1. Minutes The Final Conference of the Building SPP project took place on September, 29 th in Athens. The Final Conference was hosted by the City of Athens in the INNOVATHENS center. The Conference took place under the auspices of the Regional Union of Municipalities of Attica and the City of Athens. The Final Conference aimed at: Presenting the results of the project in Greece and Portugal, as well as lessons learnt Highlighting the benefits of sustainable public procurement not only for the public sector, but also for the environment and the society as a whole Presenting the recommendations for the National Procurement Strategy derived from the activities of the SPP networks and the work undertaken by the project teams Demonstrating the new e-procurement platform, through which the procurement procedure for all public tenders above 60.000 euros takes place Outlining the importance of social enterprises and the inclusion of social criteria in public tenders 72 people attended the Conference which was also attended by high level representatives of the Greek Central and Local Government such as: - Mr. Stefanos Komninos, General Secretary of the General Secretariat of Commerce (Ministry of Development and Competitiveness), which is responsible for the Public Procurement Strategy of Greece and the organization which has developed the e-procurement platform for all Greek public procurement activities. - Mr. Andreas Andreopoulos, Consultant of the Ministry for Energy, Environment and Climate Change - Mr. Andreas Varelas, Vice Mayor of the City of Athens - Mr. Antonis Gountaras, Mayor of Agia - Mr. Georgios Tsoukalas Mayor of Elefsina 3
After each session, extensive discussion took place among the participants and the panel. The main points of the discussion were the following: The innovation of the e-procurement platform that has been developed for public authorities in Greece (http://www.promitheus.gov.gr/ ) by the General Secretariat of Commerce. This platform will be used in all the stages of a public procurement procedure (call, selection, evaluation, award, and contract implementation), increasing transparency and accelerating public procurement procedures. The development of technical specifications by the General Secretariat of Commerce, which foresees the use of green criteria in public tenders. At the moment, technical specifications have been developed for specific categories of products (for waste collecting vehicles, waste and recycling bins), but more specifications are being developed for the following categories: Air conditioners, motor vehicles, photocopiers, printer, security services, cleaning services, office furniture, monitors and personal computers. The use of these technical specifications will not be obligatory but public authorities are encouraged to consider them. The finalization of the National Action Plan on SPP is imperative as it would provide useful guidance to central and local authorities on the priority products and services that they should focus and would provide clear targets for the whole public sector. Training of local authorities in using green and social criteria in public tenders is considered very important. Participating local authorities asked many questions to the Building-SPP Greek local partners on how they implemented the SPP toolbox and the difficulties they faced during the whole process. This exchange of information was very useful. It revealed that, although the first stages of implementing SPP may be difficult due to the reluctance of local authorities staff to use new tools and procedures, once the procedure is followed it becomes obvious that no extra effort is required and the end products/services purchased are of equal quality and of a higher environmental profile than previously purchased ones. Local authorities want to support local markets. So, market involvement is very important at the very early stages of the procurement process. However, early communication with local suppliers guarantees that they are well-informed and not excluded by the procurement procedure. 4
Municipalities had the opportunity to express the difficulties faced, especially local authorities that are located in rural areas, during procurement processes in general. When environmental and/or social criteria are used the situation becomes even more complicated, as fewer candidates fulfill the specifications required. However, it was stressed out local suppliers can fulfill the criteria if properly informed. The use of social criteria should be obvious, as it was unanimously agreed that no local authority wants to choose a supplier that for example promotes child or uninsured labor. However, social criteria are not explicitly used in public tenders. The use of social criteria should be further promoted and demonstrated in a clear way. Participants were informed about social enterprises and the benefits of procuring services from them, in particular the benefits for vulnerable groups and the society overall. The misconception that these organizations should not be paid for the services / products they provide was discussed. Initiatives such as the BuildingSPP project were welcomed as they give the opportunity to organizations with limited or no experience to learn from frontrunners and exploit existing knowledge and experience from other organizations. The recommendations derived from the BuildingSPP project were considered to the point and crucial for the further development of SPP in Greece.
