5 OTE This edition combines external trade and balance of payments statistics for the Community, the aim being to provide the reader with all statistical information relating to the Community's external transactions. Owing to different periodicities of data collection (monthly for external trade, quarterly for balance of payments), figures for the balance of payments will appear four times a year in this publication. The statistical tables will be preceeded by a concise analysis which will comment upon the main economic trends. To this end, certain Community aggregates will be estimated if the necessary data is available for most member states. n the commentary on recent balance of payments developments, use will be made of the latest information available for the main balances even if the detailed breakdown of this information by sub-post has not yet arrived. ll

7 oreword Two important changes have taken place in with regard to the collection of external trade statistics: ( ) The introduction of the ingle dministrative ocument, which not only covers trade in Community goods between ember tates but is also intended to be used for the corresponding formalities in trade with nonmember countries. This simplification of declaration procedures in the exchange of goods marks an important step towards completion of the internal market. (ii) The simultaneous entry into force of a new goods classification known as the Combined omenclature (C), which is intended to meet Common Customs Tariff and statistical requirements alike. This nomenclature is based on the Harmonized Commodity escription and Coding ystem (H), whose aim is to enhance the worldwide comparability of external trade statistics. s a result of both these changes, customs and statistical departments were faced with a considerable amount of work until the procedures had been properly introduced and tested and formed part of normal working practice. This meant that there were delays in the forwarding of data in all the ember tates. n addition, there was bound to be a higher quota of errors and corrections, so that the first month's data are not directly comparable with those of the preceding year and therefore need to be interpreted with caution. n particular, it should be noted that considerable divergences have arisen at subheading level between the Combined omenclature and the formerly used imexe, leading to a break in the goods related time series between and. Up to ecember this Bulletin used the TC Rev., which was worked out using the digit imexe, while from anuary it uses the TC Rev., which has been drawn up using the digit subheadings of the Combined omenclature. s an aid to interpretation of the statistics, Eurostat has published in Theme 'oreign Trade, eries E: ethods' brochures entitled 'omenclature of goods, C imexe correlation tables'. These provide a comparison between the old and new nomenclatures as well as showing the links between the Combined omenclature (C) and its offshoots. 10 easonal djustment: Results easonally adjusted European Community exports to the rest of the world (extra-ec) picked up again in mid-, after the downward tendency at the end of. They have been fluctuating around a high level already recorded at the beginning of but recently showed a stabilising tendency. The recent economic slowdown in the EC's main trading partners explains the recent slowness in the EC's exports to the rest of the world. n eptember, seasonally adjusted extra-ec exports increased slightly by,% compared to ugust, a stabilisation after the downward tendency over the last months. easonally adjusted European Community imports from the rest of the world (extra-ec) have been decreasing slightly over the past few months due to the economic slowdown in most EC ember tates. n eptember, seasonally adjusted extra-ec imports dropped by,% compared to ugust, a confirmation of the downward tendency registered over the last few months. The European Community's seasonally adjusted trade balance started to improve slightly during the second half of compared to the first half of and continued this movement in. The trade balance fluctuated around a record low level in the first half of. t is now back at its mid- level. n eptember, the seasonally adjusted Community trade deficit stood at -, billion ECU. The Community's cumulative external trade deficit from anuary to eptember was ECU. billion, representing an improvement of more than ECU billion compared with the same period the previous year. The community's imports in the first nine months of were.% lower than those of the corresponding period in, while exports rose by.%. n eptember, the Community's external trade deficit was ECU. billion, compared with ECU. billion in eptember. uring the year to eptember, the Community's imports declined by.%, reflecting the fall in the cost of its crude oil supplies. The cost of crude oil remained stable over the year when measured in dollars but fell by nearly % in ecu terms. The Community's exports grew by.%. The main factor in this improvement was the decline in the Community's trade deficit with the United tates, which fell by nearly by ECU billion to stand at ECU. billion. The Community's trade with apan accounted for a major part of its deficit with the industrialised countries (ECU. billion out of ECU. billion). The Community's trade deficit with apan improved byecu. billion. The Community's trade with the ET countries was in deficit by ECU. billion, similar to that in eptember. mports from the industrialised countries fell by.% compared with eptember. This fall affected imports from all the groups of developing countries. The Community's mports fell between the third quarter of and the third quarter of by % in value terms, but by only about % in volume terms. mports from the industrialised countries fell by similar amounts in value terms (-%) and volume terms (-%). lthough imports from the developing countries fell in value terms, they were broadly unchanged in volume terms. The Community's exports in the third quarter of were little changed over the same period in the previous year, both in value and in volumes.
