5 OTE This edition combines external trade and balance of payments statistics for the Community, the aim being to provide the reader with all statistical information relating to the Community's external transactions. Owing to different periodicities of data collection (monthly for external trade, quarterly for balance of payments), figures for the balance of payments will appear four times a year in this publication. The statistical tables will be preceeded by a concise analysis which will comment upon the main economic trends. To this end, certain Community aggregates will be estimated if the necessary data is available for most member states. n the commentary on recent balance of payments developments, use will be made of the latest information available for the main balances even if the detailed breakdown of this information by sub-post has not yet arrived. m

6 TTETO PLEE Within the framework of the single market, as from the st anuary new collection procedures for intra-community trade will be in operation (TRTT system). s a result, statistics relating to periods after this date only contain data on extra-community trade, except tables and which contain global data from the ntrastat system.

7 oreword Two important changes have taken place in with regard to the collection of external trade statistics: (i) The introduction of the ingle dministrative ocument, which not only covers trade in Community goods between ember tates but is also intended to be used for the corresponding formalities in trade with nonmember countries. This simplification of declaration procedures in the exchange of goods marks an important step towards completion of the internal market. (ii) The simultaneous entry into force of a new goods classification known as the Combined omenclature (C), which is intended to meet Common Customs Tariff and statistical requirements alike. This nomenclature is based on the Harmonized Commodity escription and Coding ystem (H), whose aim is to enhance the worldwide comparability of external trade statistics. s a result of both these changes, customs and statistical departments were faced with a considerable amount of work until the procedures had been properly introduced and tested and formed part of normal working practice. This meant that there were delays in the forwarding of data in all the ember tates. n addition, there was bound to be a higher quota of errors and corrections, so that the first month's data are not directly comparable with those of the preceding year and therefore need to be interpreted with caution. n particular, it should be noted that considerable divergences have arisen at subheading level between the Combined omenclature and the formerly used imexe, leading to a break in the goods-related time series between and. Up to ecember this Bulletin used the TC Rev., which was worked out using the -digit imexe, while from anuary it uses the TC Rev., which has been drawn up using the -digit subheadings of the Combined omenclature. s an aid to interpretation of the statistics, Eurostat has published in Theme 'oreign Trade, eries E: ethods' brochures entitled 'omenclature of goods, C-imexe correlation tables'. These provide a comparison between the old and new nomenclatures as well as showing the links between the Combined omenclature (C) and its offshoots. 10 easonal djustments: Results The introduction of TRTÄT regulations for intra EC trade statistics in anuary has resulted in significant delays in the availability of data. s a result, the figures for intra Community trade have not yet been updated and the figures given here are the same as for last month's bulletin. ue to the fact that enmark's external trade data is missing, it has not been possible to calculate the figures for the Community in ay. rom mid, the seasonally adjusted European Community exports to the rest of the world were relatively stable, but have now been rising steadily since ebruary (pril exports were up. % on arch figures). Exports were up % in the first four months of compared to the same period last year. The figures for the seasonally adjusted importation of goods to the European Community from the rest of the world have risen steadily for about a year (+. % in pril ), despite fluctuations in ecember and ebruary. These observations should be considered with care however, as they could be affected by the change in methodology mentioned above. The deficit of the European Community's seasonally adjusted trade balance has improved since early. The deficit for pril is just. billion ECU, which is the smallest recorded deficit for nearly five years. Trade between EC ember tates (intra EC) has stabilised at a high level, following the upward trend observed since the beginning of. ntra EC trade is expected to slow down during the next months. () The difference between the rate of change for exports and the rate for imports between anuary-ay and anuary-ay is almost points for the Community, for apan and - for the United tates.
