Minutes of the 1 st SPP procurement network Place: TEDKNA (Local Union of Municipalities and Communities of Attica) meeting room Date: 20 th June 2011 Organised by: EPTA Ltd, ERS, TEDKNA Attendants: Annex I list On Monday 20-06-2011, the 1 st SPP procurement network titled Green Procurement in Local Authorities took place at the premises of TEDKNA. The meeting was organized by EPTA Environmental Engineers and ERS in the framework of the LIFE+ project named Capacity Building in Sustainable Public Procurement. The meeting attended in total 30 representatives from 19 Municipalities. The first meeting aimed at the organization of the network, the contact information exchange among the participants and the discussion on Sustainable Public Procurement. The main outcome of the 1 st meeting was to discuss the priority of products and services for Local Authorities. Prior to the meeting, information was gathered regarding the most purchased products and services by the Public Sector. The meeting was coordinated by Mr. K.Georgiou, Mrs I. Skoula from EPTA and Mrs A. Dalamaga from ERS. The opening speech by the president of TEDKNA Mr. D. Kalogeropoulos referred to the importance of the BuildingSPP project focusing on the role of TEDKNA and the assistance willing to provide to the project by inviting its members Local Authorities to actively support this project. Mr. Kalogeropoulos mentioned that TEDKNA has participated in the past years, in a LIFE project about Green Procurement with success and that Municipality of Egaleo, where he was Mayor for several years, promoted green procurement in the past by incorporating green criteria in several procurements, mostly in the construction sector. Also he referred to the participation of TEDKNA in several other projects such as the LIFE project ForestCities about the forest fire prevention. Finally he said that we all should try to a greener and more sustainable procurement because, 46% of the procurement processes directly impacts the environment. At 10:45, Mrs. Polina Gioka presented the BuildingSPP project to the attendants and especially focused in Action 2 and the importance of the SPP Procurement Network. More specifically, Mrs. Gioka presented general data on the existing situation in Local Authorities
procurement. In the presentation she mentioned that SPP is a political decision of the Local Authorities to request products and services that are environmental friendly, provide value for money with minor negative consequences to the society. Afterwards, Mrs. Gioka presented the Greek and Portuguese partners of the project and the actions of the project together with the projected outcomes. Finally, it was discussed the role of this network and more specifically the outcomes of these meeting, which are: Top priority list products and services for local authorities Most important environmental, social and economical criteria Important information on SPP Constraints and assumptions At 11:00, Mrs. I. Skoula presented the existing situation in Greece on public procurement. Important data from several sources such as the Ministry of Finance, Tenders Electronic Daily, the Cl@rity program: Every Government Decision on the Internet, the general Accounting Office, the general Secretariat of Commerce and other sources. These data refer to the years 2008, 2009 and 2010. The presentation includes the top priority list of products and services that the public sector procures. The top priority list randomly is presented below: Copying and graphic paper Cleaning products and services Furniture Office IT equipment Textiles Food and catering services
Gardening products Construction materials Stationary At 11:20 Mr. N. Chrysogelos presented best practices in SPP. In the first part the presentation included general data on public procurement. The most important outcomes of the presentation are: Budget on public procurement for Greece and EU Criteria on public procurement and presentation of Directives 2004/18 and 2004/17 Greek market analysis and public procurement. EU action plan on Sustainable Production and Consumption and Sustainable Industrial Policy. GPP SPP Example on SPP SPP framework EU project Building Capacity on Local Authorities List of best practices on Europe Best practices outside Europe After the presentations, a discussion among the participants took place for over an hour. All the participants agreed on the fact that Greek local authorities are lack of information and know how on GPP and SPP. The three main axes that GPP and SPP should be based on are:
Legislation Life cycle cost Certified products Training Public Authorities Network The Mayor of Vrilissia commented on the presentations by adding a new perspective on the procurement phase which is the Greek legislation. From his experience he pointed out that the Greek legislation has many obstacles towards new criteria and especially GPP and SPP criteria. He referred to the PD 60/ 2007 on Greek public procurement. The top priority list products / services for Municipality of Vrilissia is: construction material windows Also he suggested changes in the legislation towards a more flexible system for incorporating several criteria. Finally, the economic award criteria should be updated in order to include the life cycle cost of the product other that the purchase price. Thereafter, Mr. G. Rodatos from Municipality of Egaleo took the stand and added that for construction material the legislation is more flexible in incorporating green criteria than for other product categories or services. Mr. Rodatos emphasise on certification issues such as certified products, technical and environmental specifications and the lack of certified products or services in the Greek market.
Mr. S. Arvanitakis from TEDKNA express the opinion of the development of a network that will exchange information and relevant useful material. The network will give the opportunity to local authorities stakeholders to present their opinion and constraints and barriers on GPP and SPP by presenting their know how on existing best practices. Even though the meeting was mostly allocated on GPP, at the end of the meeting the discussion focused on SPP criteria and how it is differentiate from GPP. Representative from the Municipality of Metamorfosi described their experience on GPP and commented on social criteria such as child labour and other social criteria. Finally the priority products / services are: Fossil Fuels Gardening services & products Construction materials Cleaning services/products Photovoltaic Panels Geothermal applications Wall paints The meeting closed at 14:00 and the 2 nd meeting was scheduled for October 2011.
