Το έργο έχει σκοπό να υποστηρίξει τις επιχειρήσεις και τους οργανισμούς να αναπτύξουν νέα και καλύτερα «πράσινα» προϊόντα και διεργασίες, καθώς και τις κυβερνήσεις να αναπτύξουν τις απαραίτητες πολιτικές και μακροχρόνιες αλλαγές για την επίτευξη της «πράσινης ανάπτυξης». Στα πλαίσια του έργου προβλέπεται η αναζήτηση και ανάδειξη κατάλληλων περιπτώσεων (case studies) «πράσινων» προϊόντων ή λύσεων που θα μπορούσαν να υποδειχθούν ως πρότυπα σε όλες τις χώρες του ΟΟΣΑ. Ως μέλος της ομάδας εκπόνησης και εθνικός εμπειρογνώμονας της χώρας μας στο παραπάνω έργο, θα ήθελα να σας προσκαλέσω να δηλώσετε περιπτώσεις, εφαρμογές ή παραδείγματα οικο καινοτομίας από τον οργανισμό σας έως τις 20 Ιουνίου 2010, συμπληρώνοντας την επισυναπτόμενη σύντομη δήλωση στα αγγλικά. Συμμετέχοντας στο έργο του Ο.Ο.Σ.Α. θα έχετε τη δυνατότητα να: Προβάλλετε τον οργανισμό και την οικο καινοτομία σας σε μεγάλο αριθμό χωρών. Αξιολογηθεί η καινοτομία σας από ειδικούς εμπειρογνώμονες ενός οργανισμού με διεθνές κύρος, δίνοντάς σας την ευκαιρία να αναγνωρίσετε με αντικειμενικό τρόπο τα δυνατά και αδύνατα σημεία της. Βελτιώσετε τις μελλοντικές σας καινοτομίες από την εμπειρία και τις ιδέες οικοκαινοτομιών από άλλες χώρες Δικτυωθείτε με άλλους καινοτόμους οργανισμούς και επιχειρήσεις, συμμετέχοντας στις διαδικτυακές συζητήσεις και μελλοντικές δραστηριότητες του Ο.Ο.Σ.Α. έχουν ήδη εφαρμοστεί ή δοκιμαστεί στην αγορά, μπορούν να υποβληθούν και οικοκαινοτομίες που βρίσκονται στο στάδιο του σχεδιασμού. Συνημμένες θα βρείτε οδηγίες για την υπόδειξη έργων, τα κριτήρια αξιολόγησης, καθώς και τα πιθανά πεδία εφαρμογής των οικο καινοτομιών. Το έργο που θα υποδείξετε θα αξιολογηθεί και, εφόσον επιλεγεί, θα αναλυθεί σε βάθος μαζί με άλλα έργα οικο καινοτομίας από όλες τις χώρες μέλη του Ο.Ο.Σ.Α. Σκοπός είναι η συλλογή των εμπειριών και διδαγμάτων από τις οικο καινοτομίες και η σύνθεση τους σε μια κοινή έκθεση για την βελτίωση της πολιτικής για την πράσινη ανάπτυξη του Ο.Ο.Σ.Α. (OECD Green Growth Strategy). Επίσης, ορισμένες από τις οικο καινοτομίες θα εκτεθούν στο ειδικό συνέδριο του Ο.Ο.Σ.Α. το οποίο προγραμματίζεται για τον Μάρτιο του 2011. Η εποχή μας χαρακτηρίζεται από σημαντικά προβλήματα και προκλήσεις στον τομέα του περιβάλλοντος (π.χ. η πρόκληση της κλιματικής αλλαγής). Έρευνες του Ο.Ο.Σ.Α. στις χώρες μέλη του, όπως η Ελλάδα, έχουν δείξει ότι η αντιμετώπιση αυτών των προβλημάτων απαιτεί την προώθηση μιας ευρείας δέσμης ριζικών περιβαλλοντικών καινοτομιών (οικο καινοτομίες), χωρίς τις οποίες η αντιμετώπισή τους θα είναι πιο δύσκολη και δαπανηρή. Θεωρώ εξαιρετικά σημαντικό να επαναλάβω ότι η συμμετοχή σας στο έργο του Ο.Ο.Σ.Α. αποτελεί μια άριστη ευκαιρία να αξιολογηθεί η καινοτομία σας από έναν διεθνή οργανισμό, να μοιραστείτε με άλλους καινοτόμους οργανισμούς τις εμπειρίες σας και κυρίως να προβάλλετε τον οργανισμό και την καινοτομία σας σε ένα μεγάλο αριθμό χωρών. OECD Project on Green Growth & Eco innovation Module A: Business Case Studies of Eco innovation Background If OECD countries and non member economies are to tackle climate change and other environmental challenges, they will need to engage in a broad range of radical and systemic green innovations in the medium to long term. OECD analysis has shown that addressing these challenges without innovation will be more difficult and more costly. This module of the CIIE work on eco innovation aims to collect and analyse examples of eco innovation in the business sector, with the aim to identify factors and policies that can support and facilitate the longer term changes necessary to achieve green growth. This work is also aimed at helping governments support the development of new and better green products and processes, thus helping foster new green businesses, industries and jobs, as well as the restructuring of existing industries. Steps of the case studies This module will collect and examine concrete examples of eco innovation from member countries and from non OECD economies that wish to participate in the work. The analysis of interesting examples should also involve in depth analysis of the innovation processes of specific cases studies, including interviews and possible site visits. 1

As discussed in the Phase I report, eco innovation has many dimensions, ranging from incremental changes in products and processes to more radical changes. Considering the need for more radical ecoinnovation, the Secretariat suggests focusing this module particularly on case studies of radical and systemic eco innovations, which could have a great potential for environmental improvements and provide greater opportunities for business. Such innovations may be simple but with a very wide range of applications, or may be highly complex involving many actors and a range of technological and nontechnological changes in organisational and institutional arrangements. This boundary between incremental and radical or systemic eco innovations is not necessarily clear cut but Figure 2 presents a general distinction. More specific criteria of such examples are provided in the box below: 2

Conceptual distinction between incremental and systemic eco-innovations General criteria of radical and systemic eco innovation for case nomination Examples of radical or systemic eco innovations could include one or more of the following characteristics: Alternative solution: Innovation which comprises the introduction of alternative or entirely new solutions to existing products, processes, marketing methods or organisational structures that may significantly reduce environmental impacts. Significant environmental improvement: Innovation which is or has the potential to contribute to a significant reduction in overall environmental impacts. Significant economic impact: Innovation which has or could bring substantial economic gains, competitiveness, market acceptance and/or job creation as well as environmental improvements. Wider application: Innovation which involves the introduction of products, processes or new solutions at a wider scale to reduce environmental impacts such as a new transport system, a district energy system or eco towns. New business models: Innovation which involves a radically different business model from the conventional ways of providing products and services, with the potential to significantly improve environmental sustainability. Win win innovations that combine improvements in environmental performance with opportunities for economic benefit are of particular interest, as these are of particular importance for green growth. 3
Obviously, the selection of areas of eco innovation cases (sectors, types of technologies, etc.) is at the discretion of countries, as it should reflect ongoing innovative activity in countries. This will also enable a wide range of potentially interesting innovation examples to be brought to the attention of other countries. However, to collect cases which can be comparable, a non exhaustive list of some potential areas for radical or systemic eco innovations is provided below: Possible application areas of radical and systemic eco-innovations 1) Significant improvements in processes, e.g.: Resource or energy efficiency improvement in manufacturing process Development of new materials and new applications of existing materials Closed loop manufacturing and integrated resource and end of life management Efficiency in logistics and retail 2) New solutions through products and services, e.g.: Urban mobility Energy provision and management Food, water, beverage and nutrition Housing and construction Housekeeping, offices and entertainment Clothing, home and personal products Leisure and travel Other resource/energy efficiency 3) Wider scale application and experiments, e.g.: Eco industrial parks Eco Towns and Green Cities Eco housing and neighbourhood New urban/spatial planning for efficient provision of energy and mobility; Compact Cities Virtual solutions through the Internet, etc. Nominating interesting examples The example should be based on a solution including a product or service, an application and a project (i.e. do not nominate a technology or a company). Examples are not necessarily only those from private firms but could also include some from public sector or not for profit entities such as NGOs and social entrepreneurs. Examples of solutions that are already successfully applied in the market would be preferable as they have already faced the test of the market but you are invited to include examples not yet on the market if they are highly unique and are considered to have a high potential for environmental improvement and market acceptance. 4
Confidentiality: Although the diffusion of information on eco innovation is important to help promote environmental sustainability, some information from firms may be considered confidential. The Secretariat will take measures to respect the business confidentiality of cases where necessary; however, if only limited information on a case can be shared, the example may not be fully suitable for inclusion in the study. Before the analysis based on the collected information is made publicly available, the interviewees will be contacted in advance to ask for their permission. Follow up Based on the nominations received, the Secretariat proposes to select a total of around 50 70 examples for more detailed study, taking into account a regional and sectoral balance and the capacity of countries to conduct more detailed case studies. The country experts will be asked to conduct the interviews and draft reports. The interviews may be conducted through telephone but site visits are preferable and will be encouraged. The Secretariat will organise a meeting with nominated country experts prior to the case studies to agree on the interview questions and to establish a common understanding of the objectives and methodology of the studies. The box below provides a tentative list of issues to be included in the interview and may give delegates a preliminary idea. Tentative list of areas to interview innovators Basic features: the characteristics of the innovation, how it provides benefits to users, what is the business model, etc. Impacts: what environmental improvements have been or can be achieved, what economic and social benefits it can bring, etc. Development process: how the innovation was conceived, who were involved, how knowledge and technologies were acquired and developed, etc. Demonstration and commercialisation: how the developed idea was turned into application, what adaptation was made for market acceptance, what collaborations were involved, etc. Financing: where finance was obtained to realise the innovation, what schemes were helpful, etc. Government support: policies that helped the innovation, what government financial or nonfinancial support was obtained, etc. Success factors and barriers: what factors were important for success, what difficulties arose and how they were overcome, etc. After collecting the case studies, the Secretariat will organise a second meeting with the experts to receive their feedback, share experiences and draw lessons. The Secretariat will write a synthesis report and provide input into the OECD Green Growth Strategy. A conference will be planned to showcase some of the eco innovation examples presented by some innovators and country experts (see Figure 1). 5
