1 ΕΠΙΤΡΟΠΗ ΤΩΝ ΕΥΡΩΠΑΪΚΩΝ ΚΟΙΝΟΤΗΤΩΝ Βρυξέλλες, COM(2004) 551 τελικό 2004/0194 (COD) Πρόταση ΑΠΟΦΑΣΗΣ ΤΟΥ ΕΥΡΩΠΑΪΚΟΥ ΚΟΙΝΟΒΟΥΛΙΟΥ ΚΑΙ ΤΟΥ ΣΥΜΒΟΥΛΙΟΥ για την τροποποίηση της απόφασης 2001/51/ΕΚ του Συµβουλίου για τη θέσπιση προγράµµατος κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών, καθώς και της απόφασης 848/2004/ΕΚ του Ευρωπαϊκού Κοινοβουλίου και του Συµβουλίου για τη θέσπιση προγράµµατος κοινοτικής δράσης για την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών (υποβληθείσα από την Επιτροπή) EL EL

2 ΑΙΤΙΟΛΟΓΙΚΗ ΕΚΘΕΣΗ Η ΕΕ είναι από µακρού προσηλωµένη στην προώθηση της ισότητας µεταξύ ανδρών και γυναικών, η οποία µνηµονεύεται στη Συνθήκη του 1957, σε οδηγίες και σε ένα σώµα δικαστικών αποφάσεων. Στο άρθρο 2 της Συνθήκης, η ισότητα µεταξύ ανδρών και γυναικών αναγνωρίζεται ως θεµελιώδης αποστολή της Κοινότητας. Το άρθρο 3 παράγραφος 2 ορίζει ότι σε όλες τις δραστηριότητές της η Κοινότητα επιδιώκει να εξαλειφθούν οι ανισότητες και να προαχθεί η ισότητα µεταξύ ανδρών και γυναικών. Το άρθρο 13 εξουσιοδοτεί την Κοινότητα να αναλάβει δράση για την καταπολέµηση των διακρίσεων για µια σειρά λόγων, στους οποίους περιλαµβάνεται και το φύλο. Το κοινοτικό νοµικό πλαίσιο εξασφαλίζει την ισότητα γυναικών και ανδρών έναντι του νόµου, ενώ έχει αναληφθεί ένα ευρύ φάσµα δράσεων σε ευρωπαϊκό και εθνικό επίπεδο. Ωστόσο, η ισότητα των φύλων στην ΕΕ εξακολουθεί να υπονοµεύεται από το γεγονός ότι οι γυναίκες και οι άνδρες δεν έχουν στην πράξη ίσα δικαιώµατα, ενώ η υποεκπροσώπηση των γυναικών και η βία εναντίον τους δείχνουν ότι υπάρχουν διαρθρωτικές ανισότητες µεταξύ των φύλων. Η συνεχής υποστήριξη είναι, εποµένως, απαραίτητη προκειµένου η ισότητα των φύλων να γίνει πραγµατικότητα σε όλες τις σφαίρες του βίου. Το κοινοτικό πρόγραµµα δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών ( ) 1, το πέµπτο κατά σειρά πρόγραµµα δράσης σε αυτό τον τοµέα, εγκρίθηκε από το Συµβούλιο στις 20 εκεµβρίου 2000 για την περίοδο από την 1η Ιανουαρίου 2001 έως τις 31 εκεµβρίου 2005 και µε προϋπολογισµό ύψους 50 εκατοµµυρίων ευρώ. Το πρόγραµµα υποστηρίζει την κοινοτική στρατηγική-πλαίσιο στον τοµέα της ισότητας µεταξύ γυναικών και ανδρών ( ), µια νέα προσέγγιση που καλύπτει όλες τις κοινοτικές πολιτικές στην προσπάθεια να προαχθεί η επίτευξη της ισότητας µεταξύ γυναικών και ανδρών µέσα από την ανάπτυξη των απαραίτητων οριζόντιων δραστηριοτήτων και τη βελτίωση του συντονισµού δραστηριοτήτων που έχουν σχέση µε το φύλο στους διάφορους τοµείς πολιτικής. Το εν λόγω πρόγραµµα έχει τους ακόλουθους στόχους και αντίστοιχα σκέλη: (a) (b) Να προαγάγει και να διαδώσει τις αξίες και τις πρακτικές οι οποίες αποτελούν τα θεµέλια της ισότητας µεταξύ γυναικών και ανδρών. Το σκέλος αυτό καλύπτει δραστηριότητες ευαισθητοποίησης προκειµένου να ενισχυθεί η κοινοτική διάσταση της προαγωγής της ισότητας µεταξύ γυναικών και ανδρών. Τέτοιες δραστηριότητες µπορεί να είναι τα διακρατικά συνέδρια, σεµινάρια και εκστρατείες, οι µεγάλης κλίµακας εκδηλώσεις σε επίπεδο ΕΕ, οι δηµοσιεύσεις και οι διαδικτυακοί τόποι, να βελτιώσει την κατανόηση των ζητηµάτων που συνδέονται µε την ισότητα µεταξύ γυναικών και ανδρών, συµπεριλαµβανοµένων των άµεσων και των έµµεσων διακρίσεων µε βάση το φύλο και των πολλαπλών διακρίσεων έναντι των γυναικών, εξετάζοντας την αποτελεσµατικότητα των πολιτικών και των πρακτικών µέσω της προηγούµενης ανάλυσής τους, της παρακολούθησης της εφαρµογής τους και της αξιολόγησης του αντικτύπου τους. Το σκέλος αυτό περιλαµβάνει, π.χ., στήριξη για την ανάπτυξη συγκρίσιµων στατιστικών και δεικτών, ανάλυση σε επίπεδο ΕΕ για τη διάσταση του φύλου σε πολιτικές και 1 ΕΕ L 17 της , σ. 22. EL 2 EL

3 µέτρα, την παρακολούθηση της εφαρµογής της κοινοτικής νοµοθεσίας περί ισότητας, σχετικές µελέτες και τη δηµοσίευση ετήσιας έκθεσης σχετικά µε την ισότητα µεταξύ γυναικών και ανδρών, (c) να αναπτύξει τις δυνατότητες των κυρίων συντελεστών (ΜΚΟ, κοινωνικοί εταίροι σε επίπεδο ΕΕ, διακρατικά δίκτυα περιφερειακών ή τοπικών αρχών) για την αποτελεσµατική προαγωγή της ισότητας µεταξύ ανδρών και γυναικών, ιδίως µε την υποστήριξη της ανταλλαγής πληροφοριών και ορθών πρακτικών και τη δικτύωση σε κοινοτικό επίπεδο. Οι πιθανές δράσεις για κάθε σκέλος απαριθµούνται λεπτοµερώς στο παράρτηµα της απόφασης του Συµβουλίου για τη θέσπιση του προγράµµατος. Οι δράσεις πρέπει να υλοποιούνται µέσα σε διακρατικό πλαίσιο προκειµένου να αναπτυχθεί κοινοτική προστιθέµενη αξία. Η επιτροπή του προγράµµατος ορίζει σε ετήσια βάση θέµατα προτεραιότητας για τις προσκλήσεις υποβολής προτάσεων. Τα θέµατα αυτά είναι τα εξής: ισότητα αµοιβών το 2001, συνδυασµός επαγγελµατικού και οικογενειακού βίου το 2002, οι γυναίκες στη διαδικασία λήψης αποφάσεων το 2003, και γυναικείοι και ανδρικοί ρόλοι και στερεότυπα το 2004/2005. Το πρόγραµµα αυτό συµβάλλει στην ενσωµάτωση της διάστασης του φύλου σε όλες τις πολιτικές και στην εκµετάλλευση των δυνατοτήτων που παρέχουν οι τελευταίες για την προαγωγή της ισότητας γυναικών και ανδρών, καθώς και στην ευαισθητοποίηση σχετικά µε τα εµπλεκόµενα ζητήµατα. Το πρόγραµµα ενισχύει ακόµη τη συνεργασία και τις εταιρικές σχέσεις µεταξύ των συντελεστών που ασχολούνται µε την προαγωγή της ισότητας µεταξύ γυναικών και ανδρών, ιδίως των εθνικών αρχών, των οργανισµών προώθησης της ισότητας, των κοινωνικών εταίρων και των ΜΚΟ. Πραγµατοποιήθηκε ενδιάµεση αξιολόγηση µε τη βοήθεια ανεξάρτητων εµπειρογνωµόνων, µε σκοπό να αντλήσει η Επιτροπή πληροφορίες για τους τρόπους µε τους οποίους µπορεί να ενισχυθεί και να βελτιωθεί περαιτέρω το σύστηµα της κοινοτικής υποστήριξης για την προαγωγή της ισότητας µεταξύ ανδρών και γυναικών. Ένα ακόµη πρόγραµµα κοινοτικής δράσης, µε στόχο την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών, θεσπίστηκε πρόσφατα από το Ευρωπαϊκό Κοινοβούλιο και το Συµβούλιο στις 29 Απριλίου για την περίοδο από 1 Ιανουαρίου 2004 έως 31 εκεµβρίου 2005 και µε προϋπολογισµό 2,2 εκατοµµυρίων ευρώ. Με την απόφαση αυτή ανάγεται σε βασική νοµική πράξη η µακροχρόνια πρακτική της υποστήριξης οργανισµών που εργάζονται για την προαγωγή της ισότητας µεταξύ γυναικών και ανδρών. Και τα δύο προγράµµατα λήγουν ταυτόχρονα σε µια περίοδο µεγάλων αλλαγών για την οικοδόµηση και τη λειτουργία της διευρυµένης Ευρωπαϊκής Ένωσης, εν γένει, γεγονός που επιβάλλει βαθύ προβληµατισµό σχετικά µε την προσέγγιση που θα επιλεγεί για τη µελλοντική εφαρµογή της ατζέντας κοινωνικής πολιτικής, και ιδίως όσον αφορά τη δοµή των προγραµµάτων κοινοτικής δράσης στους τοµείς της απασχόλησης και της κοινωνικής πολιτικής. Αυτή τη στιγµή υπάρχουν πέντε προγράµµατα αυτού του είδους, τα οποία υλοποιούνται µε παρόµοιο τρόπο και υποστηρίζουν συγκρίσιµα είδη µέτρων. Σε αυτή την πεντάδα περιλαµβάνονται, εκτός από τα δύο προγράµµατα για την ισότητα των φύλων, δύο ακόµη προγράµµατα δράσης µε στόχο την υποστήριξη της ανοιχτής µεθόδου συντονισµού στον τοµέα της απασχόλησης (Μέτρα ενθάρρυνσης στον τοµέα της απασχόλησης) και στον 2 ΕΕ L 157 της , σ. 18. 4 τοµέα της κοινωνικής ένταξης (Πρόγραµµα δράσης για την κοινωνική ένταξη), καθώς και το πρόγραµµα µε αντικείµενο την καταπολέµηση των διακρίσεων. Με µόνη εξαίρεση τα προγράµµατα για την ισότητα των φύλων, όλα τα υπόλοιπα θα λήξουν στο τέλος του Η πρόταση απόφασης του Ευρωπαϊκού Κοινοβουλίου και του Συµβουλίου σχετικά µε το πρόγραµµα-πλαίσιο για τη χρηµατοδότηση δράσεων στον τοµέα της απασχόλησης και στον κοινωνικό τοµέα θα καλύψει την ίδια περίοδο όπως και οι νέες δηµοσιονοµικές προοπτικές, δηλ Η Επιτροπή έχει αναλύσει διεξοδικά το µέλλον της εφαρµογής της ατζέντας κοινωνικής πολιτικής, συµπεριλαµβανοµένων των στόχων και της λειτουργίας των προγραµµάτων κοινοτικής δράσης και των µεταξύ τους συνδέσεων. Η νέα πρόταση για την περίοδο στοχεύει στην απλοποίηση της δοµής του προϋπολογισµού, συγχωνεύοντας τα υφιστάµενα προγράµµατα κοινοτικής δράσης σε ένα ευµέγεθες πρόγραµµα-πλαίσιο που θα προβλέπει τα ίδια είδη συγχρηµατοδοτούµενων δράσεων, ήτοι αναλύσεις και µελέτες, υποστήριξη µηχανισµών ευρωπαϊκών ανταλλαγών, ευαισθητοποίηση και υποστήριξη οργανώσεων της κοινωνίας πολιτών. Το σκέλος για την ισότητα των φύλων στο προτεινόµενο πρόγραµµα-πλαίσιο για την περίοδο θα βασιστεί στην προηγούµενη πείρα και θα συνεχίσει την οικονοµική στήριξη για την ανάπτυξη και την εφαρµογή του κοινοτικού δικαίου στον τοµέα της ισότητας των φύλων, αλλά και για την προαγωγή της ενσωµάτωσης της διάστασης του φύλου στις πολιτικές της ΕΕ. Θα καλύψει επίσης την υποστήριξη σε κεντρικά δίκτυα της ΕΕ που δραστηριοποιούνται στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών. Για τη µεταβατική περίοδο που µεσολαβεί έως την έγκριση του νέου προγράµµατος-πλαισίου σύµφωνα µε τις προαναφερόµενες κατευθύνσεις, προέχει η εξασφάλιση της συνέχειας της κοινοτικής συνδροµής για την προαγωγή της ισότητας των φύλων και η αποφυγή τυχόν αναστάτωσης στον υφιστάµενο µηχανισµό που λειτουργεί για να υποστηρίζει τους στόχους του άρθρου 13 της συνθήκης ΕΚ. Οι αρχές και οι στόχοι, όπως και οι τοµείς παρέµβασης της κοινοτικής στρατηγικής-πλαισίου για την ισότητα των φύλων, οι οποίοι συµπίπτουν µε τους απαριθµούµενους στην απόφαση 2001/51/ΕΚ και στο παράρτηµά της, εξακολουθούν να ισχύουν στο ακέραιο κατά τη διάρκεια του τρέχοντος µεταβατικού έτους. Έχοντας υπόψη αυτές τις περιστάσεις, η Ευρωπαϊκή Επιτροπή προτείνει να παραταθούν χωρίς αλλαγές έως το 2006 και τα δύο προγράµµατα στον τοµέα της ισότητας των φύλων. Ως εκ τούτου, η Επιτροπή προτείνει: να παραταθεί έως το τέλος του 2006 τόσο το πρόγραµµα κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών ( ) όσο και το πρόγραµµα κοινοτικής δράσης για την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών, να προσαρµοστεί ο συνολικός προϋπολογισµός του προγράµµατος κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών ( ), όπως παρατείνεται, στο ύψος των 61,5 εκατ. ευρώ, και 3 COM (2004) 488 τελικό. 5 να προσαρµοστεί ο συνολικός προϋπολογισµός του προγράµµατος κοινοτικής δράσης για την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών, όπως παρατείνεται, στο ύψος των 3,3 εκατ. ευρώ. EL 5 EL

6 2004/0194 (COD) Πρόταση ΑΠΟΦΑΣΗΣ ΤΟΥ ΕΥΡΩΠΑΪΚΟΥ ΚΟΙΝΟΒΟΥΛΙΟΥ ΚΑΙ ΤΟΥ ΣΥΜΒΟΥΛΙΟΥ για την τροποποίηση της απόφασης 2001/51/ΕΚ του Συµβουλίου για τη θέσπιση προγράµµατος κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών, καθώς και της απόφασης 848/2004/ΕΚ του Ευρωπαϊκού Κοινοβουλίου και του Συµβουλίου για τη θέσπιση προγράµµατος κοινοτικής δράσης για την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών ΤΟ ΕΥΡΩΠΑΪΚΟ ΚΟΙΝΟΒΟΥΛΙΟ ΚΑΙ ΤΟ ΣΥΜΒΟΥΛΙΟ ΤΗΣ ΕΥΡΩΠΑΪΚΗΣ ΕΝΩΣΗΣ, Έχοντας υπόψη: τη συνθήκη για την ίδρυση της Ευρωπαϊκής Κοινότητας, και ιδίως το άρθρο 13 παράγραφος 2, την πρόταση της Επιτροπής 4, τη γνώµη της Ευρωπαϊκής Οικονοµικής και Κοινωνικής Επιτροπής 5, τη γνώµη της Επιτροπής των Περιφερειών 6, Αποφασίζοντας σύµφωνα µε τη διαδικασία του άρθρου 251 της Συνθήκης 7, Εκτιµώντας τα ακόλουθα: (1) Το Συµβούλιο θέσπισε µε την απόφαση 2001/51/ΕΚ πρόγραµµα κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών, µε στόχο τη βελτίωση της κατανόησης των ζητηµάτων που συνδέονται µε την ισότητα µεταξύ γυναικών και ανδρών, την προαγωγή και τη διάδοση των αξιών και των πρακτικών οι οποίες αποτελούν τα θεµέλια της ισότητας µεταξύ γυναικών και ανδρών, καθώς και την ανάπτυξη των δυνατοτήτων των ενδιαφερόµενων συντελεστών για την αποτελεσµατική προαγωγή της ισότητας µεταξύ γυναικών και ανδρών. (2) Το Ευρωπαϊκό Κοινοβούλιο και το Συµβούλιο θέσπισαν µε την απόφαση 848/2004/ΕΚ πρόγραµµα κοινοτικής δράσης για την προώθηση οργανώσεων που δραστηριοποιούνται σε ευρωπαϊκό επίπεδο στον τοµέα της ισότητας µεταξύ ανδρών ΕΕ C,, σ.. ΕΕ C,, σ.. ΕΕ C,, σ.. ΕΕ C,, σ.. EL 6 EL

7 και γυναικών, µε στόχο την υποστήριξη των δραστηριοτήτων τέτοιων οργανώσεων, το µόνιµο πρόγραµµα εργασίας ή µια συγκεκριµένη δράση των οποίων εξυπηρετεί στόχο γενικού ευρωπαϊκού ενδιαφέροντος στον τοµέα της ισότητας µεταξύ ανδρών και γυναικών ή επιδιώκει στόχο ο οποίος εντάσσεται στο πλαίσιο της πολιτικής της Ευρωπαϊκής Ένωσης στον τοµέα αυτόν. (3) Και τα δύο προγράµµατα λήγουν στις 31 εκεµβρίου Χρειάζεται απαραιτήτως να εξασφαλιστεί η συνέχεια της κοινοτικής πολιτικής για την προαγωγή της ισότητας των φύλων, έχοντας υπόψη τους στόχους του άρθρου 13 της Συνθήκης. (4) Είναι αναγκαίο να παραταθεί η διάρκεια των προγραµµάτων για µεταβατική περίοδο ενός έτους έως ότου θεσπιστεί νέο πολυετές πρόγραµµα-πλαίσιο για τη χρηµατοδότηση δράσεων στον τοµέα της απασχόλησης και στον κοινωνικό τοµέα για την περίοδο , το οποίο θα περιλαµβάνει και ένα σκέλος για την ισότητα των φύλων. (5) Η απόφαση 2001/51/ΕΚ του Συµβουλίου για τη θέσπιση προγράµµατος κοινής δράσης σχετικά µε την κοινοτική στρατηγική για την ισότητα µεταξύ γυναικών και ανδρών στηρίχθηκε στο άρθρο 13 της Συνθήκης. Ωστόσο, µετά τις τροποποιήσεις που εισήχθησαν µε τη συνθήκη της Νίκαιας, το άρθρο 13 παράγραφος 2 αποτελεί την ειδική νοµική βάση για την έγκριση κοινοτικών µέτρων ενθάρρυνσης που προορίζονται να συµβάλουν στην καταπολέµηση των διακρίσεων. Ως εκ τούτου, κρίνεται σκόπιµο να στηριχθεί η τροποποίηση της απόφασης 2001/51/ΕΚ στο άρθρο 13 παράγραφος 2, ΕΞΕ ΩΣΑΝ ΤΗΝ ΠΑΡΟΥΣΑ ΑΠΟΦΑΣΗ: Άρθρο 1 Η απόφαση 2001/51/ΕΚ τροποποιείται ως εξής: 1. Στο άρθρο 1, η ηµεροµηνία 31 εκεµβρίου 2005 αντικαθίσταται από την ηµεροµηνία 31 εκεµβρίου Στο άρθρο 11 παράγραφος 1, το ποσό της δηµοσιονοµικής αναφοράς που έχει οριστεί σε 50 εκατοµµύρια ευρώ αντικαθίσταται από το ποσό των 61,5 εκατοµµυρίων ευρώ. Άρθρο 2 Η απόφαση 848/2004/ΕΚ τροποποιείται ως εξής: 1. Στο άρθρο 1 παράγραφος 3, η ηµεροµηνία 31 εκεµβρίου 2005 αντικαθίσταται από την ηµεροµηνία 31 εκεµβρίου Στο άρθρο 6 παράγραφος 1, το χρηµατοδοτικό πλαίσιο που έχει οριστεί σε 2,2 εκατοµµύρια ευρώ αντικαθίσταται από το ποσό των 3,3 εκατοµµυρίων ευρώ. 12 5. DESCRIPTION AND GROUNDS 5.1. Need for Community intervention Objectives pursued The objective of the prolongation is to ensure the continuation of the Community Action Programme on gender equality during the year The present programme will expire on 31 December The prolongation is deemed necessary to guarantee continuity of Community action in a transitional period characterised by important institutional changes until the adoption of a new comprehensive multiannual Framework Programme on the financing of actions in the employment and social field, including gender equality. The objective of the Decision remains unchanged: to support and supplement efforts to promote gender equality including complementing legislative developments by: promoting and disseminating the values and practices underlying gender equality; improving the understanding of issues related to direct and indirect gender discrimination based on sex through improved knowledge and measurement and through the evaluation of the effectiveness of policies and practices; and developing the capacity of target players to promote gender equality Measures taken in connection with ex ante evaluation This programme is the prolongation of the 5 th Programme relating to the Community framework strategy on gender equality ( ). An external ongoing evaluation started at the beginning of 2003 and will end in December The executive summary of the interim evaluation will be available on The Commission has drawn up an interim evaluation report based on the external evaluation available that will be made public soon. As explained in the interim evaluation report, the Action Programme has been designed to support the implementation of the Framework Strategy on gender equality with three main objectives, raising awareness, improving analysis and evaluation and developing capacity of players to promote gender equality. Results from the first three years show that the funded activities meet the objectives. Furthermore activities designed to raise awareness will in the process build up capacity - and vice versa - and both kinds of action either rely on or can be expected to promote policy analysis. This makes the classification of the eligible activities into the three strands somewhat artificial, as noted by the external evaluators. The programme has an important role to play in supporting policy cooperation at European level. The broad formulation of the main objectives of each strand allows the funding of a wide range of projects with different durations, types of users and objectives to respond to the variety of objectives defined in the Framework Strategy on gender equality. Valuable direct contributions have been made by activities funded under strand 2 (such as expert networks and statistical work) and strand 1 (such as the Council Presidency and the Commission's conferences). The transnational projects run by national authorities have contributed to reinforcing synergy between national policies on gender equality. EL 12 EL

13 On the other hand, the contribution of transnational projects subsidised under strand 3 is less apparent. Many projects deal with the development of methods and tools for which it is still too early to assess their impact. This will require further investigation in the course of the external evaluation Measures taken following evaluation In the light of the preliminary findings of the interim evaluation, the Commission intends to develop more systematic information on the outputs of the Programme and its various activities. It is important to improve the synergy between the three strands by encouraging the flow of information and knowledge between the various activities. For this purpose a regularly updated Commission website should be the major source of information and this message should be clearly passed to all project promoters. The comparable statistics developed by EUROSTAT in cooperation with the Member States, the studies conducted by the expert networks, the Commission's assessment of National Action Plans for Employment and social inclusion are all accessible from the Commission website. European conferences are also an opportunity to make the Programme's outputs better known. Finally, it should be borne in mind that the fundamental raison d'être of such a Programme is its European added value. The Programme has to contribute to the development and the implementation of EU law concerning gender equality and to the promotion of the gender dimension in EU policies. This should be further analysed in the course of the external evaluation. In the context of the enlarged European Union, the Commission will pay attention to keeping all activities funded by the Programme in line with this fundamental requirement Action envisaged and budget intervention arrangements In the context of the Amsterdam Treaty, gender mainstreaming has been firmly anchored in Article 3. In parallel to gender mainstreaming, specific actions in favour of women have proved to be essential in order to eliminate persistent inequalities. Three sub-objectives have been identified to which correspond three major strands for actions under this Programme which run concurrently: promoting and disseminating values and practices underlying gender equality; improving the understanding of issues related to direct and indirect discrimination based on sex through improved knowledge and measurement and through the evaluation of the effectiveness of policies and practices; developing the capacity of target players to promote gender equality. The Programme will work with a variety of target players selected from among policymakers in national, regional and local administrations, independent bodies responsible for the promotion of gender equality, non-governmental organisations, social partners, research institutes, the media, opinion-formers, the judiciary and law enforcement agencies. The lessons of past programmes suggest that maximum added-value is obtained when programmes concentrate on a limited number of high-quality, large-scale coordinated activities where the emphasis is on supporting Member States' efforts to promote change at EL 13 EL

14 national, regional and local levels. This involves Member States' governments, local and regional authorities, social partners, grass-root NGOs, independent experts and academics. The three strands will continue to operate as in the first five years as follows: Awareness-raising (Strand 1) This strand aims at disseminating the lessons of the Programme and adding to the momentum needed for the acceptance of change in society. It will contribute to creating the political conditions necessary for legislative or other developments. With the aim of supporting and improving the synergy between national policies on gender equality and also to develop a Community added value, this strand will support the implementation of initiatives, to be developed by the Member States authorities, on particular topics approved annually, after discussion with the Programme Committee. It includes classical information and communication tools and targeted visibility/awarenessraising events or campaigns. Analysis and evaluation (Strand 2) This strand aims at developing and improving various tools for collecting information, putting it into a useable and comparable form and ensuring its dissemination to the target players in the Member States. This will build on work carried out during the previous equality programmes. The Programme should assist players in the different Member States to learn from the experience of others, with the objective of improving the effectiveness of their efforts to promote gender equality. Information about what is happening in the Member States needs therefore to be made available in a form which is readily accessible and which will be used by the players. Capacity building (Strand 3) This strand aims at adding value to the capacity of players to address gender equality effectively. This is achieved by disseminating to these players good practices and lessons from experience and involving them in a process of transnational exchange and dialogue at EU level. Past experience related to the grounds for combating gender discrimination has underlined the importance of working in partnership with target players in the Member States and with organisations working in the field of gender equality. Previous Community action in the field of equal opportunities between women and men and initiatives in the fields of disability and social inclusion have shown the value of bringing players together in transnational partnerships which can form the basis for the exchange of good practice Methods of implementation The delivery mechanisms stipulated in the proposal are in keeping with to the classic Community approach to grants and co-funding on the basis of a detailed financial request. The actions to be taken may be funded by service contracts following open calls for tender or restricted calls for proposals addressed to the Member States or by subsidies for joint EL 14 EL

In the latter case, the level of financial assistance from the Commission may not exceed, as a general rule, 80% of the expenditure actually incurred by the recipient. The Programme is managed centrally by the Commission. The programme budget may also cover expenditure associated with preparation, follow-up, monitoring, auditing and evaluation activities directly necessary for the management of the programme and for the realisation of its objectives, such as studies, meetings, information and publication activities, expenditure associated with IT networks for the exchange of information and any other administrative and technical support expenditure on which the Commission may decide for the management of the programme. 6. 23 Measures taken in connection with ex ante evaluation The Programme which it is proposed to extend is a new one aimed at providing a legal basis for awarding grants to organisations active at European level in the field of equality for men and women for the years 2004 and Its adoption was made necessary by the new structure of the Commission s budget under the new Financial Regulation with effect from Measures taken following ex post evaluation The activities of the European Women's Lobby have in the past been subject to several annual evaluations by the Commission's departments. In addition, an audit report was drawn up in 1999 at the European Parliament's request. These results have shown that the Lobby's activities have an effective, significant impact, in particular by informing women of their rights, and that it has a substantial influence on policymakers at European, national, regional and local level with regard to the promotion of gender equality.
