αποτελεί ντροπή για το ελληνικό κράτος, 67 χρόνια μετά από τη νικηφόρα μάχη της Ελλάδας κατά του φασισμού και τη συντριβή της επιθετικότητας του δικτάτορα Μουσολίνι. Το Υπουργείο Εθν. Άμυνας έχει κάνει κινήσεις για να βρεθεί λύση στο ζήτημα και έχει συντάξει ηλεκτρονικό αρχείοτων ηρώων, αλλά οι εθνικιστικοί κύκλοι της Αλβανίας δεν σέβονται τις διεθνείς συμβάσεις και αντιδρούν στην ταφή σε στρατιωτικά νεκροταφεία της Β. Ηπείρου των Ελλήνων- ηρώων. Ερωτάται η κ. Υπουργός 1) Εχει καταστεί σαφές στην Αλβανία ότι στην ΕΕ υπάρχουν συγκεκριμένες δημοκρατικές αρχές που οφείλει να τηρεί αν θέλει να την προσεγγίσει και να δεν τις τηρεί υπάρχουν κυρώσεις; 2) Πότε θα δημιουργηθούν τα νεκροταφεία όπου θα αναπαυθούν επιτέλους μετά από 67 χρόνια όλοι όσοι πέθαναν αγωνιζόμενοι κατά του φασισμού και των συνεργατών τους στην Αλβανία;» Σημείωση: Ο κ. Αίβαλιώτης έκανε και δεύτερη ερώτηση στην Κ.α. Μπακογιάννη σε σχέση με το στάτους των Ελλήνων Βορειοηπειρωτών.
