PRELIMINARY PROGRAMME «Sounds, noise and music for re-thinking sustainable building, city and econeighborhood» 29 September - 3 October Main venue: Michalis Cacoyannis Foundation Venues for the 3 rd of October: Hellenic-American Union, French Institute of Greece Under the aegis of the Ministry of Health www.event2013.sd-med.org The "EchoPolis International 2013 will focus on one of the most important senses: hearing thus drawing attention to the sound quality of the urban environment and how, resources and tools can be used so that sounds, noises and music become design elements and factors of enrichment of sustainability in buildings, cities and neighbourhoods. The concepts of soundscape and sound design leave the research laboratories and invade the market, the world of professionals and the discourse between designers and all those involved in the application of sound design in the city, architects, engineers, private companies of sound equipment and facilities. Soundscape research considers environmental sounds as a 'resource' rather than a 'waste'. Table Ronde Construire avec les sons : identité et attractivité de la ville durable Sous l égide de l Ambassade de France en Grèce À l Auditorium de l Institut français de Grèce Le caractère patrimonial et identitaire des ambiances et des paysages sonores urbains est reconnu depuis quelques années. Un exemple : l inscription de la place Jemaa El Fna sur la liste du patrimoine culturel immatériel de l UNESCO a introduit ou encouragé un nouveau registre de patrimonialisation basé sur la prise en compte des expressions orales telles qu elles se déploient dans l espace urbain. Plus généralement, les sons font partie des villes, de leur paysage sensoriel, de leur identité. Ils constituent l un des marqueurs urbains, au même titre que le paysage visuel. La relation entre paysage sonore, patrimoine et attractivité a pourtant été très peu explorée. La position des pouvoirs publics dans le domaine de l environnement sonore a jusqu à présent consisté à réduire les niveaux sonores des principales sources de bruit et à fixer des limites à ne pas dépasser dans certaines zones affectées par de fortes nuisances sonores afin de diminuer l exposition des habitants. Or pour répondre essentiellement aux attentes des citoyens ainsi qu aux défis territoriaux d attractivité des villes en cette période de crise à la fois économique et urbaine, il faut aller encore plus loin, dépasser l aspect quantitatif du bruit, intégrer la problématique de la qualité sonore en amont de tout projet d aménagement urbain et considérer le bruit non pas comme un «déchet» mais comme une «ressource» locale. Dans le cadre d une organisation de l espace, en fonction du contexte et des contraintes, il s agit de maîtriser l environnement sonore de façon harmonieuse, de construire avec les sons dans le respect de l identité des lieux afin d offrir un cadre de vie agréable et attractif, de mettre en valeur le capital culturel qui fait partie du capital territorial et des richesses locales. L échelle du quartier semble particulièrement pertinente pour prendre en compte ces attentes. Dans ce cadre, les éco-quartiers, dans lesquels la problématique du bien-être, de la santé et de l attractivité est centrale, présentent une opportunité particulièrement intéressante. L ambition de cette table ronde est d éclairer les différents acteurs concernés par l aménagement urbain, voire la création d un éco-quartier sur l importance de la dimension sonore afin que celle-ci soit prise en compte dans leur projet d aménagement. La Table Ronde organisée par SDMed en collaboration avec l EIREST dans le cadre de l évènement international Echopolis 2013 vise à analyser les relations qui se tissent entre paysage sonore, identité et attractivité en ville.

Ένα παράδειγμα: Η εγγραφή της πλατείας Jemaa El Fna στον κατάλογο της άυλης πολιτιστικής κληρονομιάς της UNESCO που εισήγαγε ή ενθάρρυνε τη δημιουργία ενός νέου μητρώου πολιτιστικής κληρονομιάς κοινωνικού χαρακτήρα βασισμένου στην προφορική έκφραση όπως αυτή εκτυλίσσεται μέσα στον αστικό χώρο. Γενικότερα, οι ήχοι αποτελούν μέρος των πόλεων, του «συγκινησιακού» τοπίου και της ταυτότητάς τους. Αποτελούν ένα στοιχείο αστικής ταυτότητας εξίσου με το οπτικό τοπίο. Η σχέση μεταξύ ηχητικών τοπίων, πολιτιστικής κληρονομιάς και ελκυστικότητας δεν έχει ωστόσο επαρκώς ερευνηθεί μέχρι σήμερα. Η θέση και μέριμνα των αιρετών στον τομέα του περιβαλλοντικού θορύβου υπήρξε μέχρι στιγμής η μείωση των επιπέδων θορύβου από τις κύριες πηγές θορύβου και ο καθορισμός ορίων που δεν πρέπει να υπερβαίνονται ιδιαίτερα σε ορισμένες περιοχές που πλήττονται από υψηλές στάθμες θορύβου για τη μείωση της έκθεσης των κατοίκων σ αυτόν. Για ν ανταποκριθούμε ουσιαστικά στις προσδοκίες των πολιτών και στις εδαφικές προκλήσεις που συνδέονται με την ελκυστικότητα των πόλεων σε αυτή την περίοδο της οικονομικής και παράλληλα αστικής κρίσης οφείλουμε να υπερβούμε τα ζητήματα που σχετίζονται με την ποσοτική πτυχή του θορύβου και να εισάγουμε την προβληματική της ηχητικής ποιότητας πριν από κάθε έργο αστικής ανάπτυξης αλλά και να θεωρήσουμε τον θόρυβο όχι ως «απόβλητο» αλλά ως τοπικό «πόρο». Πρόκειται λοιπόν, στο πλαίσιο της οργάνωσης του χώρου και σε συνάρτηση με το κάθε φορά ειδικό πλαίσιο και τους περιορισμούς, για τον έλεγχο του ηχητικού περιβάλλοντος με τρόπο αρμονικό, για τη δόμηση, μέσω των ήχων, της ταυτότητας των τόπων, προκειμένου να παρέχουμε ένα ευχάριστο και ελκυστικό περιβάλλον διαβίωσης και να αξιοποιήσουμε το πολιτιστικό κεφάλαιο που αποτελεί μέρος του εδαφικού κεφαλαίου και του τοπικού πλούτου. Η κλίμακα της γειτονιάς φαίνεται ιδιαίτερα κατάλληλη και σημαντική ώστε να ληφθούν υπόψη αυτές οι προσδοκίες. Σε αυτό το πλαίσιο, οι οικογειτονιές στις οποίες το ζήτημα της ευημερίας, της υγείας και της ελκυστικότητας είναι κεντρικό, αποτελούν μια ιδιαιτέρως ενδιαφέρουσα περίπτωση εφαρμογής. Στόχος αυτής της Στρογγυλής Τράπεζας είναι, μεταξύ άλλων, να διαφωτίσει τους διάφορους φορείς που συμμετέχουν στην αστική ανάπτυξη ή στη δημιουργία αστικών οικολογικών αναπτύξεων σχετικά με τη σημασία της ηχητικής διάστασης, ώστε να λαμβάνεται σοβαρά υπόψη στο σχέδιο ανάπτυξης. Η Στρογγυλή Τράπεζα, αποτελώντας την 3 η Ελληνο-γαλλική και Διεθνή Συνάντηση για την Αειφόρο ανάπτυξη στην περιοχή της Μεσογείου οργανώνεται και πάλι από την Ένωση SDMed σε συνεργασία με την Διεπιστημονική Ομάδα Ερευνών και Μελετών για τον Τουρισμό του Πανεπιστημίου Paris I Panthéon-Sorbonne στο πλαίσιο της διεθνούς εκδήλωσης Echopolis 2013 και έχει ως στόχο να αναλύσει τις σχέσεις που αναπτύσσονται ανάμεσα στα ηχητικά τοπία, στην ταυτότητα και στην ελκυστικότητα της πόλης.
