BUILD UP Skills UPSWING The action BUILD UP Skills UPSWING- being implemented under the Pillar II of the BUILD UP Skills initiative* - targets the development and pilot testing of three large scale fully functional training and qualification schemes for the Greek: i. insulation technicians, ii. aluminium and metal constructions craftsmen, iii. installers-maintainers of burners, in full accordance with the priorities and propositions of the National Qualification Roadmap (NQR), which was developed during the Pillar I of the BUILD UP Skills initiative. *The EU BUILD UP Skills Initiative BUILD UP Skills is a strategic initiative of the European Commission (under the Intelligent Energy Europe IEE - Programme) to boost continuing or further education and training of craftsmen and other on-site construction workers and systems installers in the building sector. The ultimate aim is to increase the number of qualified workers across Europe to deliver renovations offering a high energy performance, as well as new nearly zeroenergy buildings, with a view to contributing to the attainment of the 20-20-20 European objectives. Initially (in the frame of Pillar I of the Initiative), National Qualification Roadmaps (NQRs) were developed in 30 European countries - in Greece too (by the BUS-GR project) which outline strategic measures and actions boosting the continuous vocational training and the improvement of skills of the building sector workforce in the fields of energy efficiency and renewable energy. Based on these roadmaps, Pillar II of the Initiative supports relevant actions for the development of new and/or the upgrade of existing training and qualification schemes. Preface to the Deliverable The Deliverable D6.3 List of members of the Qualifications/Skills observatory Signed memorandum presents the efforts and the procedures followed by the BUS UPSWING consortium towards the formation of the qualifications/skills observatory. The following paragraphs describe briefly the steps that led to the formation of the observatory and present the list of members that eventually formed it by signing the memorandum. Nowadays, the operation of large-scale training schemes, especially when they are part of the same industry, requires efficient monitoring instruments to ensure the efficiency and sustainability of the schemes. Such central instruments consist of relevant and committed stakeholders, who contribute with their expertise, experience and collaborative work, to update and upgrade the training schemes, in order to catch up with the latest technological developments, institutional and regulatory reforms and potential obligations. Towards this direction the consortium of BUILD UP Skills UPSWING followed all the required steps and officially established a Qualifications/Skills Observatory (Skills Monitoring Council) for the systematic monitoring and recording of the needs for skills enhancement and/or acquisition of new in matters of the rational use of energy and energy efficiency in buildings. The Skills Observatory consists of: A (1) Steering Committee and Three (3) Specialty Committees set up per occupation / specialty of the construction industry, and in a similar manner to the National Technical Committees (NTCs) set up for the BUILD UP Skills UPSWING action. It should be noted that the observatory will initially deal with the issues of the three targeting professions of BUS UPSWING, but will then attempt to expand, through possible synergies with other European or national plans, to be implemented in the future, in order to include other construction industry specialties / occupations, involved in the energy upgrades of existing buildings and / or the construction of new nearly zero energy buildings. The Steering Committee will consist of one representative from CRES, NTUA, Technical University of Crete, TCG, INE GSEE, IME GSEVEE as the main contributors to the "Qualifications National Roadmap" and the implementation of BUILD UP Skills UPSWING, as well as by a representative of the National Institute of Labor and Human Resources (NILHR). The administrative and organizational coordination of the Committee has been undertaken by CRES. The Steering Committee will conduct 1 regular meeting per year, and the coordinator will be able to convene extraordinary meetings when needed. coordinate the Specialty Committees, to receive and process their findings, and to publish an annual report based on their findings. The 3 Specialty Committees consist of the following 7 members: (i) a member of GSEE, (ii) a member of GSEVEE, (iii) a member of TCG (representative with professional experience in the subject), (iv) a member of the GSEE federations, associated with each specialty. In the event of failure, this member will be substituted by a representative / specialist with good knowledge of the specialty, to be designated by GSEE, in consultation with the Steering Committee, (v) a member of the GSEVEE federation representing the specialty, if any, otherwise this member will be substituted by a representative / specialist with good knowledge of the specialty to be designated by GSEVEE, in consultation with the Steering Committee, (vi) a member representing the Greek Manpower Employment Organization (OAED), with relevant experience in the field of specialization, (vii) a member of the technical partners of the BUS UPSWING project (CRES, NTUA, Technical University of Crete), depending on the expertise in each specialty. The memorandum entered into force on Monday 28 August 2017, in the frame of the 1 st Skills Observatory meeting, which took place in the premises of TCG in Athens, the agenda and participants list of which are presented in the Annex I. The memorandum was signed by the Directors and Deans of the 7 bodies that constitute the Steering Committee. The signed memorandum, describing further the objectives and responsibilities of the Observatory with its 4 Committees, is presented in the Annex II of the Deliverable (In Greek).
