THE TED MACEY AFFAIR THE INVASION THAT NEVER HAPPENED Η ΕΙΣΒΟΛΗ ΠΟΥ ΕΝ ΕΓΙΝΕ Good evening; You are watching tonight the second broadcast of the series OPEN FILES. First, we have to apologize for the long time that has elapsed between our first broadcast and this one. We had announced then that our plan was to have an airing of a broadcast as soon as we had investigated fully a subject-matter. As the previous spring was campaign time for the parliamentary elections we considered that it would not be right to broadcast this documentary during this period, hence the delay. We hope that the very interesting content of the broadcast will be payment enough for the delay. At first we also wish to express our warm thanks to our audience for the very flattering remarks about our previous broadcast on the TMT. We wish to record that we have received similar comments and remarks from many, very many indeed, Turkish Cypriots, who for the first time saw and heard events described and documents presented regarding the terrorist activities of TMT and the T/C leadership. BROADCAST OPENING: THE TED MACEY AFFAIR STUDIO 1:

On the 6th of June, 1964, six months after the mutiny of the T/C leadership against the legal government of Cyprus, the situation in Cyprus was relatively calm. The tension under the surface, however, was more than apparent. The reason, the insistent pieces of intelligence that an invasion of Cyprus by Turkey was imminent. The forces of the Cyprus National Guard and of TMT, the UN Peacekeeping force in Cyprus (UNFICYP), as well as the British forces in Cyprus, are in a state of alert. VIDΕΟ 1: Major Ted Macey, an odd British officer that would often boast about his paratrooper abilities and skills with individual weapons as well as blades, was serving then as the liaison officer between UNFICYP and the office of the Vice President of the Republic of Cyprus, Dr. Fazil Kutchuk. At 8 o clock in the morning he participated in a meeting at UNFICYP Headquarters. At nine, he boarded a Land-Rover, driven by a British soldier named Platt, and headed for the office of Dr. Fazil Kutchuk. Major Macey s duties, as described in official British documents, were to record and report the feelings and opinions of the local populace, especially those of the T/C community. He was also to watch and investigate matters of special interest, as instructed by the office of operations of UNFICYP. The terms of this mission, according to official British documents,

presupposed a degree of personal initiative and flexibility. Major Macey left Dr. Kutchuk s office at 11.00. At 11.45 another British officer saw him on his way to Famagusta. An hour later, he arrived at the T/C village of Galathkia, where he satyed for almost two and a half hours, and where he contacted several of the village inhabitants. At 3.15 in the afternoon he left Galathkia and has not been seen since. His military vehicle has also disappeared and no trace of it has since been found. The intense efforts of UNFICYP and the British to track Macey failed miserably. This however did not prevent the British and the British press from placing the blame for Macey s and his driver s disappearance on the Greek Cypriots. The Macey affair proved to be a thick veil under which lay a monumental British conspiracy against Cyprus. THE TED MACEY AFFAIR ΣΤΟΥΝΤΙΟ 2 Three Days after the broadcast of the second part of our documentary on TMT, specifically on the 23 rd of February 2006, BBC s Radio 4 program Document, broadcasted an extremely interesting program on the series Document, in which a lot of evidence was presented about the not-so-innocent role of Major Macey. On the contrary, they revealed his participation in conspiratorial and subversive

actions against the Republic of Cyprus. The evidence presented and the eyewitnesses that talked on the program not only confirmed information on Macey s collaboration, under official orders, with the Turks and TMT, butr also revealed a British conspiracy against the republic of Cyprus, far wider in scope. This concerns proof, as was written in the official website of the BBC, that The British secret services were involved in the fomenting of the clashes between the Greek Cypriots and Turkish Cypriots, ten years before the partition of Cyprus. CHECK ORIGINAL We visited Great Britain in order to investigate what was aired on the BBC broadcast, and we have to admit that our findings add a very important dimension to the history of the Cyprus problem. Our findings confirm and document, with official British papers, what everyone was either saying or implying regarding the role of Britain in Cyprus, albeit without reference to confirmatory documents or proof. Today however, such documents and proof are available. We have accumulated enough such evidence to present it in our broadcast tonight. THE TED MACEY AFFAIR VIDΕΟ 2 With the intercommunal clashes of Christmas 1963, there was an imminent danger of destabilization in Cyprus, which could lead to a

clash between Greece and Turkey and consequently increase the danger of destabilization in the entire region. This at a time of heightened tensions of the cold war and regional uprisings. The British had in Cyprus a thorough system of intelligence gathering through which they followed all Soviet moves, as well as military installations that allowed them instant intervention anywhere in the Middle East. Destabilizing conditions in Cyprus, would put these capabilities under immediate danger. This was thus becoming a problem of NATO and the Americans. Martin Packard, was then stationed in a NATO base in Malta as an intelligence officer of the British Royal Navy. With the breakout of the intercommunal clashes in Cyprus, and because of his fluent knowledge of the Greek language, he was sent, just as Colenel Macey, on a special mission to Cyprus. It is believed today that there were three different British agendas for dealing with the Cyprus problem. SOUND UP 1 BEGINS=The Foreign Office.tc 6.00 ENDS=..Turkish Army. In February 1964, just two months after the mutiny on the part of TMT, George Ball, US Assistant Secretary of State visits Cyprus. With the arrival in Cyprus of the UN multinational peace-keeping force, UNFICYP, in 1964, a number of problems emerged, regarding its mission and its scope, as well as problems originating from the conduct of certain members of the force. There were then several instances of involvement of members of the force in the transfer of weapons and men of TMT, for a hefty price, from one region to another. Remarkably, in certain cases, this was done using vehicles of the force, that is, under the cover of the international organization itself. VIDEO 3 These cases essentially involved almost all the national troop detachments of the force. In the Radio 4 programme of BBC, it was revealed that the involvement of the British was organized and under orders from very higher ups. It was specifically, under official direction and served the objectives of a specific policy. The protests and demarcations of the Government of the Republic of Cyprus were rejected as unsubstantiated, or were denied after a semblance of an investigation. On the 18 th of April the Government of the Republic of Cyprus sent a very interesting-inview of what followed-letter to the commander of UNFICP, General Gianni. We reveal tonight the contents of this letter. The government s letter contains all the evidence that was brought to the attention of General Carver; evidence concerning the illegal activities of British soldiers who transferred high echelons of the TMT by

RAF helicopter and ambulance from Paphos/Ktima to Limassol. The letter was full of details, names, dates etc. The very damning accusation in the letter, concerned a request that was placed on the very same date that the letter was sent to General Gianni, by the commander of the UNFICYP forces in Limassol, Colonel Shane. Shane s request concerned the transfer from Limassol to Nicosia of four Turkish Cypriots, who supposedly were in immediate need of medical attention. It further reassured the government that these patients had been examined by british medical officers who confirmed the medical emergency at hand. The government s Chief regional administrator in Limassol, after consultation wth the government offered no objections. On arriving in Nicosia, near the headquarters of the Security Forces of the Republic of Cyprus, in Athalassa, the Cyprus police stopped the british ambulance, with licence plate number (22) 0008366 and was under the command of corporal A W G Bound, with Military Serial Number 23673236. In the ambulance, the police found the four Turkish Cypriots, who were all former members of the Republic of Cyprus police and the gendarmerie, in excellent health. They were: -Izzet Bolkan, former Police Major, Police District Commissioner in Paphos -Vetat Tasier, former lieutenant of the gendarmerie, in the village of Audimou, -Fikri Houssein Aslan, former police officer in Paphos, and

-Ali Sais Mohammed, bearing false papers as a Jordanian citizen, resident of Paphos and later of Limassol. The British even presented medical documents issued by a private Turkish Cypriot doctor from Limassol. However, the purported diagnoses were proven to be false by government doctors of the General Hospital in Nicosia, where the four Turkish Cypriots were brought for examination, in the presence of a doctor from UNFICYP, immediately after the ambulance was stopped. STUDIO 4: The case that brought literal panic to the British, and which gave an additional dimension to the disappearance of Major Macey, was the arrest of Keith Marley, on the 26 th of May, 1964. The private car that Marley was driving, with his wife as a passenger, was stopped at a roadblock of the Cyprus Police on the Xeros-Nicosia road, on the 26 th of May. Upon searching the car, it was discovered that he was carrying mortars and ammunition destined for TMT in Nicosia. Mrs Marley had hidden in her brasier documents and correspondence for TMT. THE TED MACEY AFFAIR VIDEO 4 The British were literally panic-stricken by the arrest of the Marley couple, because the authorities of the

Republic of Cyprus were thus touching the organized british spy ring against the Republic of Cyprus, that was obviously under official guidance. The arrest of Marley had made a deep impression on the public opinion in Cyprus, especially since the investigation brought to light evidence that concerned the way the Turkish TMT and their agents operated. So much so, that there were several public demonstrations, as in the public mind the arrest of the Marley couple proved the guilt of the Bristish government. The interrogations of the arrested led to the conclusion that the Marley couple was not acting alone, and that surely several other British soldiers, especially from RAF units, were involved in such activities. ENDS= of British diplomacy. tc 8.48MUST BE TRANSLATED ΙΑΡΚΕΙΑ= 0.37 The BBC programme was prepared by the journalist Joylon Jenkins. We visited him at his house in Bristol. A journalist with experience in the investigation of complex matters and with many awards and distinctions during his career, he started by investigating the conditions under which Colonel Macey disappeared. His investigation led him to the Marley case and to official British

documents through which the british conspiracy against Cyprus was evident. SOUND UP 6 BEGINS= The G/C had arrested one man. Οι Βρετανοί δεν ήξεραν τι να κάνουν. Η Βρετανική κυβέρνηση έπρεπε να πάρει µια απόφαση, να τους παραδώσει στους Ε/Κ και να ριψοκινδυνεύσει ένα διπλωµατικό επεισόδιο, ή να τους φυγαδεύσει και να ριψοκινδυνεύσει και πάλι ένα διπλωµατικό επεισόδιο εάν αποδειχθεί ότι τα πάντα ήταν ήδη γνωστά. Στο τέλος αποφάσισαν να τους αποµακρύνουν από το νησί τάχιστα και εξ όσων γνωρίζω η Ε/Κ αστυνοµία ουδέποτε ανακάλυψε την εµπλοκή των άλλων αεροπόρων της ΡΑΦ. Essentially, he was replacing his permanent driver, whom we met in London and who had very interesting things to tell us. Immediately after the disapperence of Ted Macey he was also removed from Cyprus. Surprisingly, he was transferred to a very plum position in a NATO service in Paris, that required a much higher rank than he possessed. He will tell us himself the reason for this, later. What is obvious is that the British realized that with the arrest of Marley and the disapperence of Macey the Greek Cypriots had touched upon an entire British spy ring who were acting under official orders, and whose activity was kept secret even from most of the British officers in the sovereign bases in Cyprus, or the officials of the British High Commission in Cyrpus. ENDS= the big truth... tc 2.48 DURATION= 0.47 From the top secret documents that concern the priod of 1964, and were made public in 1994, one can really see earth-shaking details. It is even more remarkable that most of them escaped the attention of historians and journalists. Perhaps because this period had so much to offer in terms of documents, the developments immediately after the mutiny of TMT that these documents received only scant attention. We believe therefore, that it is worth reporting certain details that highlight the thesis that emerges out of this broadcast, regarding the conspiracy against Cyprus.

Twenty four hours after the arrest of the Marley couple, the British Military headquarters in Cyprus notifies the British Ministry of Defence that in Marley s Fiat the Cypriot police found two mortars, Marley s RAF uniform, two diving uniforms, a press card for his car, and two letters in Turkish, from the chief of the Turkish terrorist organization, as recorded in the documents, of the Mansoura region and addressed to Turkish terrorist as again recrded in the documents, in Nicosia. On the 28 th of May, an urgent telex conference in secret code took place between the headquarters in Cyprus ansd the ministry, in which it is recorded in a very angry manner that because of the Marley episode there will unavoidably arise difficult political questions in which (British) ministers will be involved and regarding which, serious decisions must be made today. (The ministry) is wandering and demanding explanations as to why the headquarters did not immediately ask from the Cypriot authorities to place Marley under their own custody, according to Annex C chapter 8, paragraph 5 of the Treaty of Establishment (of the Republic of Cyprus) and strict orders are given for this to be attempted immediately. In a confidential report of the Bristish Hisgh Commission to the Ministry of Commonwealth Affairs, dated 31 st of May, 1964, signed by General William Bishop,

reference is made to an internal investigation of RAF regarding the participation of members of the force in affairs such as the Marley affair. Specific reference is made to corporal Bass, who provided very interesting and highly revealing facts in his testimony. Bishop notes the following: Bass agreed to help as an experienced and capable diver, in the unloading of 200-300 volunteers from Turkey per day, for a period of several days, in an operation that was to begin in a few days. The place where the submarine was to approach, we learned in London, was that of the Turkish-Cypriot village Orka, from where are the recent shots that we now provide you with. Bishop also notes that Bass knew the details of the Turkish invasion plans, including the methods to be used for landing, and the military operations that were to start on the 21 st of June. Which were postponed, obviously because of the arrest of Marley. What appears truly remarkable from these documents is the uncertainty of the British as to whether the Cyprito authorities had realized that Marley was a member of an entire british spy ring or not. Nicos Koshis was then the head of an unofficial intelligence unit, for the Republic of Cyprus. SOUND UP 9 BEGINS= From what I can remember... tc 24.00.

ENDS=...that is they were spying on us. tc 25.05 ΙΑΡΚΕΙΑ= 1.05 CG= Nicos Koshis. Bass, as was revealed for the RAF internal investigation, had filmed, on behalf of the Turks, airfields, military barracks, military installations of the National Guard, and even Greek/Cypriot leaders. In a top secret report of Gen. Bishop, dated 4 June, 1964, it is reported that Bass had designed and constructed, for use by the Turks, a special barge (platform) that would aid in the unloading of military hardware from Turkish submarines. Of course, it is rather unlikely that he could do all this alone, and without the technical support from an organization such as RAF. Another piece of information that Bass gave to the RAF interrogators concerned their action as intermediaries in the purchase by TMT of telecommunications equipment. Specifically, the brother of another RAF non-commissioned officer was the representative of the British company PYE, that was supplying such equipment to the Cypriot police. Bass asked his colleague to arrange so that the latter s brother would supply TMT with 15 transmitters and receivers in order for TMT to have a Cyprus-wide wireless communications network. The campany replied affirmatively, under the condition that the order would be made by its representative in Turkey and the delivery was made in Turkey SOUND UP 10 STARTS= What they told the RAF... tc 2.12.

Εµπλέκονταν σε καταδύσεις και ότι όλοι µέλη ενός κλάπ καταδύσεων. Ένας ειδικά ήταν επιδέξιος δύτης και διέθετε σύνεργα που του επέτρεπαν να παραµένει σε κατάδυση για µεγαλύτερο χρόνο και βαθύτερα από ότι θα έκανε ένας µέσος ερασιτέχνης δύτης, προκαλώντας ερωτήµατα για το από πού εξασφάλιζε τέτοιε σύνεργα. Υπάρχει θέµα για το από που θα εξασφάλιζε το συµπιεσµένο αέρα που χρειαζόταν για τέτοια σύνεργα. Επρόκειτο για κόστος που ξεπερνούσε κατά πολύ τις οικονοµικές δυνατότητες ενός µέσου δεκανέα της ΡΑΦ, πράγµα παράξενο. Είναι επίσης παράξενο ότι ο συνήθης τόπος συγκέντρωσης αυτών των δυτών ήταν ένα κλάπ δυτών µε έδρα την Αµερικανική Πρεσβεία στη Λευκωσία. Μακριά από τη θάλασσα. Και τα κύρια µέλη του κλάπ ήταν οι αµερικανοί πεζοναύτες της φρουράς της πρεσβείας.]

THE TED MACEY AFFAIR STUDIO 5 It is obvious that the network was set up outside the framework and the actions of the British sovereign military bases in Cyprus. The only other authority that had the power to set up and operate such a network, were of course the british secret services, specifically the infamous MI5. This explains the initial numbness of the British, right after Marley s arrest. Likewise, it explains their subsequent anguish regarding how much had the authorities of the Republic of Cyprus learned regarding the existence and the activities of the spy network. Furthermore, this also explains their attempt to prevent the authorities of Cyprus from interrogating the men who might probably shed more light on their investigation. At some point the British threatened to stop their financial support of UNFICYP if their demand for the immediate hand-over of Marley were not met. The British calmed down a bit when they came to the conclusion that the Cypriot authorities had not gotten wind of the whole picture. Another coincidence that today acquires added significance to the case under study, is the sudden replacement of the commander of the British forces in Cyprus. A bit before the scandal with marley s arrest broke out, Peter Young was replaced by Michael Carver. SOUND UP 13 STARTS= Μichael Carver only came... tc 2.06. One final detail: General Michael Carver appears in connection to Cyprus a decade earlier, when as military commander in Kenya, then a British colony, received Archbishop Makarios on his way to exile in the island of Seychelles, under Gen. Carver s responsibility. He re-appears a decade after the events under study, as chief of the Imperial General Staff during the Turkish invasion of Cyprus. The true role of the British and of Colonel Macey was very succinctly revealed by his regular driver. He agreed to meet with us and talk to us, on condition that we would not reveal everything about him, as he still is dealing with the secret services of his country.
