Societal Challenges/ Κοινωνικές Προκλήσεις Αυτή η προτεραιότητα αφορά τις ανησυχίες της κοινωνίας των πολιτών και των στόχων της ΕΕ (κλίμα, το περιβάλλον, την ενέργεια, τις μεταφορές, κλπ.) που δεν μπορούν να επιτευχθούν χωρίς την καινοτομία. Θεαματικές λύσεις προέρχονται από διεπιστημονικές συνεργασίες, συμπεριλαμβανομένων των κοινωνικών επιστημών και των ανθρωπιστικών επιστημών. Ελπιδοφόρες λύσεις θα πρέπει να ελεγχθούν, θα πρέπει να επιδεικνύονται και να κλιμακωθούν!

Relevant key actions to Call 2015 (1) 1.Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures: - develop, finance and implement ambitious sustainable energy policies and plans (for instance under the Covenant of Mayors initiative) -look at sectors with high energy saving potential such as buildings, industry and urban mobility. - better link up local, regional and national levels for delivering - integrated sustainable energy action planning and projects to achieve synergies and economies of scale - Large-scale capacity building on innovative financing to specific - groups of public authorities 13
Relevant key actions to Call 2015 (2) 2. Empowering stakeholders to assist public authorities in the definition and implementation of sustainable energy policies and measures Proposals should target specific actors among a wide spectrum of stakeholders (utilities, industry, financing institutions, nongovernmental organisations, consumer associations, interest groups, trade unions, etc). They should provide large-scale capacity building or engagement activities to those specific groups playing a key role in the definition and/or implementation of sustainable energy policies and measures initiated by public authorities. 14
Relevant key actions to Call 2015 (3) 3. Consumer engagement for sustainable energy -should focus on changing the behaviour of consumers in their everyday life (home, work, school), using market segmentation and focussing on 'action', the last step of the AIDA (Awareness Interest Desire Action) framework. -Educational activities or tools (such as comparative ones) -help them participate in community renewable energy projects (e.g. RES consumer cooperatives, community-owned projects, etc.). Actions should involve manufacturers, retailers and consumer associations when these can play a decisive role. The use of social innovations and innovative technologies (e.g. smart meters/appliances/ict) should be considered. 15

An initiative launched by the 'Federation of groups and cooperatives of citizens for renewable energy in Europe' with the support of the Intelligent Energy Europe Program (European Commission). Twelve organisations in seven countries have joined forces to increase the number of successful Community Power Initiatives. A REScoop is a group of citizens that cooperate in the field of renewable energy, developing new production, selling renewable energy or providing services to new initiatives. Renewable energy projects stand for regionalised energy production and the participation of consumers. - raise 14.6 million euros by 2017, representing 6,000 citizen investments from 10 European countries. - principles of subsidiarity, regionalism and civic participation, and address social and democratic issues. CITYnvest (funded by Horizon 2020) -Innovative financing models (revolving funds, EPC,TPF, cooperative models) in 3 Regions (Liège (BE), Rhodope (BG) and Murcia (ES)) and conduct a capacity building programme in 10 countries concerning specific financial instruments -discover opportunities, identify and overcome barriers that specifically local and regional levels face. - create synergies with other wide-spread initiatives, such as the Covenant of Mayors, linking SEAPS to innovative financing models for energy efficiency. Communities and cooperatives in Europe create projects where they own and are actively involved in running an energy resource. RESCOOP MECISE (funded by Horizon 2020) Mobilizing European Citizens to Invest in Sustainable Energy - develop a co-ordinated financing solution for co-operatives across Europe to invest in renewable energy and energy efficiency. This will bridge the country-specific issues that cooperatives face by tackling the finance and legal issues. - activate investments of 111mil, savings 16 GWh/year and renewable energy production of 180 GWh/year. - Duration: 2015-2018 Budget: 2.185.000 21

Conclusions There is an increasing interest from local communities in both generating and supplying energy. This help to build consumer engagement and trust, and provide a potentially valuable source of flexibility in the market. Concrete examples show how local energy projects can lead to job creation and economic growth. As European citizens, we have the unique opportunity to shape the Europe we want, and this includes the model for energy production and supply. 24
