Ths gap affects not only government's penson reform but also the whole publc sector. Ths gap comes from dfferent employment systems n dfferent sectors. In ths artclechna's government's responsblty n constructng penson system s analyzed both n theory and n practceand a new penson system for cvl servants called as three-ter-penson-system s ntroduced. The reform of penson system has two purposesone s to avod the old-age poverty through basc state pensonthe other s to mantan employees' ncome level after retrement through occupatonal penson. The government should take cvl servants as both ctzens and publc employeesso the basc state penson and the occupatonal penson for cvl servants should be provded by governments. Therefore the government should take the responsblty of government and employer both towards cvl servants. After the calculaton and enumeraton of the two systemst s found thatbecause of the new penson contrbutongovernment's fnancal expendture s much larger at the begnnng stage of ths new system. But due to the contrbuton of the employees and the revenue of the fund accumulated by the contrbuton the future expendture wll be much smaller than the old one.
