Διεθνή πρότυπα & πρωτοβουλίες EIS focuses on the governance activities for interoperability towards European Public Services EIF looks at the conception of European Public Services EIA investigates the implementation of European Public Services following EIF EIIS (European Interoperability Infrastructure Services) support the operation of European Public Services. Instruments The EIS is at the highest level. The EIF defines the general rules and principles for governance and conception and is complemented by a National Interoperability Framework Observatory and the definition of a Common Assessment Method for Standards and Specifications The European Interoperability Architecture Guidelines provide structured guidance for implementation and the Reference Interoperability Agreements (RIA) contains agreements needed at European level for the set-up of cross-border public services. The lowest level concerns the operational infrastructure services (PKI, SEMIC, etc.) provided at EU level to all MS across all sectors. 4
European Interoperability Strategy The agreed vision is that by 2020 interoperability will have significantly fostered European public service delivery through: appropriate governance organisation and processes in line with European Union policies and objectives; trusted information exchange enabled by commonly agreed, cohesive and coordinated interoperability initiatives, including completion of the legal environment, development of interoperability frameworks, and agreements on interoperability standards and rules. The EIS clusters future interoperability activities under three headings: Trusted information exchange Interoperability architecture Assessment of the ICT implications of new EU legislation Διεθνή πρότυπα & πρωτοβουλίες Πλαίσιο Διαλειτουργικότητας Είναι μία συμφωνημένη προσέγγιση στη διαλειτουργικότητα για οργανισμούς που επιθυμούν να εργαστούν από κοινού για την από κοινού παροχή ψηφιακών δημόσιων υπηρεσιών. Στα πλαίσια του πεδίου εφαρμογής του, καθορίζει ένα σύνολο κοινών στοιχείων όπως λεξιλόγιο, έννοιες, αρχές, πολιτικές, κατευθυντήριες γραμμές, συστάσεις, πρότυπα, προδιαγραφές και πρακτικές. 5
Διεθνή πρότυπα & πρωτοβουλίες Ευρωπαϊκό Πλαίσιο Διαλειτουργικότητας για Ευρωπαϊκές Δημόσιες Υπηρεσίες (European Interoperability Framework for European public services - EIF) Παρέχει 25 οδηγίες στις ευρωπαϊκές δημόσιες υπηρεσίες για το σχεδιασμό ευρωπαϊκών δημοσίων υπηρεσιών Το EIF καθορίζει κατευθυντήριες γραμμές σε βασικούς τομείς: Δώδεκα βασικές αρχές Εννοιολογικό μοντέλο για τις δημόσιες υπηρεσίες Τέσσερα επίπεδα διαλειτουργικότητας Έννοια των συμφωνιών διαλειτουργικότητας Διαχείριση διαλειτουργικότητας και συντονισμός EIF To EIF έχει στόχο να: προωθήσει και να στηρίξει την παροχή ψηφιακών δημόσιων υπηρεσιών σε πανευρωπαϊκό επίιπεδο με την προώθηση της διασυνοριακής και διατομεακής (π.χ. τελωνεία, ehealth, αστυνομία, περιβάλλον, γεωργία) διαλειτουργικότητας καθορίσει τις βασικές αρχές για τη διαλειτουργικότητα μεταξύ δημοσίων συστημάτων ψηφιακών υπηρεσιών διαφορετικών χωρών παρέχει οδηγίες και συστάσεις σε υψηλό (αφαιρετικό επίπεδο) στις δημόσιες διοικήσεις στο έργο τους για την παροχή ευρωπαϊκών δημόσιων υπηρεσιών προς τις επιχειρήσεις και τους πολίτες, και συμπληρώσει και συνδέσει τα εθνικά πλαίσια διαλειτουργικότητας σε πανευρωπαϊκό επίπεδο 6
EIF Η πρώτη έκδοση δημοσιεύθηκε το 2004 Είχε ευρεία αποδοχή από τις διοικήσεις στην Ευρώπη Στη συνέχεια, λίγα μόνο κράτη μέλη υλοποίησαν εθνικά Πλαίσια Διαλειτουργικότητας (NIF) European public service scenarios First type: direct interaction between businesses or citizens from one MS & public administrations in another MS and/or an EU administration (A2B and A2C) that deliver the public service to those businesses or citizens. Second type: interaction between administrations from many MS or EU administrations (A2A). This may support administrations in serving businesses or citizens (A2B and A2C). 7
Scenario 1: Direct interaction between businesses/citizens and a foreign administration Example: a citizen from MS Y taking up a job in destination MS X has to complete a number of formalities in MS X. Scenario 2: Exchange of information between administrations on business/citizen requests Example: a service provider established in MS X wishing to establish in MS Y submits a request for establishment in MS Y. To process his request and avoid asking the required information to the service provider, administrative bodies in both MS X and Y could exchange information directly. This requires interoperability between the MS 8
Scenario 3: Exchange of information between national administrations and EU institutions Examples include cases where MS provide information and statistics to a competent European authority, which then disseminates the aggregated information to the public concerned. Underlying principles of EIF The twelve underlying principles of the EIF can be broken down into three categories: The first principle sets the context for EU action on European public services; The next group of underlying principles reflect generic user needs and expectations (2-8); The last group provides a foundation for cooperation among public administrations (9-12). Underlying principles of EIF 1. Subsidiarity & Proportionality (Επικουρικότητα και Αναλογικότητα): The EU only takes action when this is more effective than action taken at national, regional or local levels and EU action is limited to what is necessary to achieve agreed objectives opting for solutions that leave the greatest possible freedom to MS. 10
Underlying principles of EIF 2. User-Centricity: The needs of citizens and businesses determine what public services are provided and how they are delivered. 3. Inclusion & Accessibility: Public services should be accessible to all citizens, including persons with disabilities and the elderly, without discrimination. Underlying principles of EIF 4. Security & Privacy: Citizens privacy and confidentiality of information provided by businesses must be guaranteed. 5. Multilingualism: Information systems supporting public services should cater for multilingualism. 6. Administrative Simplification: Public services should reduce the administrative burden on businesses from information collection (e.g. evidences for a tender) 7. Transparency: Citizens and businesses should be able to understand, and respond to, administrative processes and decisions that could affect them. 8. Preservation of Information: Electronic records should be preserved for as long as needed. 11
Underlying principles of EIF 9. Openness: To encourage the sharing of knowledge and stimulate debate to solve problems. 10. Reusability: Solutions should be developed to facilitate sharing and reuse. 11. Technological Neutrality & Adaptability: Specific technological solutions or products should not be imposed on citizens, businesses and other administrations. 12. Effectiveness & Efficiency: Solutions should serve businesses and citizens in the most effective and efficient way, providing the best value for taxpayers money. The conceptual model for public services helps develop a common vocabulary and understanding about the main elements of a public service; emphasises a building-block approach, allowing for the interconnection and reusability of service components when building new services; and is sufficiently generic to be applicable at any level of government that provides public services, from local all the way up to EU level. It is powerful because it is flexible in allowing different aggregate services to be created by combining basic public services from multiple providers. The model unlocks the potential for further aggregating and combining the different services available. 12
