Σακελλαρόπουλος (Πάντειο Παν/µιο) Περίγραµµα Η µελέτη της Ευρωπαϊκής Κοινωνικής Πολιτικής (ΕΚΠ) συνδέεται µε τη διερεύνηση ζητηµάτων όπως η οικονοµική παγκοσµιοποίηση και η ανάγκη υπερεθνικής κοινωνικής ρύθµισης. Συναρτάται µε τη µελέτη διαδικασιών όπως η ευρωπαϊκή ολοκλήρωση και η υπερεθνική αναδιανοµή πόρων. ιαγράφει το ρόλο των Ευρωπαϊκών θεσµών, την πορεία της ευρωπαϊκής ενοποίησης και την προσδοκία της ευρωπαϊκής ιδιότητας του πολίτη. Η ΕΚΠ ενσωµατώνει τρεις κυρίως µορφές ανάπτυξης. Πρώτον, της ενιαίας ρύθµισης µε σκοπό τη βελτίωση της ευρωπαϊκής κοινωνικής συνοχής παραδείγµατος χάριν, µέσω Ευρωπαϊκών κοινωνικών δικαιωµάτων. εύτερον, της αναδιανοµής υπέρ των φτωχότερων περιφερειών µέσω της προοδευτικής φορολόγησης των ευρωπαϊκών χωρών παραδείγµατος χάριν µέσω υπερεθνικών αναπτυξιακών προγραµµάτων του Ευρωπαϊκού Κοινωνικού Ταµείου. Τρίτον, της διαχείρισης κοινωνικών ζητηµάτων εξευρωπαϊσµού µε οικονοµικό αντίκτυπο παραδείγµατος χάριν, ισότητα πρόσβασης στην ενιαία αγορά εργασίας, διαδοχική ασφάλιση, µετανάστευση, περιβάλλον. Ο όρος ΕΚΠ αναφέρεται πρωτίστως σε υπερεθνικές ρυθµίσεις κοινωνικού χαρακτήρα που προέρχονται από διεθνείς οργανισµούς. Οι οργανισµοί που είτε καλλιεργούν, είτε διαµορφώνουν µορφές υπερεθνικής κοινωνικής πολιτικής στην Ευρώπη είναι κυρίως η Ευρωπαϊκή Ένωση, το Συµβούλιο της Ευρώπης και η ιεθνής 1

Οργάνωση Εργασίας. Στην πράξη, η πορεία της Ευρωπαϊκής Κοινωνικής Πολιτικής διαγράφεται ως µια ελάχιστη κοινωνική πολιτική ελαχίστων. Οι θετικές εξαιρέσεις αφορούν πεδία κοινωνικής χροιάς που κυρίως συσχετίζονται µε την ενδυνάµωση και τους όρους λειτουργίας της Ενιαίας Ευρωπαϊκής Αγοράς. Η αδυναµία πολιτικής νοµιµοποίησης, η απροθυµία οικονοµικής προαγωγής, τα θεσµικά ελλείµµατα και, κυρίως, το αντιφατικό µίγµα των εθνικών συµφερόντων και ιδιαιτεροτήτων, συνθέτουν τα αίτια της υπανάπτυξης της ΕΚΠ -σε σχέση µε την υπερεθνική οικονοµική συνεργασία. Όµως σταδιακά, η ανάδειξη της ανάγκης για υπερεθνική κοινωνική ρύθµιση της καπιταλιστικής οικονοµίας, η αποδυνάµωση της εθνικής κοινωνικής πολιτικής και η ενδυνάµωση της αλληλεπίδρασης εθνικής και υπερεθνικής ευηµερίας, προσδίδουν στην ΕΚΠ έναν ολοένα και κρισιµότερο ρόλο για την Ευρωπαϊκή προοπτική. Το ίδιο ισχύει σε δεύτερο επίπεδο, για την δηµιουργία και την προαγωγή της ιεθνούς, της Παγκόσµιας Κοινωνικής Πολιτικής (Global Social Policy). Από τα τέλη του 20ου αιώνα αναπτύσσεται µια ακαδηµαϊκού χαρακτήρα πρωτοβουλία, ένα όραµα, για παγκόσµια κοινωνική αναδιανοµή, παγκόσµια κοινωνική ρύθµιση και παγκόσµια κοινωνικά δικαιώµατα (βλ. Deacon 1997, 2005). Εµπεριέχει τη δηµιουργία µηχανισµών διαχείρισης του «παγκόσµιου κοινωνικού κεφαλαίου» (π.χ. κεφάλαια για την καταπολέµηση του AIDS) της παγκόσµιας κοινωνικής ρύθµισης (π.χ. οι βασικές προδιαγραφές της εργασίας) και τα παγκόσµια κοινωνικά δικαιώµατα (π.χ. η µέσω διεθνών οργανισµών προαγωγή των κοινωνικών δικαιωµάτων). Στο πλαίσιο αυτό προωθείται ένα παγκόσµιο σχέδιο κοινωνικής µεταρρύθµισης το οποίο ενσωµατώνει αναδιανοµή πόρων µεταξύ κρατών, κοινωνική ρύθµιση µε έµφαση τις εργασιακές σχέσεις, ενδυνάµωση αρµοδιοτήτων των υπερεθνικών οργανισµών για παρέµβαση σε ζητήµατα εθνικής κοινωνικής πολιτικής, θεσµοθέτηση ενός παγκόσµιου δικαστηρίου κοινωνικών δικαιωµάτων. Πρόκειται για µια παγκόσµια στρατηγική συνεργασίας ώστε η παγκόσµια οικονοµία να αποδεχθεί ένα σύστηµα κοινωνικής δικαιοσύνης και ρύθµισης. Τα σεµινάρια αποσκοπούν στην διεπιστηµονική παρουσίαση και την εµβάθυνση των βασικών παραµέτρων ανάπτυξης της ΕΚΠ στον 21 ο αιώνα. Οι φοιτητές µε βάση την µέχρι σήµερα µελέτη- πρέπει να ενδυναµώσουν τη δυνατότητα κατανόησης και ανάλυσης όλων αυτών των ζητηµάτων. Πρέπει επίσης να παγιώσουν την επίγνωση του στρατηγικού ρόλου και των προοπτικών της. Στο πλαίσιο αυτό διαµορφώνεται η θεµατολογία των σεµιναρίων αυτής της ενότητας. 2
