Αθήνα, 04 Δεκεμβρίου 2015 Δελτίο Τύπου «Ελληνο-Κορεατικό Επιχειρηματικό Συνέδριο 2015» 1 Πραγματοποιήθηκε σήμερα το «Ελληνο-Κορεατικό Επιχειρηματικό Συνέδριο» που διοργάνωσαν από κοινού το Ίδρυμα Οικονομικών & Βιομηχανικών Ερευνών (ΙΟΒΕ) και το Korea Trade- Investment Promotion Agency (KOTRA). Κεντρικοί στόχοι του συνεδρίου, που τελεί υπό την αιγίδα της Πρεσβείας της Δημοκρατίας της Κορέας, ήταν η ανταλλαγή απόψεων και εμπειριών και η σύσφιξη των επιχειρηματικών σχέσεων μεταξύ των δυο χωρών. Στην πρωινή συνεδρίαση μίλησαν οι κκ Τάκης Αθανασόπουλος Πρόεδρος ΙΟΒΕ, Δρ. Dooyoung Kim Πρόεδρος KOTRA EUROPE, Καθηγητής Δημήτρης Μάρδας Υφυπουργός Εξωτερικών, ο Young-jip Ahn Πρέσβης της Δημοκρατίας της Κορέας στην Ελλάδα, Δρ. Dongchul Cho Korean Development Institute, Καθηγητής Νίκος Βέττας Γενικός Διευθυντής IOBE και Δρ. Dongsoo Koh Korea Institute for Industrial Economics and Trade, Keewon Park Korea Trade-Investment Promotion Agency. Στο δεύτερο μέρος της πρωινής συνεδρίασης, με θέμα: «Ιδιωτικές Επενδύσεις στην Ελλάδα» μίλησε ο Γενικός Γραμματέας Στρατηγικών και Ιδιωτικών Επενδύσεων του Υπουργείο Οικονομίας, Ανάπτυξης και Τουρισμού κ. Λόης Λαμπριανίδης. Η πρωινή συνεδρίαση έκλεισε με την παρουσίαση των δράσεων των φορέων που συνεργάστηκαν για την υλοποίηση του συνεδρίου. Ειδικότερα παρουσιάσεις έκαναν οι κκ Παντελής Λάμπρου Διευθυντής Στρατηγικής Επικοινωνίας & Ανάλυσης Αγορών - Όμιλος Χρηματιστηρίου Αθηνών, Βελισσάριος Δότσης Διευθύνων Σύμβουλος Enterprise Greece, Νικόλαος Μανεσιώτης Αντιπρόσωπος ΕΣΕΕ και Πρόεδρος του Εμπορικού Συλλόγου Πειραιά και η κα Λίλα Τσιτσογιαννοπούλου Executive Director του ΤΑΙΠΕΔ. Στη συνέχεια και με τη συμμετοχή και συνεργασία σημαντικών ελληνικών και κορεατικών επιχειρήσεων και φορέων συζητήθηκαν σε υψηλό επίπεδο, θέματα εμπορίου, επενδύσεων και ανάπτυξης, με έμφαση στους τομείς: Real Estate, Συστήματα Ασφαλείας, Συστήματα Μεταφορών, Ηλεκτρονικών Συσκευών, Information Technology, Hardware και Software, Χημικά, Μηχανήματα, Ιατρικά εμφυτεύματα, Καλλυντικά κ.α. Ανοίγοντας την εκδήλωση ο πρόεδρος του ΙΟΒΕ κ. Τάκης Αθανασόπουλος υπογράμμισε ότι στόχος του συνεδρίου είναι η διασύνδεση εταιριών από την Κορέα και την Ελλάδα ώστε να γνωρίσουν και να εντοπίσουν εμπορικές και επενδυτικές ευκαιρίες. Ο πρόεδρος του ΙΟΒΕ αναφέρθηκε στο επιτυχημένο παράδειγμα της Κορέας στην αντιμετώπιση της κρίσης που έπληξε τη χώρα το 1997. ανοδική πορεία. «Η συνεπής εφαρμογή του νέου προγράμματος που συμφώνησε η Ελλάδα με τους εταίρους της», τόνισε ο κ. Αθανασόπουλος, «μπορεί να αποκαταστήσει το επιχειρηματικό κλίμα στη χώρα μας, επιδρώντας καταλυτικά στη βελτίωση των συνθηκών στην ελληνική οικονομία». Στο χαιρετισμό του ο Δρ. Dooyoung Kim, Πρόεδρος του KOTRA EUROPE, σημείωσε ότι η τρέχουσα συγκυρία δημιουργεί «μια καλή ευκαιρία για τις κορεάτικες εταιρίες να επενδύσουν σε στρατηγικούς τομείς στην Ελλάδα, βοηθώντας έτσι την ελληνική οικονομία να ξεπεράσει την κρίση», ενώ παράλληλα οι κορεατικές επιχειρήσεις θα «έχουν την ευκαιρία να τοποθετηθούν σε μια χώρα που βρίσκεται κοντά στην Ανατολική Ευρώπη, όπου σχεδιάζονται μεγάλα έργα υποδομών, αποτελώντας ταυτόχρονα την πύλη εισόδου για τις αγορές της Δυτικής Ευρώπης». Την εναρκτήρια ομιλία της εκδήλωσης πραγματοποίησε ο Υφυπουργός Εξωτερικών Καθηγητής Δημήτρης Μάρδας ο οποίος σημείωσε τις σημαντικές μεταρρυθμίσεις που έχουν πραγματοποιηθεί στην Ελλάδα και τις πρωτοβουλίες που έχουν υλοποιηθεί για την διευκόλυνση των ξένων άμεσων επενδύσεων. «Οι μεταρρυθμίσεις», τόνισε ο κ. Μάρδας, «σε συνδυασμό με το υψηλής κατάρτισης ανθρώπινο δυναμικό, που αποτελεί ένα από τα βασικότερα πλεονεκτήματα της χώρας μας, και την γεωγραφική θέση της Ελλάδας δημιουργούν ένα ευνοϊκό περιβάλλον για την προσέλκυση επενδύσεων». «Τώρα είναι η ώρα για επενδύσεις στην Ελλάδα και την ενίσχυση των εμπορικών σχέσεων των δυο χωρών» τόνισε. Ο Υφυπουργός Εξωτερικών σημείωσε ότι επιχειρήσεις από την Κορέα θα μπορούσαν να επωφεληθούν από τις ευκαιρίες που δημιουργεί το πρόγραμμα ιδιωτικοποιήσεων για επενδύσεις σε στρατηγικούς τομείς της ελληνικής οικονομίας όπως: λιμάνια, μαρίνες, σιδηρόδρομος, αεροδρόμια, ενέργεια, έργα υποδομών, τουρισμός κ.α. Η Α.Ε. πρέσβης Y. Ahn αναφέρθηκε στην κρίση του 1997 που έπληξε την Κορέα υπογραμμίζοντας τις επώδυνες μεταρρυθμίσεις που έγιναν στον δημόσιο αλλά και τον ιδιωτικό τομέα και την εκστρατεία συγκέντρωσης χρυσού που εν τέλει δημιούργησαν γόνιμο έδαφος για την επιστροφή της χώρας σε ανάπτυξη. Σημείωσε την πεποίθησή του ότι η Ελλάδα θα ξεπεράσει στην κρίση και θα επανέλθει σύντομα σε ανοδική πορεία εκφράζοντας την ευχή ότι Κορεάτικες και Ελληνικές επιχειρήσεις θα βαδίσουν από κοινού στην νέα αυτή πορεία. Ο Δρ. Dongchul Cho του Korean Development Institute παρουσίασε αναλυτικά την εμπειρία της Κορέας, την κατάσταση στην οικονομία πριν και μετά το ξέσπασμα της κρίσης καθώς και τις πολιτικές που υιοθετήθηκαν για την αντιμετώπισή της. Αναφερόμενος στην κρίση στην Ελλάδα σημείωσε ότι δεν υπάρχει εύκολος δρόμος, ενώ σε ότι αφορά την αναδιάρθρωση του χρέους σημείωσε ότι μια διευθέτηση του χρέους προσφέρει κυρίως πίστωση χρόνου και μόνο μέσα από την αποφασιστική υλοποίηση των μεταρρυθμίσεων μπορεί να επιτευχθεί η ουσιαστική έξοδος από την κρίση. Στην παρέμβασή του ο Γενικός Διευθυντής του ΙΟΒΕ καθηγητής Νίκος Βέττας, αναφέρθηκε στις σημαντικές επιτυχίες αλλά και τις αδυναμίες που σημειώθηκαν κατά την εφαρμογή των προγραμμάτων προσαρμογής της ελληνικής οικονομίας τα τελευταία χρόνια. Υπογράμμισε ότι μετά την επιτυχή ολοκλήρωση της ανακεφαλαιοποίησης των τραπεζών πρέπει να δοθεί προτεραιότητα στην αντιμετώπιση των μη εξυπηρετούμενων δανείων, την αποτελεσματική λειτουργία του νέου ταμείου αποκρατικοποιήσεων, την αναμόρφωση του συστήματος κοινωνικής ασφάλισης και την διαμόρφωση ενός πιο αποτελεσματικού φορολογικού συστήματος. Τέλος ο κ. Βέττας υπογράμμισε την σημασίας συνεννόησης με τους εταίρους για την ανακούφιση του δημόσιου χρέους ενώ τόνισε την ανάγκη να μειωθεί ο βαθμός της αβεβαιότητας που σήμερα αποθαρρύνει την υλοποίηση επενδύσεων και εμποδίζει την επιστροφή της χώρας σε έναν ενάρετο κύκλο ανάπτυξης. 2
Από την πλευρά του ο κ. K. Park εξήγησε την στρατηγική της κυβέρνησης της Κορέας για την αντιμετώπιση της κρίσης, με την υιοθέτηση κινήτρων για την τόνωση των εξαγωγών των κορεατικών εταιρειών καθώς επίσης και την εφαρμογή πολιτικών για την προσέλκυση ξένων άμεσων επενδύσεων. Μιλώντας για τις ιδιωτικές επενδύσεις στην Ελλάδα ο κ. Λόης Λαμπριανίδης Γενικός Γραμματέας Στρατηγικών και Ιδιωτικών Επενδύσεων του Υπουργείου Οικονομίας, Ανάπτυξης και Τουρισμού σημείωσε ότι μετά από 8 χρόνια βαθιάς οικονομικής κρίσης η Ελλάδα προσφέρει εξαιρετικές επενδυτικές ευκαιρίες στους περισσότερους τομείς ξεχωρίζοντας τη βιομηχανία τροφίμων, τη γεωργία, την πληροφορική και τηλεπικοινωνίες, τις υπηρεσίες υγείας, τις υπηρεσίες μεταφορών - logistics, την ενέργεια, τα φάρμακα - χημική βιομηχανία, τη ναυτιλία και τον τουρισμό. Σημείωσε ότι το σημερινό νομοθετικό πλαίσιο διευκολύνει τις διεθνείς εταιρείες να επενδύσουν στη χώρα μας με ευνοϊκούς όρους, ενώ ο νόμος Fast Track επιταχύνει την υλοποίηση μεγάλων επενδύσεων προσφέροντας σταθερό φορολογικό περιβάλλον και ταχύτητα στη χορήγησης αδειών. Ο κ. Λαμπριανίδης αναφέρθηκε επίσης στον νέο Αναπτυξιακό Νόμο ο οποίος στοχεύει στη βελτίωση της ανταγωνιστικότητας και της καινοτομίας της εγχώριας οικονομίας, την αύξηση της απασχόλησης, την ενίσχυση της εξαγωγικής ικανότητας των ελληνικών επιχειρήσεων, και την μετατόπιση του παραγωγικού μοντέλου προς προϊόντα και υπηρεσίες υψηλής προστιθέμενης αξίας. Την οργάνωση του συνεδρίου στήριξαν ο Όμιλος του Χρηματιστηρίου Αθηνών, το Enterprise Greece, η ΕΣΕΕ και το ΤΑΙΠΕΔ. 3

1 Opening remarks Takis Athanasopoulos Chairman of the Board of IOBE 2015 Korean Hellenic Partnership Plaza Athens, 4 December 2015 Ladies and Gentlemen, Welcome to the 2015 Korean Hellenic Partnership Plaza, organised by the Foundation for Economic and Industrial Research and the Korea Trade-Investment Promotion Agency. The objective of the Plaza, as the name suggests, is to serve as a networking platform for Korean and Greek enterprises to meet and to explore trade and investment opportunities. But first, let me note the importance of the Korean experience from the late 1990s for us, the Greek participants in today s event. In 1997, Korea was hit by a severe financial turmoil. A number of large conglomerates failed to meet their financial obligations. With the investors losing confidence in the Korean economy, the stock market fell considerably and the won depreciated sharply. To stabilise its financial system, Korea obtained a 58-billion-dollar loan from the International Monetary Fund. The IMF loan, as was the case with Greece, came with tough conditions. The government restructured or closed 12 of the country s largest banks. Meanwhile, structural reforms were put in place in an already quite liberal economy, in order to make the financial system more flexible and resilient. The social cost of the crisis and the subsequent reforms was significant. About 7% of the Korean labour force, or about 1.4 million people, lost their jobs. However, the response of the Korean people was exceptional. Within the first two years of the programme, over 100,000 individuals donated to the Korean treasury more than 20 tonnes of gold, worth over 100 million dollars. The subsequent turnaround of the Korean economy was truly remarkable. It returned to strong output growth already in 1999. Since then, the GDP of the Korean economy has more than doubled. The Korean economy kept growing even during the recent global financial crisis and the subsequent economic slump, which highlights the outstanding resilience that the Korean economy has achieved as a result of the reforms.
2 I am eager to hear more about the lessons that we can draw from the Korean experience in Part I of the morning session. Part II of the same session touches upon the investment opportunities in Greece, a topic of great interest, particularly to our Korean guests. Today s event comes just a few months after Greece embarked on a new programme of reforms, as part of its third bailout agreement with its EU partners. The consistent implementation of the new economic policy programme can restore the business sentiment in Greece, becoming a catalyst for drastic improvement of the conditions in the Greek economy. Once the business climate is repaired, there will be plenty of investment opportunities in Greece. These opportunities lie in a number of sectors such as Tourism, Real Estate, Energy, Logistics, Food Manufacturing and Pharmaceuticals, sectors which the Foundation for Economic and Industrial Research has systematically analysed in a number of studies related to the new growth model for Greece. Further, the programme of privatisations and concessions could act as a strong vehicle for attracting private capital to the Greek economy to build the necessary infrastructure in vital sectors. Moreover, the use of the skilful human resources of the country in the fields of new technologies and innovation could create a new generation of export-oriented companies in emerging sectors. Finally, the restructuring of existing firms that possess considerable resources and skills, but lack funds due to the credit crunch, could provide highly profitable investment possibilities. The afternoon B2B session will provide the participants with the chance to exchange insight on specific business prospects along these lines. Summing up, there is a good chance that Greece is finally approaching the turning point that it so desperately needs. This creates the prospect for solid business opportunities for foreign investors, whose participation is in turn essential if Greece is to return on a path of economic growth and social prosperity. While the risks are certainly not absent, under the conditions mentioned above the upside is very high, as the Korean experience in the years after the 1997 crisis has taught us. We anticipate the 2015 Korean Hellenic Partnership Plaza to contribute in the direction of economic revival, connecting investors with opportunities, and boosting further the trade and investment cooperation of our two countries. Successes and failures of the post 2010 policies Very significant success in the areas of government budget and balance of payments ( twin deficits ). Very weak performance for investments and exports. The economy has adjusted primarily via an extremely deep recession. Increase in competitiveness mainly via a reduction in labor unit cost.
Successes and failures (cont d) Lack of wide enough political support and social consensus for structural reforms, despite some important efforts. Public sector has been shrinking but administrative burden and inefficiency remains a key issue. Accumulated debt remains a significant problem. Return to growth in 2014 (after a 6-years long recession) mainly based on increase of revenue from services exports and stabilization in domestic consumption. Return to recession for 2015, 2016. Uncertainly and challenges remain significant, but so does potential.

2014 picture Consolidation of public finances (primary budget surplus), balance in the external sector. Improved stability in the banking system. Domestic consumer confidence gradually restored and foreign demand for goods and especially for services increased. Shift to new growth model has been slow. Progress in public administration, justice, education: slow. Continuing uncertainty (since summer 2014 euro-elections). 19
2014 to 2015 developments Extensive delay in reaching an agreement regarding the review of the Greek Economic Adjustment Program. Program was supposed to end on 31.12.2014 Since the start of the 2015, decrease in investment, deterioration of lending terms for individuals and corporations, delays in tax collection and difficulties with the implementation of the budget. Economic sentiment, tracked monthly by IOBE for the EC, showed considerable diversion between households and businesses for 4 months. 20
