6 OTE This edition combines external trade and balance of payments statistics for the Community, the aim being to provide the reader with all statistical information relating to the Community's external transactions. Owing to different periodicities of data collection (monthly for external trade, quarterly for balance of payments), figures for the balance of payments will appear four times a year in this publication. The statistical tables will be preceeded by a concise analysis which will comment upon the main economic trends. To this end, certain Community aggregates will be estimated if the necessary data is available for most member states. n the commentary on recent balance of payments developments, use will be made of the latest information available for the main balances even if the detailed breakdown of this information by sub-post has not yet arrived. 10 Seasonal djustment: Results The introduction of TRSTT regulations regarding intra EC trade statistics has resulted in significant delays in the availability of data. s a result, the figures for foreign trade for the EC have not yet been updated and the figures given here are the same as for last month's bulletin. Seasonally adjusted European Community exports to the rest of the world (extra EC) began picking up in mid, following a downward trend at the end of. Since then, they have fluctuated around the high level first recorded at the beginning of. n ecember, seasonally adjusted extra EC exports rose by.% compared to ovember. reduction in exports is foreseen during the next few months. Seasonally adjusted European Community imports from the rest of the world (extra EC) increased strongly during ecember (+.6% compared to ovember ) following a steady decrease since the beginning of. This exceptional increase is not expected to continue into, according to the general deceleration of economic situation. The European Community's seasonally adjusted trade balance, which had started to improve during the second half of, worsened during the last two months of to reach a deficit of. billion ECU in ecember. The trade deficit is now back to its anuary level. Trade between EC ember States (intra EC) has stabilised at a high level, following the upward trend observed since the beginning of. n ecember, seasonally adjusted trade between European Community ember States rose by.% compared to ovember. ntra EC trade is expected to slow down during the next months. Results for anuary ollowing the introduction of ntrastat, the new system of collection of infra Community statistics on external trade, the collection of intra and extra Community data has been troubled by certain delays. To date ( une ) we have not received the anuary external trade data for the BLEU, Germany and the etherlands. On the basis of information supplied by these ember States, we have estimated the total Community flows for anuary. The changed method of collection of data seems to have affected the level of extra Community trade flows recorded in anuary : we will therefore not be too categorical in comparing the figures for anuary with those for the preceding months. The extra Community trade deficit would appear to have been reduced by ECU bn compared with anuary, to ECU.6 bn in anuary this year. Extra Community imports appear to have dropped considerably more markedly than exports (.% and.% respectively). The cost of the Community's supplies of crude oil would seem to have made no contribution to bringing down the cost of imports, as it rose by % (in ecus per barrel) between anuary and anuary. The United States recorded an external trade deficit of ECU 6. bn in anuary, ECU bn more than in anuary. mports rose by.% in terms of ecus, and by almost % in terms of dollars. US exports showed a year on year rise of.% in terms of ecus in comparison with anuary, and a % rise in terms of dollars, representing a slightly lower rate of increase than that attained by imports. apan's external trade surplus amounted to ECU. bn in anuary, compared with ECU 6. bn in anuary. apanese exports were 6. % higher in anuary than in anuary in terms of ecus but had f alien back slightly in terms of dollars and yen. n anuary, apanese imports expressed in ecus were.% lower than in anuary. 16 World trends Preliminary figures for the fourth quarter of : mprovement of ECU bn n the Community's current account n comparison with the fourth quarter of. The account showed a deficit of ECU. bn. The US current account recorded a deficit of ECU. bn, a deterioration of ECU. bn. The apanese current account mproved by ECU 6. bn, generating a surplus of ECU 6 bn. n, according to preliminary figures, the Communias current account was in deficit to the tune of ECU %. bn, an improvement of ECU bn on. The visible trade balance, while still in the red, underwent a significant improvement (up ECU. bn), resulting in an annual deficit of ECU. bn. However, the deficifon invisibles worsened by a similar amount (down ECU. bn). n the fourth quarter of, again according to preliminary figures, the Community's current account recorded a deficit of ECU. bn, an improvement of ECU bn in comparison with the same period of. On the invisibles front, rance was alone in recording a significant change with an increase of ECU. bn. There were major capital transactions (Germany, Spain, rance and taly) as a result of the recent upheavals (September ) on the European money markets. n the United States, the current account recorded a deficit of ECU. bn in the fourth quarter of (US$. bn), as against one of ECU. bn in the same period of (US$. bn). The visible trade deficit totalled ECU. bn (US$. bn) in comparison with ECU. bn (US$. bn), and the invisible surplus dropped by ECU. bn to ECU. bn (US$. bn)! Of this fall, ECU. bn is attributable to the item "investment income" and ECU. bn to "official unrequited transfers". n the fourth quarter of, the United States recorded net capital inflows of ECU. bn (US$. bn), due above all to major inflows in the form of portfolio investment (ECU on US$ 6. bn), which were nevertheless offset by net outflows in the form of direct investment (ECU.6 bn US$.6 bn). Official reserves fell by ECU. bn (US$.6 bn). Spain recorded net capital outflows of ECU bn, attributable mainly to an ECU. bn outflow in short-term capital offset by net inflows in the items 'direct investment' (ECU bnj and 'commercial loans' (ECU. bn). Official reserves fell by ECU 6 bn. This trend was already noticeable in the third quarter of. rance: The rench current account was in surplus to the tune of ECU. bn in the fourth quarter of after recording a deficit of ECU. bn in the same period of. 22 oreword Two important changes have taken place in with regard to the collection of external trade statistics: (i) The introduction of the Single dministrative ocument, which not only covers trade in Community goods between ember States but is also intended to be used for the corresponding formalities in trade with nonmember countries. This simplification of declaration procedures in the exchange of goods marks an important step towards completion of the internal market. (ii) The simultaneous entry into force of a new goods classification known as the Combined omenclature (C), which is intended to meet Common Customs Tariff and statistical requirements alike. This nomenclature is based on the Harmonized Commodity escription and Coding System (HS), whose aim is to enhance the worldwide comparability of external trade statistics. s a result of both these changes, customs and statistical departments were faced with a considerable amount of work until the procedures had been properly introduced and tested and formed part of normal working practice. This meant that there were delays in the forwarding of data in all the ember States. n addition, there was bound to be a higher quota of errors and corrections, so that the first month's data are not directly comparable with those of the preceding year and therefore need to be interpreted with caution. n particular, it should be noted that considerable divergences have arisen at subheading level between the Combined omenclature and the formerly used imexe, leading to a break in the goods-related time series between and. 130 ntroduction Part of the present report gives the most recently available data on the overall balance of payments (quarterly and annual flows) for each of the ember States of the European Community and for the Community as a whole (totals for EUR ) and also for the United States and apan. Comparative tables for the main balances of the balances of payments of industrialized countries are also included. ll these data are presented according to a layout based on the one suggested in the fourth edition of the nternational onetary und's publication, Balance of payments manual. They are derived from data prepared by the authorities in each country according to national definitions and methodologies. Eurostat has created a nomenclature of the posts of the balance of payments, which harmonizes, as far as possible, the data compiled by different countries using different collection systems. The data in this publication are broken down according to this classification. shorter version of Eurostat's balance-of-payments layout is also given in the monthly publication Eurostatistics. Eurostat has also published monographs on the national balance-of-payments methodologies of nearly all the ember States (Germany,, rance, enmark, BLEU and the etherlands); these manuals contain references to the fourth edition of the 's manual. The figues in this publication are expressed in millions of European currency units (ecus), the value of which in national currency is given in the table 'Ecu conversion rates'. The total of quarterly data can differ from the annual data because updates are sometimes carried out only on annual data and because data are converted into ecus by different conversion rates (annual average rate and quarterly average rate). 131 The balance of payments: concepts and definitions Preliminary remarks The definitions given below have been drawn up on the basis of information contained in the Balance of payments manual, fourth edition, published in by the nternational onetary und. Basic concepts The balance of payments is defined as the record of a country's international transactions with the rest of the world (or, in other words, transactions of its residents with non-residents). These transactions may involve merchandise, services, transfers, loans issued or received, market securities, foreign exchange, etc. The various transactions are recorded in the balance of payments by the double-entry system of bookkeeping. or instance, the import of a commodity is recorded under the heading 'merchandise' with a minus sign and in the capital account with a plus sign. Likewise, all other transactions (including unrequited transfers) are entered twice, the amounts being identical but having in one case a plus sign and in the other a minus sign. The sum of all the items in the balance of payments is obviously always equal to zero, and the balance of payments is therefore always in balance. This being so, how is it that we can talk about surpluses and deficits on the balance of payments? When the balance of payments is said to be in balance or out of balance, this does not refer to the balance as a whole but simply to one of its component parts, that is to say, one item or a collection of items. The various items in the balance of payments may therefore be used, much like building blocks, to construct the kind of analytical presentation needed. There is, therefore, not one single balance of payments, but a whole series of balances. n order to define one of these balances of payments, an imaginary line may be drawn at some significant point in the list of items and we may say that ail the transactions appearing above the line are those that have to be financed, whilst all those appearing below the line are the sources of finance. disequilibrium in the balance of payments may therefore be regarded as a deficit above the line, offset by the net total of transactions below the line. or this purpose we first need a standard presentation of all the transactions described in the balance of payments. The balance of trade (merchandise) The balance of trade is often regarded as the most important item because it deals with merchandise which, in value terms, often makes up the main item in the balance of payments. The balance of trade as a component of the balance of payments differs from the balance of trade drawn up on the basis of external trade statistics because of methodological differences. External trade statistics are drawn up on the basis of customs statistics and import data, being evaluated on a cif basis, which include the cost of transport and insurance; the balance of trade as a component of the balance of payments, on the other hand, is drawn up on a fob/fob basis. There are a number of other differences with regard to scope, chronology and evaluation. lthough these differences are often only marginal, they may in certain cases reach substantial proportions. Services The main items included under services are all the transactions on transport, insurance on transport, travel, investment income and earnings from work, government transactions not included elsewhere, etc. Transport covers freighting and other distribution services relating to merchandise, as well as services of the same type performed for most other goods. The other category of services included under the heading 'transport' includes services performed by carriers, principally for the carriage of passengers, which are not classified under the heading 'travel', together with goods and services acquired by carriers and consumed in their operations. Travel covers goods and services acquired from an economy by non-resident travellers during their stay on the territory of that economy and for their own use. nsurance on transport means the insurance of moveable property whilst it is in transit. nvestment income covers income of non-residents from their financial assets invested in the compiling economy (debit) and income of residents from their financial assets invested abroad (credit). Earnings from work covers wages, salaries and other remuneration (whether in cash or in kind) earned by workers from the work they perform for an economic unit whose place of residence is different from their own (frontier workers, seasonal workers, etc.). Government transactions n.i.e. covers transactions by the resident public sector, or other resident sectors, with nonresident public sectors. The mean transactions are carried out by embassies and consulates abroad, military organizations and other bodies abroad, common military organizations, etc. Other goods and services provided or received by the government are also included under this heading. or unrequited transfers carried out by the public sector, please see below.

132 Unrequited transfers Unrequited transfers are transfers undertaken without a quid pro quo, for instance a donation, a remittance by an emigrant worker, a country's contribution to an international organization or countries' contributions to the budgets of the European Community institutions. The current account The sum of the headings 'merchandise', 'services' and 'unrequited transfers' constitutes the current account. Occasionally, government aid to developing countries is not included in the current account, but aggregated with certain loans (which are normally to be found in the capital account) under the heading 'official aid'. This is not the case with the balance drawn up by Eurostat, which includes all official transfers. Services and unrequited transfers taken together are usually referred to as 'invisibles', or 'invisible transactions'. This description enables a distinction to be drawn between these elements and visible transactions (or merchandise). nother aggregate is that referred to as the 'balance of goods and services', which is an expression of the net transfer of resources between an economy and the rest of the world. n contrast, the current account according to the definition adopted by Eurostat represents transactions which add or subtract certain elements to or from an economy's foreign financial holdings (apart, of course, from changes in value). The current account is the balance most frequently used, even if it cannot be regarded as the sole indicator of how a country's balance of payments is behaving. The capital account The capital account records capital transactions, including the net acquisition of foreign financial assets. The capital account may also be defined as the account which reflects all those transactions tha,? finance current, transactions. Capital account is divided into two parts: capital, excluding reserves, reserves. Capital, excluding reserves The classification of standard components under this heading is based on the following criteria: () The type of capital (direct investment, portfolio investment and other capital). () The traditional distinction between the long term and the short term based on the initial contractual maturity, that is to say, respectively, more than one year or one year or less. () The additional breakdown by sector of the creditor or debtor in the compiling economy. () The customary distinction between assets and liabilities. The standard components are: irect investments covers all capital transactions between, on the one hand, direct investment enterprises and, on the other hand, the direct investors themselves. irect investments are made with the aim of acquiring an interest in an enterprise operating on the territory of an economy other than the home economy of the investor, the aim of the latter being that of acquiring effective decisiontaking power with regard to the management of the enterprise. Portfolio investments covers investment in long-term bonds and corporate equities other than direct investments and reserves. Other capital is a residual category subdivided into longterm and short-term maturities, the public sector, commercial banks and other sectors. Reserves This group covers those assets that are conceived of as available for use by an economy's central authorities in meeting balance of payments needs, such as recourse to nternational onetary und loans or loans from the European onetary Cooperation und.
